Foley and Jowers – Tex, Lies and Videotape

| February 17, 2020

By now, you’ve all had your fill of the candidates in the Callahan County Texas election.  But wait… there’s more.

Rick Jowers applied for the position of Jailer back in 2007.  The following were obtained by an Open Records Request to Taylor County Texas and provided to us by a concerned citizen of Callahan County.  Jowers detailed his U.S. Army experience on one of the pages.

Here, Jowers states that he was a Specialist 4 (E-4) and an Airborne Ranger, neither of which are supported by his official military records.  Also, he lists 1986 as the start of his military service, but his records say 1988.  That could have been Delayed Entry Program but his end date that he lists is strange.  It is either ’91’ or ‘4/’ and left off the ending year.

Also, Jowers said that the reason he left the military is that his “Dad was sick” but when he called one of our investigators – namely, me – and asked that we not post his military records, Jowers said that his sister committed suicide.  We later found out that the story of the sister committing suicide was not true.  His sister died in 2009.

Here are Jowers’ official military records for comparison:

A lot of people have been asking how it is that Jowers got employed in Law Enforcement in the state of Texas in the first place since it appears there is a Texas state policy that states that an applicant is ineligible if the discharge was DISHONORABLE or OTHER THAN HONORABLE. This can be found here:

http://tcole.texas.gov/sites/default/files/documents/le_careers_lic_requir_11.pdf

People are also asking if the Callahan Sheriff’s Department knew about his OTHER THAN HONORABLE DISCHARGE when he was hired there?  Or did Jowers submit other information?

Jowers seemed quick to forgive himself when he put out a public statement saying that the election was not about his military service anyway.  Seemingly putting forth the reasoning that it doesn’t matter and it is much ado about nothing.

A few others have declared that Jowers has suffered enough and it is time to move on.

Well, he claimed he was wounded in combat.  He made this claim to leverage something of value.  This appears to be a federal crime in violation of the Stolen Valor Act.  It wasn’t like he burped or farted in a room full of people and said excuse me.  He claimed valor that was stolen from those that can no longer speak for themselves – the men and women that never returned home from the battlefield.

    Airhorne Ranger…Air sault.
    Seems legit.

    • Comm Center Rat says:

Ricky’s Howitzer 106 was “Self PerPeld.” LMAO

      • Poetrooper says:

Ol’ Poe’s memory is definitely old, but I still seem to recall it was the recoilless rifle that was a 106mm and the howitzer was a 105mm.

        Of course it’s been a half-century since I’ve been around either…

        • Claw says:

          Plus, let’s not forget that the M106 is a 4.2 Mortar Carrier./s

          • rgr769 says:

The M106 is a diesel powered version of the M113 APC. The weapons platoon I commanded in the 509th Inf had three of them. The line company version carried 81 mm mortars. They were also used to carry 4.2 inch mortars.

            • rgr769 says:

The weapons platoon also had two Jeep mounted 106 mm recoiled rifle antitank weapons.

            • rgr769 says:

The weapons platoon also had two Jeep mounted 106 mm recoiless rifle antitank weapons.

            • pigmypuncher says:

@rgr769 – what? The M113 is also detroit diesel powered and ran the same engine as the M106 & the M577 (all of which and more were on my license). As a mechanized Scout I should know- I’d dip my cravat in diesel when we refueled to ward off misquitos when I slept on top..

              • rgr769 says:

The later versions of the M113 were also diesel powered, but the earlier versions we had in Germany in the 1960’s and early ’70’s ran on “mogas.” They were not as reliable as the diesels. As a mech platoon leader I would know as well; I had to sign a hand receipt for three of them and logged more than a few miles in them.

              • Combat Historian says:

During the Vietnam War period, units in Viet of the Nam had priority for issuance of the diesel-powered M113 series vehicles, while USAREUR units in Germany were stuck with the early model mo-gas engined M113 series vehicles. As the Viet of the Nam drawddown began in 1969-70, the units in Germany finally began to receive the diesel powered M113s…

        • Dave Hardin says:

You are correct, (that hurt a little) the “One Oh Six” was/is a recoilless rifle and the “Oh Five” is a howitzer. The One Oh Six use a single shot .50 Cal as a spotter round, the Oh Five used anyone with a working radio. One of them you got behind to fire, the other … not so much.

      • Mustang Major says:

If he had not skipped out so quick from his artillery unit in Germany, he might have learned the nomenclature of his unit’s canons.

      • Hack Stone says:

It was a highly motivated Howitzer, it showed a lot of initiative and was a real go getter.

    • Mason says:

I got to run the giant voice once or twice and used a megaphone to address large classes, so I’m totally using “airhorne ranger.”

