Fabian Rebolledo – Phony Combat Wounded
The folks at Military Phony sent us this case on Fabian Rebolledo, who we mentioned here last month as part of another article.
Several men from Rebolledo’s unit in Kosovo were appalled by stories circulating in the media about Rebolledo being shot by a sniper while over there.

Rebolledo also likes to wear his uniform to events protesting his deportation.
His military records do not support his rank, deployments or medals in a proper fashion.
The problem with the story is Rebolledo does not have a Purple Heart and he was a PFC vs. SPC.
The problem with the uniform is the medals keep jumping around from picture to picture.
Also, cannoneers rarely, if ever, get pulled to clear landmines.
But, apparently, the story of a military hero tugged at enough heartstrings that he was brought back to the U.S. Perhaps he should have been brought back anyway, but was there a need to embellish?
According to Rebolledo’s quote in Playboy magazine, the US Army taught him how easy it was to kill people and then discarded him later. Hmmm, I’m sure it had nothing to do with a failed urinalysis, several DWIs, writing bad checks and driving with a revoked license.

If he would have actually completed a 4 year enlistment, he could have at least had a chance for permanent citizenship but he was booted out after less than two and a half years.
Two years and four months to be exact. I am smelling some dick-stepping that caused him to fail to complete a three year entlistment. He may have been a SP4 before getting a bust back to PFC via an Article 15 and a general discharge. Bet he never served in Kosovo.

If you go to the Military Phony site, you will see a July 1999 article where he was in Kosovo.
His unit, Charlie Battery of the 1st/319th FA were in that AO from February-November 1999. Am speculating he did do 179 days based on the post by SSG Green.
He was arrested by Cumberland County for DUI, running a red light/stop sign in November 1999. Probably in the Spring Lake area or Fayetteville. Probably got booked in jail until he met Bail…and most likely, his Chain of Command knew this.
Am suspecting he was always a problem child in the Army…and to society. His lies and embellishments on his Army service speaks loud volumes on his character. Have this feeling he will never change and will be deported for another violation of his Green Card.
Spring Lake was Harnett County, LOL! Hated those prick sheriffs going through there!

I’ve heard similar stories. I had a friend in supply who said the Army showed him how to properly fill out requisition forms and then discarded him like yesterday’s trash – sent him back to New Jersey.

I get so sick of hearing the fake phrase “the Army taught me how to kill.” Especially when coming from dick-steppers whose only training experience with “killing” anything other than a six-pack was a couple of runs through the bayonet course in basic training. This stupid lying bastard could only qualify marksman (the lowest weapon qual badge) with the M-16. Unless his gun crew hit someone with shrapnel from a 105mm round, the only thing he is capable of killing is a burrito.
Rebolledo translates from Spanish as “lying, cheating, thieving shitbag.” Deport this blue falcon again…with a permanent bar to re-entry. He’s a pathetic disgrace to the All American Division.

I saw a similar guy in Kuwait in February of 1991. A little darker, melon sized head, tongue bloated and protruding from his mouth, body locked in rigor and uniform bursting at the seams.

Word from on high tells me actual cases of SV are getting few and far between, and most of those are just chest thumping- no personal gain except telling a bigger lie than the first liar. Nothing really actionable.
Not sure of the cause, perhaps we’re the victims of our own success? Is this is just a lull, or the end of a Stolen Valor Golden Age? That remains to be seen.

On his Army Blues, he is wearing one stripe on his lower sleeve.
According to Army Regulation 670-1, for Enlisted (Army Blues), one stripe is authorized for each 3 years of honorable active Federal service.
If my math is correct, he served less than 3 years on Active Duty (28 October 1997 to 2 March 2000), so don’t think he is entitled to wear that. Someone please correct me if I am wrong.
Along with the stripe, he not only awarded himself the UN Medal and the Meritorius Service Medal, but promoted himself to Specialist. The funny thing is that there are other photos of him wearing BDUs, all with PFC rank.
He violated his Green Card with his moral issues, i.e. DUIs and writing a bad check. Now he is back on US soil, depicting himself to the public and the media as a wounded Paratrooper/Disabled Veteran collecting Disability for PTSD.
Once again, another Attention Seeking Former Soldier living in an Alternate Reality World with embellishment and lies. And the sad part is he has a son.
I’m surprised this “combat wounded warrior” did not award himself the coveted National Defense Service Medal. With a NDSM “the media” would have proclaimed him a “decorated” former Soldier who fought to defend his adopted homeland.
Since the U.S. is the villain in this story, why not take it a step further?
Isn’t the U.S. denying Mexico a high-quality citizen by bringing him into the U.S.? Maybe Fabian will find a cure for cancer when he isn’t posing for the covers of romance novels?

