CSM Perry T. McNeill sentenced for stolen valor
Another active duty member of the military, Command Sergeant Major Perry T. MacNeill of the Headquarters Battery, 3rd Battalion, 2nd Air Defense Artillery, has been sentenced for wearing unauthorized insignia, decoration, badge, ribbon, device or lapel button, in violation of Article 134, Uniform Code of Military Justice, and of one specification of making a false official statement, in violation of Article 107 of the code.
The Senior NonCommissioned Officer was sentenced to receive a letter of reprimand, reduction to the E-7 pay grade (sergeant first class) and forfeitures of $500 per month for 10 months.

According to the charges he wore both the Ranger Tab and the Pathfinder Badge wrongfully and without authority on multiple occasions: on or between March 4, 2011, and Feb. 28, 2014. It also says he submitted an official record to the Centralized Selection List Board for the fiscal year Active Component and U.S. Army Reserve Active Guard Reserve Brigade/Battalion Command Sergeant Major and Key Billet Sergeant Major Board, a falsified enlisted record brief stating he had graduated from Ranger School in 1994.
According to his bio, he had two Bronze Star Medals (for Merit), five Meritorious Service Medals, four ARCOMs and six Army Achievement Medals and a member of the Order of Saint Barbara, but I guess that wasn’t good enough. The rest of your career will rightfully suck, SFC.

It’s a damm shame “legs” are even allowed to go to Pathfinder school. When I went, you completed “Air Assault” school stuff (sling loads,etc) in the first 2 or 3 days.
Being in a Pathfinder unit is different than being a “badge finder.”
I thought they were plucking medals off of people for misconduct now. This should have cost him a couple of ARCOM’s and a few AAMs at least.

They can pull any award for which the period of service was not entirely honorable, and that is what they told commanders to do. So depending on when he started wearing the unauthorized awards, they could pull every award he had received after that date. Mostly MSMs and GCMs, I’d imagine. Maybe a Bronze Star, too. He’ll get to keep the ARCOMS and AAMs. Of course, he’ll probably pop up at the local VFW as a retired 2-star once he gets out.
His problem was that he was Enlisted rather than an officer.
Just disappointing. We all can’t be Rangers – it takes a special breed and there’s no shame in recognizing that your skill set is not made for that.
What’s a Pathfinder? I vaguely recall that tab in the pamphlet I got when I enlisted but I don’t recall meeting one.
They go in ahead of airborne/air assualt ops and setup LZs and DZs.
Or that you never had the opportunity to go. I finally got the opportunity to take a slot for Ranger school as an E7(P). I probably could have completed it, but I could not justify my going when a younger NCO with more years ahead (and more tours) would make better use of that slot.
I never had the shot at getting a Pathfinder slot. I figured as an Engineer i’m more likely to win the power ball with out a ticket than get a slot for that.
But to think you would get away with this? WTF?

I knew this guy in 1997. C 1/44 ADA. Ft. Carson. Knew him instantly. Only pathfinder I’ve ever seen inside or outside of ADA. Was also the drug and alcohol NCO (a click in my unit). Nicest car in the battery. We just thought it was because he had no kids and a same grade enlisted wife. This guy was in and on the take even then.

Imo, the punishment system is wack. If he’s not fit to be an E-9, how’s he fit to be a SNCO, or even NCO either?
Once into the SNCO ranks, fuckups should be all about being put out of uniform.

He has no value at all as an NCO. It’s too bad they did away with the Spec 5/6/7 ranks, as he would fit right in there as a gofer for Spec8 Moerk.
Hopefully he will be kept away from any position that requires supervision of subordinates and is only retained on active duty until the five grand forfeiture of pay is repaid and the retirement process is completed.
Imo, for an SNCO to do something this dumbass should cause the fine collection to be handled by the IRS after the dumbass is reduced to pvt and separated from the service.

Doesn’t appear that this went to a Court Martial, so for a Non-Judicial bust (vs criminal) due to him being E7 or above, 2 ranks was the max they could take.

MacNeill was my drill sargeant in AIT. I would say he was OK, but then again those drill sargeants were underhanded. They did a lot of things that were beyond what was allowed. Mainly punishing people beyond what was allowed. They were making people do push ups when they didn’t do anything wrong. I saw many go section 8. 3 out of 5 of my room mates were section 8. The 4th one broke his ankle before his last PT Test. I finished AIT and got out of FT. Bliss as fast as possible and didn’t look back.
I was hoping to find someone like you Kent. He was one of my Drill Sergeants at Fort Bliss also. I was very impressed by him back then even though the whole time he was nothing but a fraud. I hope he feels it was worth it losing a good chunk of his pension. I think he should have done sometime at Fort Leavenworth. I can’t believe the things I find out about people as life goes on. I guess Drill Sergeant Finkley or Drill Sergeant Cook or Drill Sergeant Woods or Drill Sergeant Ellison was much tougher than he ever could be.
I argue we will see more of this from serving members. Draw downs and the fact that some either hid from deployment or just somehow avoided it or got lucky in where they were deployed…..

