Sh!tbaggery: It’s Not Just for Junior Guys Any More
TSO’s got his hands full right now dealing with Timmy “The Craven” Poe, so he sent me a link concerning one each William John Roy. As in CSM William John Roy, US Army. It looks to be worth mentioning.
CSM Roy – what a guy! According to Roy, he saw Combat in Vietnam with MACV SOG as a combat medic. Was wounded twice, got 2 Purple Hearts, plus a Bronze Star while in ‘Nam. And he also served in Germany, Bosnia, and Afghanistan.
Per CSM Roy, he got seriously hurt in a rocket/mortar attack near Jalalabad. But don’t worry too much. He applied to the VA for assistance. The VA looked at the paperwork he sent them, and came through for him – bigtime. They awarded him nearly $60k in disability and educational benefits.
Then someone apparently took a closer look at his paperwork. And his claims began to fall apart.
Seems that Roy had claimed to have served in combat in Vietnam. With MACV-SOG. In 1974. That’s odd – MACV-SOG was disbanded in 1972. And the Paris Peace Accords were signed in January 1973. Hmm.
And one of the documents he submitted to the VA was a Purple Heart certificate signed by President Nixon. But it was dated 4 months after Nixon left office. Hmmmmm.
A little more digging, and it turned out that Roy wasn’t involved in the incident in Jalalabad that he claimed injured him. More investigation showed Roy also appears to have been in Germany the whole time he claimed to have been in Vietnam. Hmmmmmmmmmmmmm. “Uh, Houston, we have a problem.”
In a way, it’s too bad this guy wasn’t COL James “Bigamist” Johnson’s CSM. Those two would have made quite a pair, and it seems they deserve one another. Both appear to have been stupid enough to attempt to pull truly outrageous crap while simultaneously being arrogant enough to think they could get away with it. Maybe they were e-mail buddies. Roy was indicted on 6 June 2012 in US District Court in Los Angeles. He was charged with seven Federal offenses – one count of presenting false writings, three counts of making false statements, and three counts of theft. He now faces up to 57 years behind bars if convicted on all counts.
No, Roy wasn’t indicted on Stolen Valor Act charges. He lives in California – which falls under the jurisdiction of the 9th Circus Clowns of Appeasement. Figures.
But I guess I can live with that in Roy’s case. The Federal government tends to get a wee bit upset when it’s the victim of fraud, or when you steal from them. And when they’re a victim of fraud or theft, they usually hit back – hard.
“Play stupid games, win stupid prizes.” You’d think a CSM would know that rather than having to find it out the hard way.
Then again, you’d also think a CSM should be able to read an encyclopedia and a calender, too.

So there I was(n’t) orbiting Mars prepping for the HANO onto the Clones base there… I was warming up the 20,000 watt assault laser when all of a sudden I was time warped through a black hole to Gettysburg and the Little Round Top where I counseled Chamberlain from Maine on how to make a bayonet charge in a pivoting manner down the hill at Johny reb… when suddenly I found myself on the USS Enterprise off of Midway Island…
The CSM probably had seen others game the system and decided to roll the dice, himself, to see if he could pull it off.

Wow. I am beginning to think the Army needs to start reevlauting how and whom it promotes. Our integrity is shot. If we can’t even trust our senior ranks then the entire basis of the chain of command is gone.
I’ve seen so many E-9’s (I won’t give them the credit of calling them Master Chiefs, COB’s, or CMC’s) that have fallen by the wayside I’m sincerely begining to wonder just WTF has happened in the Khaki Mafia of late. Sad to see it in the Army as well.
NHSparky: the numbers aren’t that easy to come by any more, but one source I found indicates the Army had about 3300 E9s in Sep 2005. Don’t think the numbers are grossly different now.
Even given a rigorous screening process, in a group that large a shitbag or two is likely to avoid ID until self-exposed from time-to-time.
The same is true of the officer ranks, even though they’ve historically been arguably somewhat more rigorously screened. In Sep 2005, there were a bit over 3800 Army O6s. But even so, every once in a while a Johnson slips through the process and ends up publicly stepping on his namesake. (smile)
Not enough CSMs…well there are going to be more. The SGM position for Training Support Battalions have now been coded as CSM. Oddly enough, the battalion commander position is not a Centralized Selection List selectee and thus does not get credit for battalion command.