    • rgr769 says:

I sure would like to see a 106 or a 105mm “Howitzer” that was self-propelled and part of an Airborne Ranger outfit. The SP 105mm howitzer is a tracked vehicle that weighs around 30 to 40 tons. I don’t think one has ever been airdropped.

      • Combat Historian says:

Maybe Jowers is a time travelin’ warrior and operated a secret upgunned 106mm version of the M56 Scorpion 90mm SP AT Gun used by the 82d Abn Div in the late 1950s… 😉

      • rgr769 says:

Actually, the M108 105mm self-propelled howitzer was not as useful as the M109 155mm gun; it was discontinued from service in 1963 (per Wikipedia). The M109 has been the mainstay of mech artillery right to the present. The M109 weighs about 29 tons.

I’m dying over here – this is hilarious!!!

He needs to be consistent and spell “Ranger” in the same fashion he spells other words.

    R-a-i-n-j-u-r

  8. SFC D says:

That’s a recruit with a room-temperature GT right there. His recruiter is probably in hiding right now. Purpeled? Perposterous!

  9. Green Thumb says:

    A couple of ballworking dudes.

  10. marinedad61 says:

Sooner than expected! (Jowers Page 2)
    Bravo to MP & TAH.

Since Rick Jowers is now on “vacation” (paid leave),
I wonder how many days until we hear his 2nd public apology,
    OR….
the 2nd official law enforcement employment announcement.

    Which comes first?

  11. SgtBob says:

Selfperpeled. Rich and funny. Like a hand receipt I saw where someone had signed for a pair of “plars.” That’s the way the supply clerk pronounced it, so it got selfperpeled onto the hand receipt.

  12. Dennis - not chevy says:

Air born ranger? Is that like air popped corn? Did the obstetrician or midwife wear a parachute?

  13. OWB says:

Liars and thieves getting what they have earned. Good.

    • 5th/77th FA says:

Makes the gypsies and tramps look good in comparison. Only Cher would know.

Bigger phuque stick than we realized. In addition to being a lying, embellishing, deserting POS, “Ranger” Rick Jowers flunked 4th grade spelling too. He needs to have a ram or cleaning swab, PerPeled up his azz, and then he is Air Born PerPeled into the tube to clean it. I know it’s been a while since I dealt with modern Army cannons, but back yonder we (a) didn’t have any 106mm cannons of any sort, ‘specially in a self PerPeled. (b) We had to deal with towed 105 mm or (c) 155mm Self Propelled, (d) 175mm Self Propelled, or (e) 8 inch Self Propelled. Maybe that’s why it took so long to win the Cold War.

Wants to be the High Sheriff? Ricky don’t lose your number to Brucie’s Bath House (Entrance in the Rear). You may can hire on there as an apprentice towel fluffer. They may let you have an opening since you have done such a good job of phuqueth yourself. It is obvious that you couldn’t guard a Turkish Whorehouse much less do anything worthwhile inside of one. Richard/Rick/Ricky Wayne Jowers…embrace the suck. Bubba and the boys are eager to do a little Self PerPeling themselves.

      • Daisy Cutter says:

The “106mm Howtizer” [sic] is for when you are jamming away at 105mm and you need that little extra but most people have nowhere to go.

So, that’s where the 106mm comes into play, when you need that extra push to get you over the cliff.

        It’s one louder, isn’t it?

  14. HMCS(FMF) ret says:

Damn… funny poser posters of the two fluffers. Rumor has it that Brucies Bath House (entrance in the rear) is looking for a couple of losers for their “security team”.

Someone done fucked up in hiring both of these cocksuckers for employment in the law enforcement community.

  15. A Terminal Lance Coolie says:

Are we adding cherries to the shit sundae now, or did we start a whole new sundae?

  16. Skippy says:

While in that area of Texas last week
I got a ear full from people talking about this type of “shit” Being normal in rural Texas
There is more to come of this
I had no idea that Texas would be a phony rich area

    • Keepin' It Real says:

      TAH wandered into “the hive.”

It is much like being blindfolded but busting open a huge pinata on the first swing – metaphorically speaking of course.

    • Thunderstixx says:

Just by the numbers, Texas is filled with Veterans simply because there are so many military installations in the state.
The number of Veterans occupying the street corners begging has decreased of late though as people are finding out about their “derring-do” tales fraught with danger, broken lives and broken homes are nothing but, “All hat and no cattle”…..

  17. Combat Historian says:

Not “Airborne Ranger”, just another chairborne poser, and a POS deserter to boot. Foley and Jowers can literally go fuck each other…

  18. Frankie Cee says:

His defenders at the Callahan Rant Page refuse to accept that he is not qualified, arguing only that he said a little fib and we should just move on.