Not so much. The ARNG T-10 retention and promotion boards have been directed not to consider deployments and combat experience in their criteria. One of the results was attending a promotion ceremony for someone pinning on COL who had a combat patch from Desert Storm and no overseas service bars, while I watched, as a terminal LTC, wearing my 4 overseas service bars, a CIB, an Armed Forces Expeditionary Medal, an Afghan Campaign Medal, an Iraq Campaign Medal with two stars, and a GWOT Expeditionary Medal. Of course, the newly promoted colonel was wearing the Presidential Staff Badge on her uniform, which was one of the trump cards that got her promoted.
On the enlisted side of the house, promotion to SGT offers the following maximum number of points:
– APFT: 160
– Weapons Qual: 160
– Awards/Decorations: 125
– Military Ed: 260
– Civilian Ed: 75
– Deployment Time: 30 (2 points/month)
For SSG, those numbers are:
– APFT: 100
– Weapons Qual: 100
– Awards/Decorations: 165
– Military Ed: 280
– Civilian Ed: 100
– Deployment Time: 60
So yes, it’s considered, which is an improvement over the old system, but its relative value speaks volumes…

so since he is (was) a CSM, I take it this was a Court Martial? And reduced to E-7? I guess that’s about when he began his BS? Last rank served honorably and all? They should have reduced him to E-6. Then when he looked cross eyed at some NCO senior to him, they could have hit him with a ART 15.
From the wiki on the Order of Saint Barbara, “awarded to those individuals who have demonstrated the highest standards of integrity and moral character”. Maybe they will revoke his award for that too?

Artillery is a weird sort of sub-culture within the Army as a whole. My last unit before I retired was an FA brigade and they had the Saint Barbara’s dinner and awards, artillery punch, etc. Not the sort of thing a former 11B turned intel geek would normally be involved in but hey, they had a slot in the unit so I took it.
If being King of the Battle is not good enough, nothing ever will be.

If you google his Bio, there seems to be some things that don’t make sense in it. He’s an ADA Soldier, but served in 3rd-325 in Vicenza in a LRSP unit. I was in Vicenza and don’t ever recall ADA personnel being assigned there, we had a FA company; but no ADA Soldiers. Even my time at Bragg I never saw an ADA Soldier. How many ADA Soldiers do you see with Airborne wings anyways? I served in 1-43 ADA in Korea as the Battalion Career Counselor and I only saw one ADA enlisted Soldier there with wings because he reenlisted from 11B to 14T, plenty of Officers though have Airbone wings.
Just a shame that you have an honorable career and achieve E-9 and throw it all down the drain.
I served in Vicenza and we had an ADA platoon in Combat Support Company. At that time they had the Redeye system. But they did not serve in infantry slots. The 82nd used to have 3-4th ADA at Bragg. Hopefully the Artillery organization that does the Order of St. Barbara will revoke his award.
I remember this unit now, I believe they restructed to a Patriot/Avenger ADA Bn. Still don’t recall ADA in Vicenza I was there 96-98.
This ghis guy was in my battery C 1/44 ADA @ Carson in 97ish and was a Stinger 16S. He was in 3rd platoon (all MANPADS) and 1st and 2nd were a mix of us (14R Bradley w 16S dismounts.) Shortly before they went 16R for us when they put the stinger pod in place of the TOW.
I would say I saw two ADA soldiers with wings but now one was fake! The other was a reenlisted to 16S infantryman as well and had them tattooed under the badge.
I was at Bragg in 82nd in 1985 and we had Vulcan and they fell under ADA so yes you do have airborne ADA

I have zero sympathy for an individual such as this.
I knew when the Army went from sew-ons to velcro on the fatigue uniform that this type of crap would become an epidemic. The syndrome of “let’s throw a bunch of badges and tabs at the uniform and we’ll just wear whatever sticks” would be the downfall to those with ego problems.
So welcome to your new job as a Battalion Blank Forms/Publications clerk or as the Garrison Commander’s new NCOIC of Repairs and Utilities. Make sure all those toilet plungers,brooms,mops and buffers are dress right dress in morning formation.

