British inquiry finds serious failings at hospitals where worker had sex with more than 100 corpses
A British government-ordered inquiry said Tuesday it found serious failings at hospitals where an electrician who was later convicted of murder had been able to have sex with more than 100 corpses over 15 years without being detected.
David Fuller’s necrophilia was uncovered in 2020 when police used DNA to tie him to the 1987 slayings of two women and also discovered millions of images of sexual abuse in his home. The images included videos of him having sex with the dead bodies of women and girls in the mortuaries at two hospitals where he worked in southeast England.
“The offenses that David Fuller committed were truly shocking,” the 308-page inquiry report said. “However, the failures of management, governance, regulation and processes, and a persistent lack of curiosity, all contributed to the creation of the environment in which he was able to offend.
“This is not solely the story of a rogue electrical maintenance supervisor. David Fuller’s victims and their relatives were repeatedly let down by those at all levels whose job it was to protect and care for them.”
Fuller, 69, is serving a life sentence with no chance of release after pleading guilty to two counts of murder. He is serving a concurrent 12-year term after admitting dozens of instances of necrophilia that the prosecutor in the case said had never been seen on that scale before in a British court.
The inquiry was launched to find out how Fuller was able to get away with it for so long and to prevent such abuse from ever happening again.
Fuller, who had a criminal record as a burglar that he never disclosed in work papers, was hired at the now-closed Kent and Sussex Hospital two years after he killed Wendy Knell, 25, and Caroline Pierce, 20, in two separate attacks in the town of Tunbridge Wells in 1987. Those crimes wouldn’t be solved for 33 years, after he moved on to work at the Tunbridge Wells Hospital, in Pembury.
Fuller committed 140 violations against the bodies of at least 101 girls and women — aged 9 to 100 — between 2005 and 2020, the inquiry found. There was time-stamped photographic or video evidence of each instance.
The inquiry led by Jonathan Michael, a former NHS chief executive, made 17 recommendations including that surveillance cameras be installed in the mortuary and post-mortem room, and that non-mortuary workers and contractors be accompanied to the mortuary with another staff member.
Miles Scott, who became chief executive of Maidstone and Tunbridge Wells NHS Trust in 2018, said the vast majority of the report’s recommendations had been put in place and others would be accomplished soon. He said in a statement he was “deeply sorry for the pain and anguish” of the families of Fuller’s victims.
Fuller was brazen in committing his crimes, taking risks during working hours when other employees were in the mortuary, the report said. The inquiry said it could not determine how he had been able to carry out the abuse during working hours without being caught.
“It remains hard to believe not only that he took the risk of offending during normal mortuary working hours but that this was unnoticed by the mortuary staff who, we are told, were actually present in the department,” the report said.
Fuller, who would occasionally have to perform maintenance on the refrigeration system in the mortuary, routinely entered the department — as many as 444 times in one year — without being properly questioned, the inquiry said.
Fuller said he selected his victims by viewing a logbook. He avoided those who died of an infection or something like COVID-19, the report said.
Family members of the victims who were interviewed by the inquiry but not identified in the report said they were stunned when they learned what had happened to their loved ones and discussed how difficult it had been to carry on afterwards.
One widower said he couldn’t bring himself to tell his family members about it.
“The impact on my family has been non-existent, because they don’t know,” the man said. “It’s basically robbed me of 25 years of happy memories. … Anything that reminds me of my wife also reminds me of what David Fuller did to her.”
Many questioned how Fuller was able to get away with it when surveillance cameras are so prevalent throughout Britain. Some said they had lost trust in the NHS leadership with at least one family member calling for the CEO to be sacked.
“I know they’re not alive, but they are vulnerable individuals,” the daughter of one victim said. “So why on earth is someone who’s a subcontractor being allowed to go in and out of that building at all times a day without having some form of supervision? … I find that an absolute disgraceful trust loss there.”

Florida woman hurls cinder blocks at man after rear-ending him in Publix parking lot, deputies say
A Florida woman has found herself behind bars after hurling cinder blocks at a man and his car after she rear-ended him in a Publix parking lot, according to deputies.
Patricia Momaney, 54, was arrested and charged with aggravated battery with a deadly weapon and hit and run after the incident that unfolded shortly before 9 p.m. on Saturday in North Fort Myers, according to an arrest affidavit from the Lee County Sheriff’s Office.
A man called 911 after a woman backed her car into his in the parking lot, the report said. The woman, later identified as Momaney, fled the scene, but the man followed her while on the phone with dispatch. His pursuit led them to a residential area where they both got out of their cars.
Momaney grabbed three cinder blocks from a driveway and began to throw them at the man, deputies said. One of the cinder blocks hit the man in the shin.
Shortly after, the woman got back into her car in an attempt to flee the scene again, but the man grabbed two cinder blocks and placed them under her front tires so she couldn’t leave. Momaney, however, fled on foot – in high heels, the affidavit said.
The man told deputies he didn’t know who Momaney was and hadn’t had any previous interactions with her.
The man was able to ID Momaney from a six-person photo lineup, and deputies eventually caught up with her after learning a possible location she was at. When deputies arrived at the address, they were met by a man who said Momaney was inside the house sleeping, the affidavit said.
The man also told deputies that Momaney “arrived at his residence appearing to be in distress and stated she was running from someone and needed a place to stay,” the affidavit said. Her relationship with the man was not made clear in the affidavit.
Momaney appeared, wearing the same dress she was reported to have been wearing earlier. She was “extremely intoxicated,” deputies said.
She was taken into custody and was then evaluated by Lee County EMS. She was also medically cleared at a local hospital since she was involved in a crash and was clearly drunk, deputies said.
As far as the hit and run from the Publix parking lot goes, deputies said the damage to both cars was consistent with the victim’s account. Momaney’s car was towed from the scene.
Momaney has since been released from the Lee County Jail after posting $20,000 bond.