Ok…I can see that.
Somebody at the VA needs to be fired. How can you have paperwork hit your desk that claims someone was injured in combat on multiple occasions at least 27 years apart and not have it strike you as so odd that it needed a closer look? I realize it’s technically possible, but it seems it would have to be quite a rare occurence. I have to assume that the person who green-lighted the initial payout was either corrupt or too stupid to be trusted with my money.
AndyN: the VA is kinda in a Catch-22 situation here. They catch hell (deservedly) for how long it takes them to approve claims. But scrutiny takes time, which further delays things. But if they rush, they also catch hell whenever it comes to light that someone has managed to defraud them. I’m not absolving them of blame, just describing the situation.

My guess is that the bogus docs Roy came up with were pretty good – after all, he’d been around long enough to know exactly what “right looks like”. And not too many people have that good a knowledge of the Vietnam War and Nixon Administration era – 1974 was nearly 40 years ago. Many folks working for the VA were either in elementary school or weren’t born then.
Fortunately, Roy was stupid enough to screw up the dates on his forged paperwork. And at least someone finally noticed.

All of my phony soldier experiences I knew of first hand before the internet occurred were with senior NCOs wearing shit they hadn’t earned. One SFC Penrod claimed Vietnam Combat Service as Force Recon, complete with jump wings. He was forced to take them off, but he was nenver busted.
The other was an E-8, now SGM McAdams in the CALGUARD, who falsified a DD214 to claim Vietnam Infrantry combat service and wore a CIB, jump wings and an 82nd AB combat patch, when he was a pogue with a leg unit instead. McAdams walked from a 15-6 and went on to be promoted to E-9.

It is unbelievable that the V.A. was conned by this phony.
All they had to do was verify his DD214 with Kansas City and his story would have fallen apart. Con men like William John Roy steal money that could go to deserving Vets.
wink windsor: since he’s Army, I don’t think the USMC Mob Center in KC would have anything on him. Further, what I’ve seen indicates he’s technically still on active duty awaiting medical processing for retirement (apparently he really was injured, just not in a mortar/rocket attack at a FOB in Jalalabad). And since he’s still on active duty, neither would NPRC.
My guess – and I stress that this is only a guess – is that he was shooting to max out CSRC and/or dual compensation. Doing that requires he link his injuries to combat (or in some cases, training for combat). Having a Purple Heart from Vietnam would allow him to claim old injuries to be tied to combat. A Purple Heart from Afghanistan – which he also apparently tried to wrangle – would allow him to tie any injuries received recently to combat as well.
I’m just glad this guy will get his day in court – and if guilty, hopefully a rather substantial time in Federal prison afterwards.
I have nothing intelligent to add here. I just want to slap this guy publicly. I’m embarrassed for the soldiers under his command even though I’m sure Joe finds this hilarious. What…a…turd…
SGT Ted @11 – What I cannot understand, and it disturbs me greatly, is the large number of legal veterans who unnecessarily exxagerate their otherwise honorable service. WTF for? Ego? How can anyone believe they will get away with it forever? OK, this scheise kopf did it for money so I hope he gets paid back by Bubba in prison. If he scammed the VA he probably scammed the Army and his own troops for years.
In the new army shitbaggery is primarily for the senior guys. They just tend to get away with it.
AndyN & Wink, my experience w/VA adjudicators is that 99.99% of them have never worn the uniform….I routinely see SF guys denied for knees/ankles/lumbar back disabilities and 20 yr artillery guys denied for hearing loss-huh? They don’t understand the military-mindset, “suck up and keep moving” that’s why there are usually very thin SMRs-don’t want to be the on 1SG “list” I think the VA knows that and requires “chronic and progressive” attached to disabilities…don’t just complain one time, that does not cut it. You MUST whine.
Hondo, he may be working for that CRSC coz he has to have a combat-related disability and over a 50% disability rating to qualify. That’s really so very low! Truly STOLEN Valor.
There I stood: I believe you’re conflating requirements for CSRC and concurrent receipt. CSRC eligibility begins at 10% disability IF that disability can be tied to combat or selected other activities qualifying as simulated war (not all VA disability will qualify, nor will all events in one’s military career qualify as simulated war). The amount of CSRC paid rises with the amount of disability that is found to be linked to combat/simulated war. For concurrent receipt (e.g., you get both VA compensation and unreduced retirement pay), the threshold is a 50% VA disability rating; no combat connection for that disability is required. In either case, retirement must be based on 20 years of service. And if eligible for both, you get one or the other – not both.