AnotherPat, it is possible to be awarded the stripe and Good Conduct Medal for less than three years, if it is a majority of a tour, and upon the end of your tour. The Army makes the decision. You see it a lot with people with less than three year enlistments, and people who go to OCS. Similar with the requirement for an Overseas Service Ribbon, it is up to the Army. My personal circumstances were I “chose” to go to OCS after 20 months of a three year tour so I did not get awarded one of my Overseas tours.
I remember reading this guys story. Sad, but I would stop short of calling him a “shitbag”. His DUI, and “bad check” were after he left the Army, which is what got him deported. I would say his Command failed him, because they did not help him get his citizenship, especially while he was deployed. He served mostly with honor, and other than not knowing how to wear his uniform I can’t fault him. I don’t see him claiming a Purple Heart, he just claims a sniper shot him. Maybe some kid through a rock. And by the way 13 series (Gun Bunnies) often got tagged with other people’s mission prior to and even in the early years of the GWOT. If he was not awarded the UN Medal someone screwed up in his PAC, likely because he out-processed shortly after returning from Kosovo.
Thank You, J.R. for the feedback. He is not wearing the Good Conduct Medal. He is wearing the Meritorious Service Medal. Good Conduct Medal is not awarded to a Soldier just because they did 3 years. He did less than 3 years and was discharged from the Army most likely because of his DUI conviction in November 1999 while living in the Fort Bragg area and while on Active Duty. He was arrested by Cumberland County for that and running a red light. Think about it…the. GOOD CONDUCT Medal. There is an Army Regulation that provides guidelines for a Soldier to be credited for an Overseas Tour for the Overseas Service Ribbon (OSR). Charlie Battery of the 1st/319th FA did participate in the Albania/Kosovo area from February to October 1999 (about 9 months). There is a possibility he may have been credited for a short tour, authorizing him to wear the OSR IF he was there the entire period. He does not qualify for the UN Medal. There is an Army and Department of Defense Regulation that addesses which UN OPERATION qualifies a US Army Soldier to wear that Medal. He was not part of a UN Peacekeeping Force. He was with the US Army while in Kosovo. UN wear Blue Berets. If you go to the other thread, you will see comments from other Soldiers who were with him in the same unit. They all say he had an alcohol abuse issue, was a liar, that he was not shot by a sniper, etc.etc. Now why would more than one Soldier who served with him had the same feedback? What do you think his purpose was to tell the media that he was shot by a Sniper? Also, he claimed he had to go to the Hospital because of his leg wound. Now why would he tell such a story unless he wanted to come across as a “hero” or a “combat” wounded Soldier, which techically, Kosovo was not even a “combat” theater when he was there. Thank you so much for your comments. You are pretty close to dead-on. I knew this shit bag and was even at his going away party when he got booted out after failing a urinalysis. He was lazy and to my recollection never started the process to become a permanent citizen of the United States. I think the worst part of it all is one of the pictures he posts to illustrate that he’s rescuing or retrieving bodies is actually a photo of him in an Albanian cemetery taking a picture with a dead body. I remember this happening very vividly because of the poor judgement he chose to display. In essence, he was desecrating a grave. No, this guy does not deserve to be in my country and as a former paratrooper of the 82nd airborne division, he brings discredit to us all. In the 179 days that we all served together in Kosovo, none of our people were shot. None of our people were clearing landmines or evacuating bodies. About the only real action our guys saw over there would probably have been by the 13F (FISTer) platoon and none of those guys were shot either. Fabian Rebolledo wanted his 15 minutes of fame and he’s gotten it. I hope the update to his story gets him another 15 minutes and sends his sorry ass back to Mexico.

