If the name you provided is spelled correctly, I do NOT find a listing in the SEAL Database (SEAL Teams, Underwater Demolition Teams and predecessor units from 1943 to the Present Day) for anyone named ROCKY CARTER. I have also examined possible alternate spellings, and names with similar pronunciations without finding any that appear to be applicable.
Unless he has undertaken the unlikely action of a legal name change (an action for which there would be evidence in the form of court documentation) since his claimed participation in SEAL training, and based upon the information you have provided, I can state conclusively that ROCKY CARTER NEVER COMPLETED SEAL TRAINING, and he is not now, nor was he ever a Navy SEAL or a Navy Underwater Demolition Team member.

As an aside, this pisses me the eff off. Here we have a REALLY NICE story, of a girl who should be applauded, and I have to sit there and call bullshit because of some vagrant trying to get money off of good people. Sure, I could ignore it, but this assclown is dishonoring everyone who actually went to BUDs, the fact that he’s homeless doesn’t excuse him from being a lying doucherocket.
I’m going to try to be nice when I go find this guy, but for the Love of Spongebob, why not just drop the SEAL act? Does it really pay that much in dividends?

Try it in other situations, you’ll find it extremely helpful, people will fall all over themselves to do whatever it is you command… at least that’s been my experience. Your mileage may vary.

They are always “homeless combat veterans” with the PTSD… Cannot tell you how many fakes I came across in downtown Boston doing the very same thing. Some were real Veterans, but like many highlighted in the SVT, they were “let go early” for various reasons, and not quite what they wanted you to believe.

I have NO quips or qualms about helping someone get back up on their feet, I’ve done that before myself, but I don’t believe in perpetual handouts, doing that makes one an enabler!
Hey, signs for homeless Vet, hungry Vet, unemployed Vet–what’s the difference? They each bring coin from well meaning people. On the other hand, “Jail bird wants cash,” “Wasted my EBT allotment: Need money now!” and “Here’s the deal: You work, I collect” don’t quite work as well.

Nah. Maybe Joey will drop by and lecture us, but aside from him, it is very, very difficult to defend street begging nowadays, what with all of the support services available. Begging can be quite lucrative. If you’ve never seen two panhandlers go at it for a hot corner, you’ve missed a show. It works like a salesman’s route.
YEP!! Just like back when I was a trucker and I gave a couple of panhandlers food instead of cash, they cussed me out for giving them food, thus my heart was hardened.
There was a guy back home, who used to panhandle near the college at a shopping center. He would walk over to the Big-O tire place to use the bathroom from time to time, so a buddy of mine there got to talking with the guy one day.
A) He could work but does not.
B) Was getting around 4k a month (tax free) from being a panhandler.
Reminds me of a short story I read once about a begger in Union Square in SF. True story -they guy panhandled and on weekends, cleaned up and partied down at the best hotels etc, in town. Come monday, it was back to the unshaven and crappy clothes and panhandling.
I try to exercise some patience and tolerance before commenting, this kind of nonsense makes it hard. Rocky here is probably about as homeless as I am. This kind of human trash preys on the gullible using guilt and deception of every form.
I will not sing the praises of this young lady or her mother. They are part of the problem. It is more important for people to ‘feel’ like they are doing good in the world than actually accomplishing it.

I get out plenty. My mother and father were very active in running homeless shelters when I was young. I bet anything I have more time in and around homeless shelters than some of the homeless do. 90% of them are not homeless. The have a place to live. They just cant stay there if they are drinking or on drugs.
Some have mental issues, but even they usually have a place to stay if they want to. Even after I was in the Corps I would go home on leave and have to deal with them.
If I ever do end up like that I hope someone that claims they love me has the intestinal fortitude to put a foot in my ass or actually do something that makes a real difference.
Drugs, alcohol, mental illness. That’s the Homeless Triangle. My family has fought all three, and I know from experience that no family has the resources to absorb the punishment a “homeless” member can put on it. That’s why they end up out on the street.
Agreed. It is devastating to the family and the scars last a lifetime. These people sustain themselves on the compassion of the unknowing leaving in their wake the human wreckage of anyone that loved them.
This young lady believes she is following some divine guidance. However well meaning her intentions, she enables the diseased to stay ill.
It is an ugly truth but there is no honor or compassion in what this kind of news coverage encourages. Let’s take the camera and go interview the niece, the nephew, the brother or sister, the daughter or son, or the parent of this man. That would reveal a story that was news worthy.
This little girl and her wagon encourage others to allow open wounds to fester.

I understand your side of it, and you’re right that people take advantage of it; but don’t you think we have enough hard-hearted people in the world? I worked with a man who laid for three days in an alley with a gangrenous leg. Somebody called the cops because “there was a dead body in front of the trash cans.” Come on — really?? Would you rather this woman and her daughter make a minor effort to help people, or have a sick man laying in an alley where people saw him and couldn’t be bothered to even pick up a phone?
My point is: This woman and her daughter are not helping. The myth that this kind of action does help needs to be crushed.
There is not a choice that has to be made between these two and man that needs assistance. One could and should address both.
Let me get a chair, some Veteran flags, a USMC hat and sit in that same place raising money for the NRA. I have every legitimate right to do all three. How long before I get picked up and have to post bail? If I ‘claim’ being homeless then its all just fine. Its bullshit.