FBI special agent carjacked in Washington, D.C.
An FBI special agent was carjacked at gunpoint in Washington, D.C., Wednesday afternoon, according to multiple law enforcement sources.
The incident occurred near the 1200 block of Constitution Ave., NE.
The agent was driving a blue Chevy Malibu, which contained the agent’s body armor and radio when it was stolen, sources said. The agent was not harmed, sources told ABC News.
The car was recovered a short time later, sources said.
The DC Metropolitan Police Department is investigating the matter.
The FBI Washington Field Office and the Metropolitan Police Department Carjacking Task Force are also investigating, according to an FBI spokesperson.
On Wednesday evening, the FBI confirmed the incident, saying in a statement: “At this time, we can confirm that an FBI employee was carjacked on the afternoon of November 29. The vehicle was recovered, and the FBI Washington Field Office and the Metropolitan Police Department’s Carjacking Task Force are investigating.”
Washington, D.C., has been experiencing an unprecedented surge in carjackings, surpassing 900 offenses recorded year-to-date in recent days. Carjackings are up more than 100% over last year.
Seventy-seven percent of carjackings in the district this year involve guns, according to MPD. Juveniles account for 65% of carjacking arrests.

Tragic Twist: Minot murder victim’s inheritance may have been an online scam

In what could be a tragic twist in the case, investigating authorities believe Minot murder victim Steven Riley, who was to supposedly receive a $30 million inheritance payout and was allegedly killed for that money, may have actually been the victim of an online scam.
Reports suggest Riley apparently received an email from a person who claimed to be a lawyer for a “distant relative” and wanted to meet him at Minot International Airport to sign off on the inheritance cash. The “lawyer” reportedly never showed up at the airport.
Minot Police Captain Dale Plessas tells KX News, “We have no reason to believe the inheritance was real. We are not commenting beyond that because this is still actively being investigated.”

Pentagon official arrested in human trafficking ring bust
A Pentagon official responsible for overseeing federal school systems for military families was recently arrested and charged in connection with a human trafficking operation in Georgia.
Last week, the Coweta County Sheriff’s Office announced that officers had arrested 26 individuals in association with an alleged human trafficking ring.
“The Coweta County Sheriff’s Office conducted a Human Trafficking Operation on November 15 and 16, 2023, and requested the HCSO Special Ops Div to assist. During the two days, six victims of Human Trafficking were rescued and moved to safety,” the Coweta County Sheriff’s Office stated on X, formerly Twitter. “A total of 26 arrests were made, 12 for prostitution, 10 for pandering, and four for pimping. Three of the individuals are currently under investigation for human trafficking and drug charges.”
WSB-TV Atlanta reported that 64-year-old Stephen Hovanic, from Sharpsburg, Georgia, was arrested and charged with pandering during the two-day operation.
According to Stars and Stripes, Hovanic has been employed by the Department of Defense Education Activity (DoDEA) for almost 30 years and has served as chief of staff for the department’s Americas region for the past 13 years. The DoDEA is responsible for federal schools on U.S. military bases across the globe.
The Pentagon official was charged with pandering after he allegedly solicited sex with an undercover agent in a motel room, according to FOX 5 Atlanta.
“This kind of operation is really important to us, because, number one, sex buyers are a huge problem in the industry. Without sex buyers, there wouldn’t be a market for the females to continue to be victimized,” an agent told FOX 5. “Second, and probably most importantly for all of us, is the victimization of these females. There’s not a good scenario for them in this lifestyle, so the goal is to get them out of this lifestyle.”
The X account, “End Wokeness,” tweeted a picture of Hovanic, stating, “Biden Pentagon official Stephen Francis Hovanic. One of his jobs was to oversee elementary schools for the Pentagon. He was just busted in a massive human trafficking sting in Georgia.
In the aftermath of the human trafficking bust operation, Fox News reported that the DoDEA had listed Hovanic’s chief of staff position as “vacant” on its official website.
According to WSB-TV Atlanta, the DoDEA released a statement explaining that the department is “aware of an alleged incident involving a DoDEA employee in the Americas Region.”
“As there are ongoing legal processes, it would be inappropriate to comment further at this time,” the department added. “Any questions regarding the incident should be directed to the local law enforcement agency involved.”
On its official website, the DoDEA describes itself as “one of only two Federally-operated school systems” that is “responsible for planning, directing, coordinating, and managing prekindergarten through 12th grade educational programs on behalf of the Department of Defense (DoD).”
According to Fox News, the DoDEA currently manages 160 schools located in 11 different countries, seven states, Puerto Rico, and Guam. The DoDEA serves almost 70,000 military and DoD children and has roughly 15,000 employees.