Did he serve with you all the entire 179 days…and did you all get credit for an Overseas Tour to receive the Overseas Service Ribbon? Was he awarded any award before he was disharged from the Army?
Was he a problem Soldier from Day 1?
I saw the picture of him posing in what looked like a Halloween Skeleton. Sick. Just Sick.
Hope all this comes out and that someone in the Media will pick up the story to tell the truth about him.
Until then, he is continuing wearing the Uniform to events…saw one posted on a Facebook page that was a couple days old.
He has no busness wearing the Uniform, especially wearing the 82nd ABN Patch.

I believe he was briefly a SPC but he was an epic pain in the ass to the chain of command from day one. The guy just couldn’t stay out of trouble. He was with us the entire 179 days but he was the guy you would leave behind to keep an eye on the equipment while you were out doing Army things. His ribbons are definitely wrong. he would have been awarded the Kosovo campaign medal and the NATO Kosovo ribbon but you would have to take your orders and get your records updated for it to actually be reflected in my unit. As a PFC, it really wasn’t all that important. Stuff like that only became important when you were being looked at for an NCO promotion. It doesn’t surprise me one bit that he didn’t bother to fix his own records properly. The MSM is absolutely wrong just like his 3 year service stripe is wrong. Pretty much everything about the guy is wrong. I honestly wouldn’t have anything at all to do with these shenanigans right now except for the fact that this guy got kicked out of my unit for douchebaggery and now he’s running his mouth about how the country I love took a shit on him. I’ll do everything I can to help this guy achieve the level of fame he truly deserves.
AnotherPat, You are correct, I was referring to other folks comments about could he have been authorized the GCM. You are also correct that he is not authorized the UN Medal, which he is not wearing, but appears to be wearing the NATO Medal for the Balkans (not Kosovo) which he might have been awarded (usually before you depart country, but not always if you S1 is not squared away). And finally no I have never seen a PFC, SPC or even a SGT (that wasn’t a SSG before) with a MSM, especially prior to 9/11. I did not serve with him, but as a Commander I made it a point to know if someone was not a US citizen, and what steps I needed to do to ensure they attained their citizenship. Even my Shitbags, because you never know what might straighten them out. He claims in the news stories that his recruiter told him he would automatically receive citizenship. While I doubt that is what his recruiter said, he may have believed that, and therefore never filed any paperwork. I know how difficult it is to obtain US citizenship the right way, as my wife is a naturalized citizen. I did not see the DUI prior to his discharge but that would likely have lead to his OTH discharge (which could covert to Honorable if he never went to jail). Not sure of the legal requirements if he had another DUI, as a civilian. Yes I accept all his former Paratrooper buddies chiming in to explain how much he needed to go. I am sure the Commander was just waiting for him to really screw up and make his life easier by not having to document all his other failings. Yeah the VA likes to pay for any kind of depression, whether it is PTSD related to current situation or actual trauma induced by combat. I am sure he has lots of feers from his time in Kosovo, not necessarily from what the enemy would do.

As far as the photo op: He left the Army 18 years ago. Doubt seriously the Blues he wore were the same Blues he wore at Bragg, i.e. if he even own a pair being an E3. He could had easily told the media “No” about being in uniform, but he didn’t. He wore BDUs in other photo ops as well. He knew exactly what he was doing, i.e. trying to gain symphathy from the public.
What gave him away was the order he had the awards and how the order kept changing in different photos, which again told me he never earned the UN Medal and the MSM.
Am sure by him going thru OSUT at Fort Sill, probably Airborne School at Fort Benning and being stationed at Bragg, that he knew how to wear a Uniform. He just got sloppy by slapping on awards he did not earn.
If you go to Military Phony, you can see the DUI charge for him in November 1999 as well as a Warrant for his arrest in May 2000 (probably failed to show up for court).
Soldiers who served with him also said he came up hot during a P-Test.
He lied about being shot by a sniper. He embellished his Army service. He did not tell the rest of the story. He most likely was a problem child while in the Army from Day 1 and never wanted to take responsibilties for his own actions.

