Bobbi Ann Finley and Alabama’s catch and release program
We talked about mega-dependa Bobbi Ann Finley last week. According to Fox12 in Oregon, she and her 15th husband were picked up their stolen car in Alabama Tuesday, but authorities there released the pair;
The couple were said to be living out of their vehicle, along with a dog, when they were stopped.
The Mobile County Sheriff’s Office seized the stolen vehicle and released the Houses, stating they were unable to determine any local charges.
The Marion County Sheriff’s Office is still seeking help from state and federal agencies due to jurisdictional issues surrounding the case.
I guess living in a stolen car isn’t illegal in Alabama. If they just take your stolen vehicle from you, you’re cool. And, I’m pretty sure that the pair has written a couple of bad checks while they were in Alabama, it just takes a while to discover that crime. They’re wanted for uttering more than $13,000 worth of bad checks in Oregon.
From March 11 through March 30 this year, deputies said House and her new husband wrote thousands of dollars in checks with insufficient funds at locations including Cabela’s, Safeway and Bi-Mart in Oregon, Colorado and Oklahoma.
So, good job, Alabama.

Sounds like somebody in Alabama should be looking for a different job away from law enforcement.
If the jurisdictions where the car was stolen from, and the bad checks were passed, declined to extradite the two of them, and the owner of the vehicle declined to travel to Alabama to testify in a trial for Receiving Stolen Property, there was nothing for the Sheriff’s Department to do, but release them.
When I was still working in LE, our prosecutor rarely authorized extradition from other than surrounding states. In Michigan, that would be Illinois, Indiana, Ohio and Wisconsin.
And, some places won’t pay to bring a victim to their state to testify.
No shyt! possession of a stolen car is not sufficient cause to arrest in Alabama? I was born in that state, damned glad to be out of it, if they are that freaking INCOMPETENT!!

If the jurisdiction that issued the arrest warrant is unwilling to go and get her, then the local cops have no real option but to release her. I’d think being in the stolen car would be enough to nail them on something, but AL law apparently moves in mysterious way. How did the two lovers get out of town after being released? Steal another car?
We had a person who wrecked a stolen car (not his fault actually managed to avoid a school bus that turned the wrong way on the road). He had warrants for drug selling, drug possession, illegal firearms, failure to appear for traffic citations, and grand theft. The city had no evidence of a crime (he claimed he was borrowing the car from his friend at the time, later found to be stolen), and the other state, across the bridge and one mile from the off ramp, would not send someone to get the guy! He was not important enough to make it worth their time.
It’s a pretty safe bet they weren’t jogging out of town….
I’d say they’re probably not on bicycles either…
Where are Jesse and Al? I thought for sure they would be screeching about how these two would have already been shot dead by Alabama authorities if they were black.
Don’t know about Alabama, but in SC possession of stolen property is a crime. If the original agency that took the auto theft report isn’t willing to extradite then that would have been all the locals had on them.
It’s considered receiving stolen property here too. Alabama, behind the times? Say it ain’t so.

Many times I ran people for warrants, got a good NCIC hit and the warrant said “will not extradite” or “will extradite only from adjoining states”. Property crimes are not a priority to most prosecutors. Extradition is expensive even if you use one of the extradition companies. I had one guy tell me that the DA in Washington told him “go to California and stay there, we won’t bother you, but if you come back we’ll put you under the jail”.
Yep. The local DA’s office has to pay for the extradition in many places. So, they get arrested and the DA says, “Um, no. My budget is a little tight.” And that’s that.
Pity they got released, but many jurisdictions won’t spend too much to go after bad check charges. Until they do something even stupider, they’ll be allowed to keep up their con games, I wonder how much they’ve been mooching from shelters and churches?
Where are those 9 children in all of this?
Prosecutors should be allowed instant corporal punishment in such cases where they can’t extradite.
