Biden’s proposed budget would make the Army the smallest it’s been since WWII

Amid a major land war in Europe, the Biden administration’s fiscal 2023 budget request would temporarily shrink the active duty Army to 473,000 troops if enacted by Congress.

That could leave the service at its smallest size since 1940, when it had just over 269,000 troops. Other historical lows include an authorized 476,000 in fiscal 2017 and nearly 478,000 in fiscal 1999 at the nadir of the post-Cold War drawdown.

The administration’s proposed budget would:

  • Reduce the active duty force from 485,000 — the end-strength authorized in the fiscal 2022 bill — to 473,000.
  • Maintain the Army National Guard’s current strength of 336,500 and the Army Reserve’s 189,500 troops.
  • Reduce the total Army, across all three components, to 998,500 soldiers. It’s not clear when the force last dipped below 1,000,000 troops.

Army officials who briefed reporters on the budget request claimed they “proactively made the decision to temporarily reduce our end-strength” due to struggles recruiting quality soldiers. The service has also requested to reduce its end-strength target for fiscal 2022 to 476,000. The plan is to regrow the active force back to 485,000 troops across the five-year budget plan, though it’s not clear when that will occur.

“The genesis of [the cut] was really recognizing that as we look ahead to recruiting projections…we weren’t going to be able to get where we needed to be in [fiscal 2022 and 2023] without making some decisions about changing our standards,” said Army Under Secretary Gabe Camarillo.

Camarillo added that “this is not a budget-driven decision — it is entirely about quality, and we will look to build back up our end strength.”

He pointed to “a tight labor market” as one of the reasons behind the Army’s recruiting struggles, though the Army is “looking…at our recruiting approaches to see what changes we need to, or what we can, make to adapt to the current recruiting environment.”

Army Recruiting Command, or USAREC, is implementing significant updates to its recruiting strategy, though it’s not yet clear whether the efforts will succeed. Their “mission modernization” push has also coincided with the labor squeeze and more stringent medical and prescription history screenings for applicants.

The service has also loosened short-term enlistment options in an effort to bring in more troops. But that seemingly did not prove enough for the Army to meet its end strength goals.

Camarillo did not directly answer a question about whether the Army will bring back voluntary separation or early retirement authorities to facilitate the end strength cuts.

Camarillo only added, “how we take the cuts and where we absorb the cuts is still something that we’re looking at.”

Meanwhile, Old Joe clarified his comments from over the weekend in which he threatened Putin with regime change and chemical warfare. That’s not what he said, you’re interpreting his words wrong.

Biden was asked about his other two comments that required clarification from the White House, including a comment to American troops about what they would see when they got to Ukraine and his comment about regime change in Russia.

“None of the three occurred, you interpreted the language that way,” he complained.

Yeah, so the Army has kicked out 27 people so far for being non-deployable due to not having required vaccines that other nations require for our soldiers to go there. 3300 more are allegedly in the pipe. Not sure where the CSA is getting those numbers from. In any case 3300 is a long way from 12,000.

I copy, USAREC failed (Again) mostly likely due to having the most toxic leadership environment in America, if not the world. So now they want to shift blame and match projections to failure so that the leaders have a success on the OER bullet?

This is becoming standard operating procedure for current Army leadership. Just as they’re doing with physical fitness, if you can’t make the goal, just lower the requirements.

So the Army is reducing its end strength, only to grow it again over 5 years? What’s the point? Recruiting quality servicemen/women has become increasingly difficult, and I predict retaining those already in uniform will become for difficult (if not already). I fail to see how anyone thinks conditions will improve in 5 years, especially when the enemies of the U.S. will likely become more emboldened and become more of a threat over the same period. Last I heard, it has become more and more difficult to find applicants who are mentally/physically fit (among other requirements). If nothing else, potential applicants are going to become less eligible in the future, which means more waivers will be needed and standards will be lowered. Instead of making the service branches are becoming more lethal, they’re doing the opposite. (I’m still trying to wrap my mind around why the CMC is restructuring the Marine Corps to the point that its losing its warfighting advantage.)

Thanks ninja. Part of my mission on today’s rideabout was to pay a visit to some boys I knew that came back with the CMH (Coffin, Metal Handles) Award. There, but for the Grace of God, coulda been me. “Beware the Military Industrial Complex.” “I won’t send American Boys to do what Vietnamese Boys should do.” How’d all that work out for us?

On the thread subject, I know of at least 20 young’uns that I mentored thru out the years that were serving and were planning on making a career of Military Service. All are either out now or will be gone when their term is up very shortly.