Good Conduct, Overseas, and Kosovo medals aside, you guys are missing the most obvious, a PFC with a MSM! I’ve seen retiring E-7s put up a fight to get an MSM.
Not all of us missed the PFC with an MSM. I commented about it about 1426 hours (see my notes above). I wrote to J.R.:

However, I still say the ribbon is too bright blue for the UN Medal and say it is NATO medal, which on Wikipedia shows the two lines outside as a Non-Art 5 ribbon (i.e Balkans), but not Kosovo which had a wider white line in the middle.
Either way it is not correct. SSG Green said they got the NATO (Kosovo) ribbon and the Kosovo Campaign Medal for the deployment. I only got one because I was in and out of the land area, then they changed the boundary. I didn’t have to deal with the mud!

Proud Infidel, Mr. Robolledo does not seem to be claiming the Purple Heart, only that he got shot by a sniper. There is no case of stolen valor here, only a case of false bravado. Mr. Robolledo’s command failed him, by not ensuring he received his citizenship prior to leaving the Army. He deployed served his adopted country when they asked him to, and got himself in some trouble after leaving the Army. Go teach him how to wear his uniform, and let’s get him the assistance he needs. He is trying to be a good businessman and help his community, he may have been a “Sadsack” while in, but he did his duty. Now he takes pride in that…maybe to get some sympathy, but maybe he also deserves a little.

You are exactly correct. I am sure that is what the Battalion Commander said to the Company Commander who then chewed out his Drill Sergeant when the Private got caught by the MPs driving drunk…when he should not have been near a car, drinking or out on base.
Not that it would make any difference while the Drill Sergeant proceeded to ensure the Private had adequate training along with his entire platoon during their next days off. The blanket party was just something to thank the private for making sure they all got squared away!

I am not making excuses for the “POSer”. I am just pointing out that as leaders we have to support all 100(90/10) because you never know what will turn them around. I was basing my statements only off the evidence presented, not the linked sights (I still only have so much time).

Animal, I also would not consider them as doing their duty. Their duty is to follow orders and report back when complete. However, in some units you find it necessary to explain why you are asking them to charge the hill!

Again, he is even wearing Unit Awards that he wore while he was with that unit. Don’t think those awards were given to the unit when he was with them, which means once he left the unit, those awards come off. Don’t know if it applies to the cord.
He should not have been wearing a uniform in public for his story. All of his publicity will start backfiring on him. Hopefully, a news media will pick up on this and tell “The Rest of the Story”.

That braided shoulder rope is the Belgian (not French) Fourragere and it was awarded to the 319th in WWII when the unit was Glider Field Artillery.

Some news media described him receiving an Honorable Discharge. In one news article, Rebolledo claimed he received a General Dischage.
If he received a General Discharge Under Honorable Conditions, that means
he may have always been qualified for VA Health Care, VA disability compensation, VA pension and VA home loans.
He had or still has a disease, i.e. alcohol abuse. Don’t know if he ever received treatment through the VA. Still no excuse for wearing the uniform in public with unauthorized awards and rank to pull at the heartstrings of the media and public.

The guy is probably wearing his uniform as he wore it while on Active Duty. Since he was only in for one tour (less than three years). He likely never learned how to “correctly” wear the uniform. He just needs someone to square him away, with why he is screwed up, and tell him the consequences of not fixing it. Stolen Valor is one thing.
Tell him why this is like a bad check and he may actually sober up!

They covered proper wear of the Class A at Benning.
I am told it is part of all initial entry training. You are issued your first set there, so I believe I am correct. We were issued our set at Benning, and spent plenty of time learning how to wear them.
Not sure what background you may have on this stuff, but based on my little adventure, there is -no- way, -none-, that his wear of unearned items is inadvertent.
I was once an awards clerk, by the way. This stuff was my daily duty. Decorations like the MSM and GCM are issued by orders. Orders that go in your file, and to you. No orders? Not authorized to wear, and that is -well- known.
Plenty of folks who have commented here also know the “culture” side of it, in Spades.
Again, my opinion is -no- way this is “accidental”.