    • marinedad61 says:

      That will change today.
The remaining defenders will likely go quiet.
That is, if they actually read the new webpage.
      No guarantee of that.
We saw how many in Elko, Nevada don’t (or can’t) read.

  19. George says:

I love those movie posters. The candidates not so much. Both of those characters are still on our election ballot. It will be interesting to see if either one are legal candidates.

  20. SFC D says:

Perhaps he was thinking of “purpeled mountains majesty”.

  21. He would really fit in someones mansion as a Butler. Please pour another cup of tea Jowers, yes Madame, and would you like a crumpet?.

  22. Keepin' It Real says:

Damn we Floridians better stop half stepping, Texas is trying to take the lead in valor thieves! Course theirs are home grown we just seem to attract em like we do Yankees.

    • marinedad61 says:

      Others suggest that, per capita,

In total numbers, Florida and Texas are up there.

  24. Cameron Kingsley says:

“If you need additional space, please continue on a separate sheet of paper.” Apparently, not only can he not spell, he also can’t seem to read either.😏

  25. ArmyATC says:

    “self perpeld air sault?”

Christ on a crutch! Jowers is not only a liar, he’s also a moron with a shoe size IQ. I’d bet the imbecile has zippers on his boots because he can’t tie his shoelaces. “Why does the bunny have holes in his ears? How does the tail go through it? Does it hurt the bunny?” Fucking idiot ass hamster…

  26. Skippy says:

Another observation with the above documents
Didn’t Spec 4 disappear in the early 70s
My service time was 2005-2014 Army and NG
I’ve only seen this term used on really old rank
Posters from back in the day
And again the moron couldn’t even spell
    specialist Right
Doesn’t anybody vet these applications in Texas

I’m a horrible speller but this clown is makes me look like Einstein

    BHWHAHAHAHA !!!!!!!

    • Duane says:

      Skippy,
I got out (of the Army – went ANG afterwards) in ’81 so can’t be 100% certain, but the SP4 was still there for certain fields. What I do believe went away is anything above that – SP5 and above went away and there was only one rank structure left (Sgt, SSgt, SFC).
You have to admit – he’s a poster child for “Hooked on Phonics”.

      • David says:

SP5, SP6, SP7 all were converted to hard stripes (SGT, SSG, SFC) in the mid-late ’70s. E-4s were all SP4 unless in a specific set of MOSs, usually combat arms, wherein some got Corporal stripes. Forty+ year memories, could be wrong and could have changed since.

        • Claw says:

Not so much a conversion, but promoted into the hard stripe ranks. I was promoted from SP5 to SSG in October of 1980 (Supply MOS) and there were still lots of SP5/SP6 and a very few SP7s in other MOSs’ (mostly Medical/Food Service/Bandsmen) that were waiting their promotions or retirement or ETS. Actually, I think the last of those didn’t get turned into hard stripes until the 1984 or 1985 timeframe, and then Big Army stopped listing the rank of SP4 and officially started calling them SPC.

Just my memories from that timeframe.

    • SidneyBroadshead says:

They eliminated Spec/7 in 1978. They later eliminated Spec/5 and Spec/6 and renamed Spec/4 to SPC in 1985.

      • Skippy says:

        👍👍

      • Ret_25X says:

sort of….the last SP5 in my unit was lateralled to SGT in 1987.

SP4 remained SP4 at least through 1992 because we were still advancing SP4s until then…

        • marinedad61 says:

An E-6 SSGT in my section (long timer, NG unit)
brought his SPC6 brass pins and OD green cap to Saudi Arabia.

Every once in awhile, like officer chow line day,
          he’d put them on.
Brass rank & green cap got everyone’s attention.

No one ever told him to take them off.

  27. Mustang Major says:

How the fuck does does Jowers have the brain power to catch a criminal, much less run a sheriff’s department?

I suspect that the bulk of his arrests were for criminals that turned themselves in to law enforcement.

    • A Proud Infidel®™️ says:

Jowers could jump into a lake full of pussy and come up with a mouthful of dick and balls. The lifeguard must have been on break when he entered the gene pool!

  28. Tclawdog says:

Jowers attended the law enforcement academy at the West Central Texas Council of Governments, not sure of the year. Be interested to see what he put on his academy application. Here’s there contact info:

    Telephone: (325) 672-1197 Fax: (325) 676-9541

  29. Hack Stone says:

Hack Stone posted this video n one of the other Jowers threads the other day, but quite ironic tat two posers are both vying for the attention of Callahan County voters.

  30. C2Show says:

Hope jowers isnt coming here to read any comments. Poor dudes soul should be crushed by the jokes yall are making on his ass. This is really embarrassing for him.