You’re fooling yourselves to think this sort of misbehavior is the province of low ranking soldiers. In my experience, the worst offenders are those of higher rank – officer and enlisted – who take advantage of and screw the government/military out of thousands of dollars. It’s appalling.
W.T.F. people? I think there must be something growing in all those pallets of bottled water sitting in the sun. Two times each for Iraq and Afghanistan with thousands of bottle of water consumed, I think I’ll request VA assistance before this progresses to me spouting off bullshit stories and trying to take advantage of people.
The Truth: yes, it’s appalling. But it’s also fairly rare. The more senior guys have (1) more to lose, (2) generally better judgement, and (3) generally have a pretty good grasp of where the “line” is. Junior guys don’t, and there are many more of them. So it’s easier to find a junior guy stepping over the “line” than a senior one.
That said, it does happen on occasion. And when a senior guy does crap like this – or like COL Johnson pulled – well, then IMO he or she needs to be nailed. Hard. So they can serve as a counterexample for all.
Lets see…. The VA nor Army has never lost anyone’s paperwork. CSM Roy lost his left leg (knee down) from an injury he received in Afghanistan. He is currently in the Navy hospital in San Diego recovering. All I’m saying is lets wait and see the paperwork and court documents before you hang the guy
@22. You forgot that the seniors have a much much higher “me” and arrogance thing going on. Also that seniors know how to squeeze every last drop of extra dollars, gear, benefits etc that most junior guys have no clue existed or no need to bilk the army out of a few more dollars.
If you play numbers games of course there is more juniors so law of numbers catching up…that’s similar to comparing a divisions SIR amount to a small POG brigade who processes nasty girls in an out of mobilizations.
I’d be interested in seeing what his real FOIA / DD 214 reflected. I was confused as to how his career had spanned long enough to see action in Nam & Afghanistan. That is close to 40 years in between conflicts hmmmmmm. It gets to the point where I can only read a handful of these accounts and I have to log off because it infuriates me to such an extent. Imagine how long this has been going on before the internet.
I know this POS, Myself and a few other veterans called him out at a dinner almost 4 years ago and we were told we were wrong. Im glad he got what he deserves. His “stories” are that of the baddest movie ever made, I just had dinner with an individual he worked with and there stoked he was cought. I cant belive this guy paraded around so long and is just now gettin in trouble.

He plead guilty in January and will be sentenced sometime this month.
What ever happened to this guy? I know he was sentenced but what did he get?
I, unfortunately was married to this abusive idiot for a short time. He told me he did not earn all of his medals, “it’s who you know and how you write it up” is what he said. In divorce court first thing the judge said (as Roy was in his uniform with his phony medals) was, I have a lot of respect for you Command Sgt. Major Roy. I knew I was screwed. I wonder how that judge feels now. I wrote the army a nice long letter about Roy, his medals, and how he injures his self to try to claim disability. Ex. right before podiatry appt. suddenly foot wound would be opened up again, and I’d find bloody q tips in trash. Before diabetes appt. he would eat a whole bunch of ice cream and starches so his sugar count would be high. Before he’d see the doc for his back (surgery, shot, whatever) he would fast for a couple, three days, so his blood sugar would be low enough to get the procedure, most likely not needed. Roy injured his body on purpose to collect disability from the govt. Pathetic. I feel sorry for the men and women (who would have legitimately been promoted) that were passed up on promotions because of Roy getting promoted because of all his b.s., phony metals. Shameful, but he would never feel shame, as he is a narcissist. He would even make phony chits from the army, so that the Federal Fire Dept. (his other job, he is now retired from) would pay him to go on trips, as they thought he was doing military maneuvers. They should investigate and prosecute him for all of that federal fraud as well. He also took all of the baq’s during our divorce. I was suppose to get half. He used his CSM b.s. somewhere to have them send it all to him. What goes around comes around.
