Emmett Mills Jr – Phony Navy SEAL Captain
This case was given to us by Military Phony – Emmett West Mills Jr , 62 y/o 72 y/o provided music support to an event held in the Villages, FL.

It was clarified through the Senior Warden of the Lodge if Mills was wearing a costume for Halloween or not but the answer was that “the uniform in question was worn to honor, not only his military service but his father’s as well. He is a member of SEAL Team 2.”
The Navy gave results on an Emmett Mills with a completely different Navy background but this man is one and the same.
A former Navy SEAL with access to the SEAL BUD/S database was contacted and asked to verify Mills’ name. His findings stated, “From 1943 to the end of 2012 there were only TWELVE (12) men with the last name “MILLS” who graduated from BUD/S. NONE of them show either a first name or middle name EMMETT. Only ONE (1) of those men was an officer at all. That one man was an ENSIGN in BUD/S and only reached LIEUTENANT as a final rank before leaving the Teams. His name is/was ENS/LT ALDEN MORRIS MILLS.
The Senior Warden of the lodge was contacted regarding the findings of the SEAL BUD/S database search. There was no response.
After contacting the UDT/SEAL archives, the Naval Special Warfare Center and checking the UDT/SEAL database we found that there is NO record of Emmett Mills ever completing BUD/S Training or being assigned to a SEAL Team.
Emmett Mills Jr. retired after serving from Dec 1965 to Sep 1972. He retired at the rate of CTR1 (Cryptologic Technician E-6). His awards and decorations are listed as the National Defense Service Medal and the Naval Good Conduct Medal.
The FOIA summary does not reflect that Mills is authorized to wear the SEAL Trident, O-6 rank, Bronze Star, Purple Heart, or Vietnam campaign medals.
The Purple Heart may put him in violation of the Stolen Valor Act.
Valor Vulture excuse No# 3 is now “I was wearing it to honor…” we have moved it up from the number 5 slot due to a recent drop in, “I thought it was put it in my records” and “that’s not me in the picture”.
In any event, if it’s all just a giant misunderstanding we are glad we could help Emmett clear up the confusion for the people that might have been under the impression that he was a Naval Officer and Navy SEAL.

Dave , Seeing that summary sheet reminded me of a question I’ve been wanting to ask but keep forgetting. So is the info transcribed straight from a 214 or another source ? Is it something that stays on file or does it take a FOIA for it to get written. ? Last question I swear bro. Why do older vets FOIAS get summary sheets whereas the more recently discharged you can get a redacted 214? No reason for the questions just stuff I’ve noticed over time being here. Thanks.

The information is transcribed from the individual’s official military records on file. For those who left service before circa 2000, those records are filed (paper copies) at NPRC.
Around 2000, it appears that the individual services – having converted from papeer to digital records – began retaining custody of those digital records of those who left the service. (My guess is that it was easier to continue to store in-place than either print a complete copy or figure out how to store them digitally at NPRC.)
So for more recent records, there’s another “dance step” involved in getting a FOIA – NPRC sends the request to the service involved, who then “answers the mail”. Don’t ask me why the services just don’t have selected NPRC employees execute appropriate NDA’s and access their systems remotely – that’s indeed possible with at least the Army’s digital records, and I suspect it’s possible with all branches’ records. Perhaps answering FOIAs “in house” helps justify someone’s (or someone’s subordinates) jobs at each of the services’ personnel commands.
Regarding the why on DD214’s – dunno. Seems to me that it’s mostly Navy and USMC that provide a redacted DD214, but even then (as shown above) it’s not consistent across the board. I’d guess it just depends on how the tech preparing the FOIA reply chooses to send the info in response to a FOIA.
Thanks Hondo, really clears things up. So if I’m hearing you right even though HRC has a copy of my 214 I have to make a request through NPRC who then tells HRC to service it ? I’ve got my 214 just using this as an example.
Much of the difference has everything to do with what agency is issuing the FOIA. Service ending prior to the mid-1990s comes from one place and service thereafter from another. Generally speaking. The “information” requested comes from what is in their file. That includes DD214’s, what was in their official Service Record Book, and of course what was electronically stored. Now, add the fact that each clerk that does the FOIA can be slightly different. I have done a dozen on myself over the years. Some of those contain information that is either inaccurate or misleading to people with no expertise in reading records. Several of mine say I was stationed in Washington DC. I was never stationed there, but some of the things I did make it appear as if I was. My point is, each clerk has a different level of expertise. I am contacted all the time to give an expert opinion on records…because I have some official training and decades of experience at it. I can make a mistake, in theory anyway. Getting records through proper channels takes time. If you want the records to hold up in court, get them by using proper channels and requests. We do not blindly give people FOIA results on a veteran. It is very easy for veterans and particularly civilians to misunderstand what they are reading. The Joe Teti case comes to mind, he forged his records when he transferred from the Marine Corps to the Army. It looked to many people that they were legit…I knew they had been forged but refrained from giving an opinion until I had all the records from the lawyers. As was the case recently, several people called and or provided the records for Phillips and asked me questions to confirm his identity and service. It does help thanks. I’ve actually been doing research on a guy named Father Yod aka Jim Baker leader of a famous California cult in the 70s called the Source. Just watched a documentary on him and it says he earned the Silver Star during Guadalcanal shooting down 13 Japanese planes from a sinking ship. I’ve scoured the internet including his Wikipedia page I find the story a lot on different articles but nothing to back up the claim or award of a SS. He died in a hang gliding accident in 75. The cults disbanded. I’m no SV hunter but everything’ I see points to a fraud. It’s a fantastical war story in more ways than one. So I’m thinking a foia is the way to go. Actually hoping someone else might clear up this mystery. It’s not a bust per se because he’s dead. But I think the truth might need to come out . I don’t wish to be a SV hunter but I’m trying to learn how it’s done.

Our guys under Carter fired a 9 mil. tracer LAW sub cal device into a target with a quarter stick of military dynamite. Took 2 guys to pull it off but it only cost 5 bucks. Everyone went ooh aah and no one was the wiser.
We had those on a live fire exercise or 2. Plywood target painted with a tank.