Amazing, all articles and info on jowers and Foley went dead on feb 10th or 11th.

    • Comm Center Rat says:

Hopefully, the ridicule Jowers experiences at TAH will pale in comparison to the legal and financial consequences of his employment fraud.

Not even Paul Blart, Mall Cop, would want to train or work with Ricky after this shit show.

    • Mustang Major says:

I am sure that their co-workers are keeping up with this. I suspect the movie posters have been printed out on the office printers more than once.

      • Daisy Cutter says:

I can see Sheriff Terry Joy having to announce a policy about displaying said posters in the office and the use of office printers.

    • Comm Center Rat says:

Thanks for the updates Frankie Cee.

1st case already dismissed due to Jowers’ “lack of credibility.”

Jowers confirms if nominated he will then withdraw his candidacy for sheriff.

Great news all around and great work by the TAH/MP investigative team and commenters.

    • Skippy says:

I was wondering if and when this was going to start

  31. AverageNCO says:

Just in case anyone is looking for a legit veteran running for Sheriff…..
Distinguished Service Cross recipient Stephen Sanford is running for the Sheriff’s job in Genesee County, Michigan. From his 2005 citation: Private Sanford displayed extraordinary courage during the evacuation of casualties from a home in Mosul, Iraq, while under intense enemy fire. Although shot through the leg during his squad’s initial assault attempt, he accompanied his squad during their second assault. Once inside the house, he provided a heavy volume of suppressive fire while the casualties were evacuated. He continued to engage the enemy while escorting the wounded Soldiers from the house. He returned to the house a second time to provide vital covering fire and security for the final withdrawal of the casualties. When the last Soldier leaving the house was shot in the neck, Private Sanford, with complete disregard for his own safety, moved to the Soldier and began performing cardiopulmonary resuscitation. While attempting to revive the other Soldier, he was shot twice more in the back. Protecting the fallen Soldier, Private Sanford returned fire and killed an insurgent while receiving two more potentially fatal gunshot wounds. He continued to return devastating fire on the enemy while helping his wounded comrade until he was incapacitated by his own loss of blood.
Sounds like a guy I would vote for.

    • Green Thumb says:

      Awesome, non-existent apology.

Hey, turd bucket, withdraw your nomination now and head on down to All-Points Logistics in Merritt Island, Florida.

The False Commander “Phony” Phil Monkress will welcome you with open arms….

    • marinedad61 says:

Sorry.. missed this.. and repeated it at the bottom.

This stays interesting.. and it’s about 12 days now.

  32. Mustang Major says:

I bet life isn’t easy around the Jower’s house these days.

  33. marinedad61 says:

    Rick Jowers just folded
(in the Sheriff election, but NOT his job).
    —–
CALLAHAN COUNTY, Texas (KTAB/KRBC) – Callahan County Sheriff Candidate Rick Jowers says that if he is nominated during the primary election in March, he will withdraw his candidacy.

Jowers released a letter to the public Tuesday that reads in part,
“the current state of the Sheriff’s election in Callahan County is not what I had hoped it to be.
It is apparent that full confidence of the citizens of Callahan County is not in the future of the candidate elected in the Republican Primary on March 3, 2020.”

So now it appears that unless they can find another GOP Candidate for Sheriff the D-rat nominee will be a shoo-in!

  34. C2Show says:

    Amazing…

Dude announces his withdrawal, yet he is still getting paid and working as a lawman.

Figured he would have been fired same time as he would have withdrew from the race. HE still couldn’t even withdraw correctly, because he still wants to be a star.

  35. Hack Stone says:

Foley and Jowers should carpool to their new jobs in Merritt Island Florida. It’s 1350 mile and approximately 18.5 hours to get from Callahan County to the corporate headquarters of All Points Logistics. Maybe the could solve some crimes while doing their daily commute.

  36. ArmyATC says:

“Some cases involving a Callahan County sheriff’s deputy who admitted to lying about his military service are being dismissed to his “lack of credibility”.

Is this just the beginning? Jowers’ lies are coming back to haunt the good people of Callahan County. The asshole should be fired immediately. Hell, he should have been fired when his lies were uncovered.

    • C2Show says:

Oh forgot to point out this little nugget:

The DA’s office also told KTXS the Texas Rangers have begun an investigation into both men involving their military service record claims.

BAIRD, Texas — Callahan County Sheriff Terry Joy said

Jowers and his opponent in the sheriff’s race, Leroy Foley,
have been under fire for nearly two weeks for allegedly misleading the public about their military service record.

Jowers is technically still employed by the County.
But, he’s sitting at home, collecting a check for vacation and holiday pay.
