He has deployed to Desert Storm (after the war was over) and to Afghanistan (as a finance clerk). Somehow he has a Combat Action Badge, but there are no Bronze Stars or Purple Hearts. No Meritorious Service Medal either.

GDContractor; I am the Co-Founder and CEO of Operation Silver Star. We were notified of this issue in late April of this year. Mr. Walters was helped by our organization back in 2011 with moving help (manpower) and phonecards (2) for a total of $100.00. At the time we helped we vetted him as a SPC in the Army, when were notified this year we were given a copy of Mr. Walters in a picture sporting a SGT’s uniform. We are currently investigating this matter and hope to conclude the investigation very soon and with the info we obtain we will do what has to be done based on the facts that will be verified by DOD and the VA. I appreciate your passion for matters such as this as we have three combat sons one of which is an amputee. We started this organization because we experienced firsthand what those who have been wounded (as well as their families) have to endure after their injuries occur. I would expect that you would want us to do whatever we need to do to remedy this issue and that is what we are doing and for you to question what we are doing with funds we receive to help those in need can be understood, I am assuring you that NO ONE here gets paid for what we do for our veterans and 100% goes to the mission and you must know that one bad apple (alleged until proven)does not spoil the tree. to correct the record.. we placed Waters on our site as a sgt on November of 2013 based on his stated promotion to SGT. We were notified that he is on a Stolen Valor blog page in late April. that is when the promotion became an investigated matter.. i hope that clears it up.. We have contacted Mr. Walters and are now awaiting his documentation/orders that verify the promotion and PH.. This issue is very heartbreaking to us because we have grown to trust Mr. Walters as a friend.. but whatever has to happen, will…

Best I can tell, most fraud not committed against Uncle Sam either is not a Federal crime or is not prosecuted. About the only exceptions I’ve seen recently are cases where the Federal government could prove mail or wire fraud and the $$$ involved was 5 figures or more. In those cases, sometimes a US attorney will get involved.
Even a violation of the current SVA of 2013 is only a misdemeanor (max sentence 1 year). Good luck getting most US Attorneys to prosecute a misdemeanor.

He got out soon after he returned in 93, and did not manage to get back in until 04 in a Guard finance unit as a Private.

There is a definite precedence to what ribbons are worn highest, for instance you would never wear a Bronze star above a Silver Star or either above a Medal of Honor. This precedence extends down to the lowest medal. So you rack them according to precedence – generally after being in a while and getting a few awarded, you know where/how to wear them.

why does it sound like mocking? I contacted the VA to find a link to records for the Purple Heart. The PH foundation only lists PH recipients who are registered. My son is a PH recipient from 2008 and HIS info is not on the site, WHY, because he is not registered.. so I am finding more info to verify the info given… It does bother me that there are people here who don’t see that we are trying to figure this out.. It is as personal to me as it is to everyone here but IF you are wrong about YOUR info and we find the info that can be verified then you have to make a decision as to whether you want to believe it or discount anything about Mr. Walters or anyone else for that matter.. on the other hand if the info given from you is true, we will take the appropriate action necessary to scrub our association with him. You don’t know anything about me but you are making judgements about me and our organization.. we are in the mix of helping our veterans and this is one great distraction that I don’t need but I am doing it because it is necessary either to verify that Mr. Walters is not who he is or to exonerate him on the allegations made here.. The reason you are picking up on the mocking thing is because, as you certainly should know by now, if you want to verify someone’s military service record you check with the place that keeps the official records. The VA is not that place. They only have records supplied by the individual applying for benefits.
So, please tell us how getting a copy of what the VA has proves anything other than having a copy of what they have?
Which of course is half of our problem with the VA in the first place….
Mr. De La Cruz, I applaud the fact that you are fact checking this guy, but as has been stated in many, many posts here on TAH, the VA has been gamed by people as well. The only source is St. Louis, unless the person happens to be in the time frame of the records fire, which honestly, you’ll never have from any service member after then because the way records are handled was changed.
Also take note of this. If they end up on here as valor thieves, the legwork on verifying has already been done. It is few and far between that TAH is wrong.
EX-344MP;i understand, however the info that was presented here was not correct in one area and that was with the CAB. the original complainant said that walters did not have a CAB but the very evidence that was posted unsubstantiated what was alleged. I know that i am hoping for some sense of truth from walters probably because we formed a good friendship with him. It is very hurtful to think that he was not genuine on his part (at least that is what the evidence (or lack thereof on his part) is leading to. the truth of the matter is we are going to do what we need to do in the interim and that is remove him while he tends to his family and until he can prove what he is claiming to me.. This is also one of the very reasons we in the veteran community want Stolen Valor laws to have some teeth to them. As you have seen, Stolen Valor is not a victimless crime. It cheapens all those who came before us and also those who earned the very right to have the awards they earned.

