Trump gets 747, reportedly not a “gift”

The Defense Department has released a statement that the famous Qatari 747 has been accepted by the government, presumably to serve as Air Force One. Mr. Trump purportedly  dislikes that the current two planes in use as AF1 are older vintage 747s nearing the ends of their usable lifespans.

The unprecedented $400 million gift, which President Donald Trump has said will transfer to his library after his term ends, will require extensive renovation to serve essentially as the flying White House.

Sean Parnell, the chief Pentagon spokesman said in a May 21 statement. “The Department of Defense will work to ensure proper security measures and functional-mission requirements are considered for an aircraft used to transport the President of the United States.”

Therein lies the rub – Boeing will presumably need to go over the plane in detail to ensure security, compliance with safety standards for POTUS, mid-air refueling capability – the usual things required of AF1. Estimates of the cost vary wildly, and are quoted at up to a billion dollars, well over the $400,000,000 worth of the plane. Should be interesting to see THAT contract – one would think Boeing would be the logical contractor, since they are the ones who built the thing in the first place. But who would they use to work on it, given that their current work on the two new AF1s has already slipped and they are at best two years out from delivery?

Trump called journalists’ questions about the plane “fake news” during a May 21 news conference in the Oval Office with South Africa President Cyril Ramaphosa. “They’re giving the United States Air Force a jet and it’s a great thing,” Trump said.  USA Today

Dunno, seems a lot like someone giving you an exciting car – which needs twice as much work to rebuild as it’s worth. It’s done in collector car circles as projects of love or hoping the eventual market value will eventually make it worth it, but there’s not a lot of people collecting 747s. Other, of course, than Mr. Trump, evidently.

Trump keep saying that we are getting it as a gift, that it is free. Sounds more like it will cost us… a lot. And other sources allege that it was never intended as a gift.

And now, new reporting reveals that the Trump administration initially approached Qatar about buying the plane, contradicting the narrative that Qatar just wanted to treat their pal to a luxury Boeing 747 because he’s a great guy.

On Monday, CNN reported that Trump “tasked his Middle East envoy Steve Witkoff with finding a list of viable planes” to temporarily serve as the presidential plane, and the Air Force was exploring other options as well. They landed on the Qatar jet:

After the Pentagon’s initial engagement with the company, Boeing provided US defense officials with a list of other Boeing clients around the world with planes that could work in the meantime, three of the sources said.

“And Qatar was one of the clients,” the second source familiar with the discussions said, adding the Pentagon “offered to buy the plane”?and Qatar indicated it was willing to sell it.

On February 15, Trump toured the Qatari plane when it was brought to Palm Beach, Florida. At the time, White House communications director Steven Cheung said Trump was just on the jet “to check out the new hardware/technology.” But on Monday, the New York Times reported that the plane was flown from Doha to Florida, at an estimated cost of $1 million, so Trump could check out the U.S. government’s potential purchase.

The Pentagon had launched the discussions with Qatar after learning that the White House supported the idea, the third source familiar said, and Witkoff helped facilitated the initial conversations, the White House official said.

The third source recalled that the initial discussions were about leasing the plane, rather than buying it outright.

          After Mr. Trump looked at the plane, one thing was clear: It was love at first sight.

Flying back to Washington on one of the existing Air Force One 747s, he marveled at what he had seen of the interiors of the Qatari jet and talked about the plane as if getting it for his own use was a done deal. A new paint job, his allies in the White House figured, and few other quick upgrades*, and it could be ready within the year for Mr. Trump to fly.

The talks about acquiring it intensified.

* Again in car terms – wash ‘er, change the oil , she should start right up. Don’t mind that rust.

But, according to the Times, at some unclear point, haggling between Qatari and U.S. officials over buying the plane turned into a discussion about Trump accepting an exorbitant gift:

That was a surprise to Air Force officials. At no point, Pentagon officials said, did the Air Force propose that the plane be donated.

One senior administration official told The Times that Qatar raised the option of a potential gift, or at least that Qatari officials were “agreeable” to the idea of a no-charge, government-to-government transfer when it came up. A second official said Mr. Witkoff, for one, always believed the transaction would be a donation.

Another official said Qatari officials volunteered the idea of a donation, an account that Qatar has declined to address.

Government officials in Qatar — who had long wanted to unload the plane — had a different version of the sequence of events, according to a person familiar with their timeline.

They were willing to send the jet to Florida for Mr. Trump to take a personal tour. But the expectation was that the plane would be sold to the United States, not offered as a gift.  Intelligencer

Now, Mr. Trump did announce a $200 billion – well, factually $96,000,000,000  – deal between Qatar and Boeing – maybe the 747 was just thrown in as a cost of doing business? Lagniappe?