From what I’ve seen in the past half dozen or so years, all E-9s,some WOs,and all 0-5s and above receive an Unearned Medals,Ribbons,Badges and Tabs monthly replacement allowance in that exact same amount.

That reduction in rank will hurt his retirement big time. The 5,000 fine is a drop in the bucket to what it will cost him in the long run. the difference between retired E-9 and E-7 pay (75% of base pay over 30 years) is over 1400 a month. If he draws retirement for another 25 years the total cost of his douchebaggery will be 423,300 Dollars (without COLA figured in)

Back in the 90s you had SMA McKinney reduced to E-8 and forced to retire after allegations for sexual harrassment. At the same time a couple GO’s were given letters of reprimand, told to retire, etc.
It is frankly ridiculous since officers are supposed to be setting a higher standard than us dumb enlisted folk. They should be punished doubly so for the same type of act.
But what do I know, I’m just a dumb enlisted.

In general: Wouldn´t you have to attend pathfinder course or ranger school in order to fill those slots?
According to this comment by someone who served with him, he’s been sporting the Pathfinder Badge and Ranger Tab since at least 1997. I’m guessing they were in his records then, and no one thought to check with the schools concerned to see if they were legit (official records are generally presumed to be accurate unless there’s evidence to the contrary).

So how does this work in the US Armed Forces?
What kind of file do you have when being AD?
I mean here we have a base file which is stored far away and can´t be touched other than by the personnel command HQ. Then there is “your” file. Basically that´s a file your XO has. It consists of all certificates of training, assignments, medical clearences and special documents (jump book, divers log, explosives book, drivers book etc.)
Plus all of this is backed up by an electronic mirrored system. Now if you go to a school – let´s say something like ranger school – it´s the training units responsibility to add the qualification into the electronic database and hand you your documents over for your file AND sending on original to your base file.
Additional another 4-5 copies are send to various institutions (fiscal division etc.)
So if you want to add something to your file afterwards, you just can slip it into “your” file but not the electronic one or even the base one. Even if you bribe some clerk with access to the electronic file, the personnel centre demands proof within 3 weeks after a change was made other than by the conducting unit. So if you haven´t got it in your base file or can proof it with various documents it stands there for a max of 3 weeks and you get flagged for being unable to proof a claim…
It is basically impossible to falsify your records…
Oh it can be done, but like you say only to a certain degree. It’s probably a bit harder now but it used to be that individuals carried their own srbs with them when they transferred. They could put all kinds of crap in it, the trick would be to convince the unit diary clerk of the new unit to enter it.
I’ll wager that he’s been playing dress up ever since that initial assignment to Italy.

MacNeill was a drill sargeant at Ft. Bliss, TX in 1999. He was a jerk to me when I met him. He came into my room and said “you wont last long here”! Not only did I pass AIT I saw combat too. Thos drill sargeants had a bad reputation in general at that AIT. Most of my room mates went section 8.
I hear you Kent he was a prick to me a few times also because I was an 88M and not ADA. I thought at the time this guy is what a real hardcore Soldier so I felt beneath him at the time. The truth always comes out eventually and now here I am 15 years later reading about how much of a disgrace he was all along. God Bless Him his biggest punishment is going to be having to live with himself. If I remember right he said he was from North Carolina now all his people at home he was so very proud of him have to be beyond disappointedII feel bad for his family and the embarrassment he is causing them. As a former DS and later his SDS, it is disheartening to find out he did this. There is no excuse for what he did and although the Army promotion system has evolved there will be others. Impress on your troops to be proud of their accomplishments and remind them that the way to the top is not the route McNeil took. Hardwork and only hardwork will move you forward. At the end of the day, retirement is the benefit that should be reserved for those that have served honorably their entire career for a job well-done.
I think it would do everyone justice if they sent him to ranger school. Like to see the ass pass that. Even Benning jump school would kill him.
I served with him in also. Even deployed with him for a short deployment. I am pretty sure I know how he was able to fake his records. Things were more loose back then. The guy that managed NCO records at Bliss was kind of a moron. That would have been when he went through BNCOC.
That said McNeil was a good solid soldier. In ADA land he likely would have made it to E9 without the lies. Very disappointing. Now he has to pay the price. I can’t really say if the price is high enough. He screwed over everyone he ever competed with on a board. This is nothing new though. Guys have been lying about their service since the days of the Roman legions. Getting caught easily is new.
I don’t think he had anything against 88Ms his wife was one for a while IIRC. A just punishment would start with him apologizing to everyone he ever served with.
