Let the voice of experience chime in here. The “citizens of his district” will elect someone of the same skin color regardless of their qualifications. Someone who will promise them free money. Someone who is a sharp dresser and orator. And, if we were in Arkansas I would include someone who uses the title “Pastor” or “Reverend” regardless of formal education and training. Usually someone who refers to the 10th grade as “my senior year”. Bitter, your damn Skippy. All we see are unqualified self interest vested candidates elected by an uninformed electorate.

He was my Congressional Represenative for the 14 years I was living in the Peoples Republic of Maryland. Three years in Baltimore City and 10 years in Howard County (thanks to gerrymandering).
I can’t think of much he did for the area. I do know that we played a part in relocating illegal immigrants into the area through Catholic Charities. You would think he would have been more focused on helping out the residents of Baltimore. Just another Democrat in the Democrat machine.
He did live in Baltimore City. I recall once that he was stopped behind me in traffic on the morning drive into DC. He had a finger knuckle deep scratching his brain.

Depends on state. They can either call for a special election, wait for the next election in a year, or the governor can appoint someone to fill the seat until an election is held.
