We wrote about this Chaplain Peppe Hibbert back in November. The National Personnel Records Center shorted us some information on him, so Hondo went back and got more. Some folks who were familiar with his case contacted us, and, of course, we only report that which we can document. So here is his updated FOIA;

He was indeed, discharged as a Captain (Chaplain) eventually. But that was after his initial service for four years as an Eleven Charlie infantry mortarman in the 101st Division with whom he deployed to Desert Storm. He was discharged as an E-3 (Private First Class) and he went into the Tennessee National Guard where he served as an MP and then went on to be commissioned in the Chaplain Corps.

In 2006, he was commissioned and began his service as a chaplain. Somewhere along the line, he was able to alter his records and he added a bunch of awards that he didn’t earn. he did deploy to the War Against Terror, but as a chaplain. Hibbert figured that he deserved more stuff – like another Combat Infantryman Badge, two Bronze Star Medals, 8 ARCOMs, 9 Army Achievement Medals, 3 National Defense Service medals, 3 Good Conduct Medals, and 3 NCO Professional Development Ribbons. He was discharged as an enlisted soldier after 4 years, since officers don’t get Good Conduct medals, he didn’t have enough time in enlisted service to earn three Good Conduct Medals (he would need at least nine years). The NCOPD ribbon is awarded when an enlisted soldier completes an NCO training course. In order to have three NCOPDRs Hibbert would have needed to attend the Advanced NCO Course (for promotion to the rank of Sergeant First Class) – that wouldn’t be possible for a Private First Class.

Hibbert did earn a Combat Infantryman badge when he was a Combat Infantryman in Desert Storm, but he was a chaplain when he deployed to the war against terror, so he wasn’t eligible for another award of the CIB. But his problem was that he added all of that stuff to his records down there in Section VIII of his ORB;

However, the NPRC has been able to sift through the BS and provide us with a more credible FOIA. But, notice on the DD214, down there in Block 28, it says that he was discharged for “Unacceptable Conduct”. Altering his records was one of those behaviors that was unacceptable. I know more stuff, but I can’t document it, so this is what you get. According to folks who know him say that he’s still engaged in unacceptable conduct.

Somehow this leaves me confused. So what else is new at my age? The second paragraph begins saying Peppe was discharged as a Captain. Next sentence says he was discharged as an E-3.
Peppe is normally a short abbreviation for “Pepper”, which happens to be a climbing plant. So was this a climbing plant or a downwind plant? I’m so worried about being P. C., don’t you know?

The discharge as an enlisted soldier was after his first (Desert Storm) period of service. The discharge as a CPT was when he was discharged – presumably involuntarily – due to “unacceptable conduct”.

The DD-214 is now fed automatically rfom the same database as the Officer Record Brief. So if he convinced somebody to put it on his ORB, it will automatically show up on the DD-214. I suspect the Army’s intent was to prevent people embellishing their ORBs, since you’re supposed to have a source document to get it on the ORB, but obviously the system failed in this case.

I did know a retired Army doctor who had a complete set of NDSMs. Was an enlisted Marine during Korea (didn’t deploy), got out, went to college and medical school, came back in as a Medical Corps Officer in the 1960s (and got sent to Vietnam), and was extended on active duty (they can do that with physicians). Had roughly 40 years of active duty when he finally retired in the 2000s.

I’m guessing that the chaplain school was handed a bad NGB-22 from his TN ARNG discharge. Who in the Chaplain School G-1 is going to assume that a chaplain officer has a bad NGB-22?

I guess that the next step would be to deep dive his 2-1, but I doubt that anyone at HRC cares enough to further disgrace a disgraced chaplain. On the plus side, I’m sure that his veteran status and his ethical stature will make him an appealing apprentice to Sharpton or Jackson.

I have seen some screwed up ORB’s/ERB’s before. And a lot of times it is not the Officers/NCOs fault.

It has more to do with units returning and everyone heading out the door at the same time or change of leadership without a proper data collection and handoff.

And the longer one waits, the more difficult it is to track folks/information down for a ORB/ERB correction.

That’s why it pays to have a strong S-1 or G-1.

Somehow my ERB got screwed up and they added random things to it. It had me with a secondary MOS of 92Y and gave me a tour in Jamaica. Since I was just removing stuff it didn’t take too long to fix thankfully.

I still have a medal on my 214 that I never received, and ceased being awarded 6 years prior to my initial enlistment…

It’s a major pain to fix it, so I just don’t wear it, don’t claim it, and don’t need to worry about it.

I should note that in the Navy we don’t have an ERB.

And the 214 this errant award lurks on is a discharge from AD Mobilization to Reserve Status, so presumably there will be another one down the line.

Green Thumb: No, Chaplain Probst was a real chaplain. He just wasn’t a real Vietnam war hero like he claimed.

Probst was held in very high regard at 1st Group because of his supposed exploits in VN. Remember that at this time – 1990 – there weren’t a lot of actual combat experienced soldiers in the Army. Grenada and Panama involved only a small number of troops and Desert Shield hadn’t started yet. The Vietnam War veterans were getting older and most of them had retired by 1990 since even the ones with a break in service were over 20 years by then.

Actually the story I heard is that it was the high regard that caused his downfall. Probst was entering the zone for promotion to LTC. Officer records at that time were managed by the installation G1, which was up the road from 1st Group HQ.

In the story I heard, the 1st Group commander was so determined to make sure that Probst got promoted ahead of his peers that he personally sent one of his officers down to review Probst’s file. It was then that the officer discovered that contrary to his claims around Group, Probst had not even entered the military until 1980 and was a student at BYU at the time he claimed to have been in Vietnam.

That was when the house of cards fell down, but Probst had been able to pull it off for a number of years.

I was comparing how Pepe la Douchebag and Larry Gugle both tampered with their awards and records while on active Duty.
Gugle changed his SRB and awards to reflect 2 more years in service and a combat tour in Vietnam with 1/9, along with valor awards. While it was in his SRB it didnt jive with the real records in HQMC.
He got caught, busted a rank and retired at 20 as a Gunnery Sgt. In the early 2000s he popped up in a 1/9s veterans group claiming the same shit,, plus Desert Storm service and the rank of Sergeant Major. Tammy McPherson was just a hose-beast who like to play dress-up and flap her yap on the internet. Gugle and Peppe hear pulled that shit on active duty.