If Walters (at this stage in the game) cannot supply a legit awards letter or a raised seal DD215, showing he retroactively received a PH. In Walters case, unless a filing cabinet fell on his ass during enemy assault then it isn’t going to happen. Shit can him and move on. The statement that Walters is “taking time to deal with his family” is a comp out. To put it mildly. The paperwork shown here is solid. Our efforts to take Walters down will continue and hasn’t gone unnoticed. This posting and the Military Phonies posting has gone viral. Any acknowledgement Operation Silver Star has of Walters at this point will have a adverse effect on the organization. Mr Cruz can thank Walters for that.
Richard De La Cruz, As has been stated, the VA only has what the veteran gives to them. A DD-214 the VA has may actually show award of a PH. That doesn’t mean it’s legit. It’s easy for a poser to forge one with todays computer technology. If you want to get to the truth on Walters, go to the NPRC site and download a Standard Form 180 (SF-180). That form allows release of all his military records. Ask him to sign the form with a your own snail mail address. If he refuses to sign it, then you can pretty well rest assured that he’s lying to you. If he has nothing to hide then he should have no problem allowing you access to his records.
And don’t be too hard on the folks here or take the comments personally. All to often we’ve seen posers appear in an organization such as yours. In far too many cases, the leadership at those organizations either turned a blind eye to the fraud or say they’re investigating, when they actually aren’t. Folks here might be a bit jaded due to the frequency it happens. So take it in stride, ask for Walter’s signature on the SF-180 and take it from there. Please do keep us informed. I think everyone here would like to see a positive outcome for your organization.

thank you for the info and encouragement.. we are trying the best that we can.. it would be very helpful of some here would not submit inflammatory remarks when they already know that things are moving forward. I would like to stay in touch so that i can get good advise in vetting veterans, that would be extremely helpful but the lack of patience by some makes it hard to cope.. if that is intentional on their part, I can assure you that it is certainly not helpful..
Maybe i am a little tired of having to deal with this while I am trying to help those who need help but that is understandable (I hope) and yes I was trying to give Mr. Walters the benefit of the doubt in presenting his case (as I would for any of you here) but this is the first time I had to deal with this kind of thing and there is so little understanding from many of you in my attempts to get to the bottom of this. I do not threaten anyone with anything but admonishments for comments in bad taste especially when you don’t know me.. that is what I mean when I say my sons would have you understand that.. They are combat veterans who have served and shed blood during that combat.. It is so disheartening to read how in one breath someone would say well he is looking into the matter and then in another breath, he is protecting him and not conducting an investigation. I have assured EVERYONE here that we were looking into the matter and we are and have been and I also told EVERYONE here that his info will be removed based on the lack of info from him and the FACT that his child is sick… I have been reasonable and accommodating and that does not seem to be enough for some here.. Our objective is to protect our organization both in integrity and mission and any adverse effect that you are intending to reign on our organization will not only hurt our mission, it will also hurt the very people you are standing for.. Unfortunately, the world we live in today forces you to have to do the legwork to insure that people are who they say they are. Walters is a known fraud. Check this site and Scotty’s and you’ll see that he’s defrauded other organizations. But he has been caught also. Recently he was supposed to get a house from another organization mortgage free. It was pulled from him due to discrepancies in his paperwork. I know you are worried about the integrity of your organization. Having a phony and liar as part of it would definitely do it no good. Just a bit of unsolicited advice if I may, remove Walter’s name from your website completely until your investigation is complete. I can guarantee that it will not get easier for you. Since the wars in Iraq and Afghanistan, posers and liars have been popping out of the woodwork. It’s up to people like those here and organizations like yours to make sure that those liars aren’t getting benefits that should be going to service members who dearly need it.

People who post here may seem a bit harsh, but its because we hate seeing phonies like Walters lead people on.
Its almost like seeing a wifebeater getting away with abuse because the wife thinks he will change or isnt responsible for his actions.
A legit guy could have roved himself by now, if not by paperwork, by citing his unit and witnesses.
Walters reaction is to come up with another plea for assistance ( sick child)
You did the right thing in cutting him off. If he is legit ( which we know he isnt) he could go back on.

I sincerely apologize if you found my comments mocking. I know you are burdened by your sons’ injuries. My comment was made about the VA because if you were to click on the link above entitled “Stolen Valor” (http://valorguardians.com/blog/?page_id=30655) you will find quite a large list of military phonies, many of them receiving benefits from the VA for combat not experienced and injuries not sustained. Therefore, it would seem to me that the VA is not a good resource for records verification. (The money and assistance that could otherwise go to real wounded Veterans such as your son are instead doled out to phonies like “Ice Man”.) If you are pursuing other means of records verification, it was not revealed in your comment, as the VA was the only entity you mentioned there. I see that Jim Gularte is on your BOD. Would he not be a good person to assist you in regards to vetting applicants? I would think he would be able to help, if only by referring you to solid resources that exist within the Veteran Community. I do not know Mr. Gularte, but I would assume that he and his comrades have vetted quite a few people over the years who have claimed to be Snipers, Marine or otherwise. In closing I will say that if Mr. Walker’s daughter is ill, I hope she gets well soon. Good luck to you Mr. De La Cruz, your family, your foundation, and your investigation.

Right off the bat I can supply three reasons to like this novel: 1) it skewers Wikipedia; 2) it aims for the grand scale, but with a sense of proportion (too often fiction about whatever happens to be the most recent American military activity virtually begs you to accept and knowledge me as a MAJOR STATEMENT; there’s nothing of that kind here); and 3) it contains a vocabulary word none of us have ever seen before in our lives, “coprophagous”.