I employ my share of people. I employ inmates on a work release program for the local prison. I have lost count of how many I have given a chance to with an ankle bracelet. Single moms, Downs Syndrome, and yes the homeless have all been on my payroll.
Every once in a great while they actually do get their shit together and move on to bigger and better things in life. By in large they usually go right back to the very things that caused their problems in the first place. I will rank their reason for failure in order: #1 DRUGS, #2 DRINKING, #3 RETURN TO AN ABUSIVE PARTNER.
This woman and her daughter’s story only make people ‘FEEL’ nice. It only aids in perpetuating the problem.
Back when I was a HAZMAT Contractor after my first ETS, I worked a contract near Memphis, thus I was enjoying myself Downtown on weekends, seeing the sights, riding the Trolleys everywhere (I’ve been a “Railnerd” since I was a kid), and one of the Trolley Motormen told me of three sob stories that about ninety percent of the Panhandlers there would use, one was “I just got out of prison and I need some food”, another was “The Judge gave me until midnight tonight to be out of town, and I’m only a few dollars away from getting my bus ticket…”, I can’t remember the third one right now, but a fair share of them played the “I’m a Vet, too!…” line as well as “C’mon Man, God will bless you…” line as well. There are a fair share of confirmations on panhandlers conning upwards of $50-100K plus a year in big cities, thus I’m skeptical as hell anytime someone comes to me with a sob story begging money! I’m not the stingy type, I donate to The Salvation Army without a second thought, and I’ll donate to outfits after I see how they use the money I give them. To me, that fake SEAL is ten times more full of bullsh!t than three platoons of Used Car Salesmen!
True words Infidel. My wife & I pass by the same half dozen or so “homeless” guys every day as we go back & forth to work. We choose to donate to a couple of shelters and our church instead of giving directly to the beggars. At least we know our money isn’t going towards booze and dope. And btw, every corner these guys are on constantly has businesses with help wanted signs posted.

Too true. Had a handful of those out in El Paso before I came in– I’d come home from the other side of town, and one night (it was like, 11 PM, asscrack dark outside) watched a homeless man get up, walk out of an alley with his bucket thing, and get in a goddamn *Lexus*.

The government regulates everything. I wonder why it hasn’t yet regulated panhandling? Oh, I’m not talking about prohibiting it. On the contrary, I’m talking about licensing it. Sure, why not? Think of it as a fishing license or something, but with a photo ID and thumbprint. There can be weekend and evening licenses for those who have a F/T job, as well as 24-hour licenses, and weekly and monthly licenses. There are a lot of details to be considered, such as whether the extent of an applicant’s social services (and other) benefits should be a factor, as well as the applicant’s income from all sources, including alimony, of course. The successful applicant would be issued an ID card and a neck chain for displaying the ID to potential donors. Yeah, there’s a lot to consider here but I may be on to something, don’t you think?

Surprisingly, I see this sort of thing with a lot of the folks I interact with at our local soup kitchen. Many of them have so little, but they share so much with each other. There are thos who do take advantage of others, and some who I know are scamming the system, but the majority are truly good people who one way or the other ended up in a bad situation. That they share with each other so much is just humbling.

As a Paramedic in a medium sized city I run into alot of “homeless” people claiming military service, and it is never “normal” service. They all saw combat in the worst possable kind, did amazing things that now have driven them to drink/drug/gamble/all the above. It is also always the VA’s fault for losing their paperwork (so they can’t go to the VA -because the VA will press charges for theft of services) They tell of military service because people give more money to them or shift their thinking from “you drunk bumb” to “you poor man, abused by the system” and people do want to help our vets in general. My EMS service has been reaching out to the 68W’s to get them to come work for us (and the other services versions of Medics), Most are E-4’s with a few E-5’s. They have low tolerance for posers. I like that I’m not alone in challenging these guys’ Bovine Stuff. Most of the regulars know me and don’t even give me the “Oh, i’ve got PTS from combat and that makes me drink till I can’t stand up every day”. I also am known for calling out people who “stretch” the truth of their service. Like the person who told me they were drafted in 62 at age 16…with a birthdate of 51 on top of that warm pile. (and fought in Chosen Vietnam). An acutal vet who did 8 years in the 70’s, but had been telling the lie for years. My best guess is they get to feel important by having been one of the special few to do X or fought at Y. While the street poser gets more money to spend on drugs. On the other hand, when I take in a person to the VA who tells me they were a truck driver in 56 to 74, most of the time in Germany or Texas, I go out of my way to give them the maximum care and comfort I can. It’s been my experience that real vets who have hit hard times don’t like mentioning the fact that they are vets. They feel a sense of shame in telling people that they served their country and are now one of that country’s forgotten and despised.
But the phonies, they talk it up and don’t quit. They were “Marine Corps Special Forces”, or “Air Force Pilots who landed on air craft carriers”.
Then send them to Veteran’s Court.

The local government here, is in the process of setting up a veterans court. I’ve advised them to be sure they FIOA the “vets” records before they go delving into helping these so-called “vets” that are ending up in court.

Make the individual signing a SF180 allowing access to the individual’s military records by the Veterans Court a prerequisite for transferring a case to Veterans Court. That would IMO screen out of the BS artists at step 1.

I’d argue a policy of “sign the SF180 to let us see your records, or take your chance in the regular courts” is the best policy. Hopefully that’s what you’re advocating vice simply using subject info to fill out a SF180.
That way, the court gets to see things it wouldn’t otherwise – like OTH discharges, Article 15s/NJPs, etc . . . . Those could be relevant to show a long history of sh!tbag behavior. Those don’t show up on a FOIA, but would be present in the full OMPF.

Think I’ve gotten pretty jaded…living west of the majah metro area, we get the homeless up the ass. Walmart, Kroger, CVS, the mall, it don’t matter. Of those I have given a buck to recently, four were real deal Army vets. They spotted the cross-pistol hat pin I wear told me they knew better than to fuck with the MP’s. lol.