This comment struck me as condescending, but maybe I read it wrong. I have not seen you here on this site before so perhaps my following comments are misguided.
We “roast” people here in a metaphorical sense like they do celebrity roasts. Although outsiders may see this as mean-spirited it has its purpose. Many people are taken in by false presentations of people’s service so we try and set the record straight for anyone that would like to Google a name.
In Rebolledo’s case, I feel the biggest transgression against the veteran community is to hawk the story about being wounded by a sniper. That, and leveraging his uniform and service inappropriately and with some embellishment.
If you feel that some of us should fly out to California and take him under our wing and provide the proper guidance, then I would have to give you that this suggestion is noble. It is assuming, however, that he wants to be a better “soldier” so I feel there is a flaw with this premise if this is the proposal you are putting forth.
Time will tell with Rebolledo – do you think he will continue to wear the uniform or take any of the criticism on this forum to get it squared away? He already has a posting on Facebook where he criticized someone for commenting on his uniform.
So, your comment sounds condescending and implies we are a bunch of nit-pickers, but I beg to differ. Perhaps you should stay around and see what this forum is all about? That way, you can create a more informed opinion over time. I am serious in this regard as it sounds from your other posts you have relevant experience and have a lot to contribute and this will only make us better as a group.
sbalm, I have been around on TAH for a while, only commenting when it was something I had experience on. It was not meant as condescending but yes might be knit picking. I don’t hang out on the other Stolen Valor sites so I don’t always catch some of the links. Plus my work place blocks some (yeah I did not fully retire). In Mr. Rebolledo’s case, I did not see his Facebook, or other posts, only the one story, and what was shown above.
I will go back to being a fly on the wall!
All opinions are valued here, at least I like to think so.

Doubt very seriously he wore the UN Medal and the MSM while on Active Duty.
He should not be wearing the Army Blues PERIOD. He has no business wearing it. When you have time, please read Army Regulation 670-1 about wearing the Uniform after a Soldier is discharged from the Army. The only way to correct him is to tell him “Take It OFF.”
And if someone wants to correct him and does not mind he is wearing it, then they need to tell him to take off the 82nd Patch, the cord, the 3 Unit Awards, the UN Medal, the MSM, possibly the OSR, the unit crest, the stripe, the E4 stripe, lose some weight, shine your shoes, shave your moustache to Army standards,etc.etc.
And quit telling bogus war stories…and tell the truth about his DUI while on Active Duty.
And stay sober enough and don’tbreak anymore laws so that maybe he can apply to be a US Citizen.

I went from the Navy to the Army without the benefit of going to the complete Army basic. One of the first things I learned was how to wear the uniform properly. I am sure in his one enlistment he had a Class A inspection. I know I had several. Nice of you to try and defend him, but a shit bird is some times just a shit bird.

He was never eligible for the Good Conduct Medal. He did not complete his Enlistment agreement and he was discharged because of lack of Good Conduct.
He is not authorized to wear the one stripe on his Class A sleeve because he did not complete 3 years of Active Federal Service.
He is riding on the coattails of the 82nd ANB and not telling the public the truth, i.e. he was kicked out of the Army because of misconduct.

IDEAL: Should Rebolledo be allowed to come back into the U.S. in spite of all his missteps and have his actual accomplishments considered?
We I see major fibian here, I can’t help but think that the only thing honest about that uniform and those stories is it is probably an accurate reflection of how he sees himself.
This is for J.R. Johnson reference Rebolledo receiving the Kosovo Campaign Medal and the NATO Medal for time served in Kosovo:
The Kosovo Campaign Medal (KCM) was approved by President Clinton in May 2000. Rebolledo was discharged from the Army in March 2000. Since the KCM is not in his Official Records, nor annotated on his DD214, he would need to submit a request with documentation to the Army Board of Corrections for approval. He would then be issued a DD215 with the correction if approved. Then and only then, will he be eligible to wear the KCM.

In reality, he has no business wearing the US Army uniform in public for political purposes. Even if he went to a formal Army function wearing the Dress Blues, the uniform would need to be stripped of the 82nd Patch and his unit crest since he is no longer a member of that unit. His rank should be PFC. The Unit Awards need to come off. The Shoulder Cord needs to come off. The stripe needs to come off the sleeve. The only ribbon he should be wearing is the Army Service Ribbon. If he went to Jump School, then only the Airborne Badge should be worn minus the maroon backing. He can wear his Basic Marksmanship Badge.The Maroon Beret should not be worn.
