A Fort Jackson Brigade Commander Busted in Prostitution Sting

A colonel from Fort Jackson decided that he was going to have some fun. Sorting through some prostitute advertisements, he came across a “winner”. He made contact, then initiated movement to the contact. He got to the destination and, with his groins stirring in anticipation to the frolicking that he was about to engage in, parked and walked towards the residence.
Excited that his fantasies were about to become real, he got closer to the door. He got to the home, but what he was hoping he could deliver on ended up being served to him.
Police operation, Operation Full Armor, busted COL Fernando Guadalupe during a sting operation. The operation scored prostitutes, male sex buyers, and child predators. The Colonel was arrested for trying to hire a sex worker.
COL Fernando Guadalupe is listed as one of the Brigade Commanders stationed at Fort Jackson. He has since been relieved of his duties:

Good chance for a bad administrative letter in his record. Possible Article 15. His current rank would not qualify as the rank he served honorably in. If he’s allowed to retire, it’ll be the next lower rank unless they find that he didn’t serve that rank honorably either. Then it would be the next lower rank.

Who knew that subsequent awards of the Army Good Cookie had switched over from loops/clasps to oak leaf clusters and that the Army Overseas Service Ribbon has changed into a Medal with tours being denoted by oak leaf clusters instead of numerals.

Yes. PLDC changed to Warrior Leader Course (WLC) when I took it, then it changed to Basic Leader Course (BLC). BNCOC is now Advance Leader Course (ALC). ANCOC is now Senior Leader Course (SLC).

We had the memo pads when I first came in, they’re still in use today. Additionally, they have creative replacements. People have even pulled common task lists up on their cell phones.
Also, the leader book is still in use, but not everybody uses it despite its importance.
Hip pocket training is still done, but there’s also a lot of emphasis on hands on training.

Only time I had my weapon on me while in a messhall was when I was deployed in a Combat Theater..(and lived with my weapon 24/7).

I’ve seen mostly millennials do this, I saw one calling cadence from his cell phone. He accessed the Internet and did a Google search of Army cadences. It was still frowned on.
Having weapons in the DFAC stateside is also new. It may have been an exception at that one place. In both Warrior Transition Course, and OSUT, weapons stayed in the barracks, with a weapons guard. The weapons guard cycled out to eat chow, or had food delivered to him.
Ditto to having a weapon on person 24/7 during combat deployment, including in the DFAC.

There are certain keywords, and key phrases, that could be said during the contact that would get them to shut down an attempt to get service from them. When it’s too easy, there is a risk. He didn’t do “composite risk management” in this endeavor.

Probably bumped down to LTC if they determine that COL wasn’t served honorably. Lower if it’s discovered that he didn’t serve honorably as an LTC.

That likely will depend on how much TIG he had as an O6 before this happened, as well as what an investigation of the individual turns up. As I recall, per Title 10 the required TIG to retire as an O5 or above is 3 years. That may still be waiveable (it could be waived down to 2 years some years ago, but I don’t know if that’s still authorized today). Given the public nature of this incident, I’d give long odds that any request for a waiver (if still authorized) in this guy’s case will be denied. If the guy had 3 or more years TIG before this incident AND an investigation turns up no prior misconduct, he may be able to retire as an O6. If he had less than 3 years TIG, I’d bet on a determination of “did not serve satisfactorily at the grade of O6” and he’ll retire as an O5 – unless an investigation determines a pattern of longstanding such misconduct. In the latter case, it depends on just how far back the pattern of misconduct goes. Best example I can think of was an Army MG who as I recall ended up getting caught boinking a subordinate’s wife – and retired as a COL. An investigation determined he’d done similar deeds as a BG also. Since the misconduct carried on over a long period of time, he didn’t have the required “good” TIG as a BG – and he had less than 3 years TIG when he was hammered as a MG. If he’s allowed to continue to serve, he’ll find it difficult to get promoted to the next rank. If he doesn’t select for promotion a second time, he’d have to retire. He might decide to retire anyway without having to deal with the hassle.
I’m sure they will convince him to quietly retire with a reprimand and possibly he might be retired at O5. One thing is sure, he won’t make a star. You have to be general qualified before you can even be considered for an appointment. Being removed from command is an auto disqualifying offense.

Solicitation of prostitution usually doesn’t rate as a sex offense. In most jurisdictions it’s only a misdemeanor. Not rising to the level of a sex offender registration. That’s for the predatory offenses like rapists and kiddy diddlers.
You don’t end up on the registry for soliciting, at least not yet. If that was the case all of the prostitutes would have to be on the registry as well.
Then the whole purpose of the registry would be obviated. Most of the male population over 30 has enjoyed the services of a professional at some point. Especially those of us stationed overseas in places where prostitution is common and not necessarily illegal. In the Viet of the Nam, we referred to “R and R” (rest and recuperation leave) as “I and I” for a reason.

I watched a police documentary where they set a prostitution sting up. One John paid what he thought was a prostitute to spank him. The locality ended up spanking him with fines.

Clearly says the web site he solicited was for 13 & 14 year old girls. Nothing else about any other business primary. Could the charges have been reduced because of the dude’s rank? Without actually being let in the door and face a supposed target, he would have the easy out. Think I’m kidding? Go back and reread the story. At first glance it could have and probably was read as the sting house was housing prostitutes, male sex buyers, and child predators. In fact, the story simply implies that all three were in the list of those busted….not those offering services via email. Really? Aren’t most (if not all) all of those web sites seeking potential customers set up to lure in John’s in the business of seeking underage predators? Let’s face it, how many sites offering male prostitutes have ever been exposed by LEO? There’s more to this case, unlikely we are ever going to be told the truth. Pretty much what one would expect had it been a politician who had been similarly arrested under the same circumstances.
Many folks use alternate emails and names to do this. Unfortunately, there are others that use their military email accounts. But, the folks running the sting operation in many cases would look at a high profile arrest as something that makes them look good. Makes it look like they’re serious about enforcing the laws… And that they’re doing something.

During the last drill that I was at, I was walking through the hallway when I chanced on three privates talking. The one that saw me said, “Aint that some shit!” I knew he was talking to me. So I started to get on his case.
Then, someone among another group of soldiers made fart noises, followed by snort laughs and giggles.
I have a solution to this problem. It’s as old as history, and we all know it, but it can be resolved by simply requiring hookers to get a license.

Seriously, let’s quit getting our undies in a wad over sex and do something that will take the idiocy out of the whole thing. Licensing hookers and requiring tests to renew those licenses will not only ensure a healthier industry, it will also bring in tax revenues and the cops can put their energy into real criminal behavior.

Nevada does something like this, they let their counties decide on whether brothel prostitution is a go or not. Those that do screen the women before taking them on, then these women have to go through regular medical screening in order to keep doing this.
I remember watching a documentary on the Nevada brothels, where a couple of women were going through the medical screening. One woman had collapsed her veins due to doing drugs through that route. She couldn’t work as a sex working in the brothels.
One downside, for the women that work through here, is that they have to pay rent, and they also have to give a cut of their earnings “to the house”.
This causes women to still offer the services, outside the brothels, either in the streets, or through escort services.