You think the left would be onboard given their love of private jets. Plus if it turns out to be a Trojan Horse and Trump goes down in flames, it’s win-win for them.

Qatar just wanted to unload the plane. The Prince wanted a different model I suppose and he just didn’t have room in the hangar for this one too. So we should be gracious and say thank you. Kind of a sorry we supported terrorist gift, but we want to be your friend today.

A Congressman from Ok or AR, I can’t remember, said the Biden Administration reached out to Qatar for this plane too. The new AF1’s are well behind schedule, and this 11 year old airframe could fill the gap. Also, the plane might/could be gifted to the Trump Library at the end of its useful life not at the end of his term as reported by the same press that some how was fooled by the Biden White House that he was NOT losing his marbles. Reagan has a 707 version at his Presidential Library. Trump has Trump Force One, a 757, which has the much more efficient 2 engine configuration. The increase power and reliability of jet engines and changes to ETOPS has led to end of the 4-engine jet. The extra redundancy of a 747 is suitable for a military aircraft, but it just burns too much gas for civilian use. Also, Trump would NOT want/need the AF1 layout for his private jet. While I’m sure the AF1 interior is nice, but its not Trump-level opulence.

The “objective media” (yeah contradiction in terms today) keep harping on them giving it to Trump. They are giving it to the DOD, specifically the Air Force who owns the Presidential rides. Maybe Boeing is complaining because this just highlights their inability to get the ones that were ordered years ago into service. IMO it’s a left handed slap in the face to them for not getting on the stick and providing the new Air Force one by now.

Hack Stone would have to say “Thanks, but no thanks.” As stated previously, the cost to bring it up to Air Force 1 technical and security standards would far exceed the cost of just waiting for the new AF1 currently being built. The optics of accepting a gift from an “ally” that is currently providing 5 Star accommodations to senior Hamas leadership just doesn’t look kosher, pun intended. No one provides a gift without expecting something in return. Ukraine got a pile of US taxpayer dollars from Obama, and all they had to do was fire the prosecutor investigating the corrupt energy company that had Hunter Biden on the payroll. The DoD needs to put a boot up the ass of Boeing to get the new plane(s) through the pipeline. Just keep shaving $1,000,000 off the check every week that the plane is not delivered.

Better yet, DoD needs to tell Boeing they have given them enough time and money to complete the project they started and no more money will be forthcoming. Boeing has already breached their part of the contract. And if the cost over run is due to somebody adding options or change orders after the fact, bring the person whose signature is on the authorization form in to answer the question of why.

As far as the gift from Qatar, just because it was given does not mean it has to be used. Fly it to Wright Patterson, take the engines out and make it a static display.

Of course, the first president to continue to run a business that accepted money from citizens of other countries while he was president was George Washington. None of the people who actually wrote rhe Emoluments Clause seemed to think it was a problem.

The modern interpretation would block successful businessmen from being president. You can put an investment portfolio in a blind trust, but it’s not practical for a real estate empire. Beyond Trump, the current deliberate misreading of the clause is a tool for big-government, bureaucracy first types to keep anyone outside of the professional political class from running for president.

Points that matter –
1) Biden admin originally reached out about buying this plane because of the time and cost overruns of Boeing. At that time, their argument was it would cost less and be faster to retrofit this plane than the projected remaining costs/time to delivery of the AF1’s from Boeing. Check your wayback machines for the talking points, which the MSM repeated breathlessly, complete with fawning over the brilliance of the idea, when Biden want to buy it.
2) The gift is to the DOD, not Trump. Trump is merely the one who got Qatar to offer it up, gratis.
3) The gifting is symbolically significant to Hamas and Tehran. It represents a sea change in Qatar policy re: Hamas, and it is making them very nervous about the longevity of their security. Think about it – Qatar is gifting this to the US. And it’s just a coincidence that the last American hostage in Gaza was just released by Hamas.
4) Any tech inserted in that plane intended as spyware, etc., would have come from China via Tehran. That would be invaluable intel for us. Granted, any tech from them is probably purloined from us anyway. Wouldn’t it be interesting to see what the ChiComs got their hands on? Wouldn’t it be interesting to backtrace how they got their hands on it? Wouldn’t it be interesting to see how many of those decrying this gift may be complicit in the ChiComs getting that tech?
5) The probability this gift will actually be used, with the presumed/accused Trump-requisite gold toilets installed, is infinitesimal. This is symbolic, on multiple levels and that is the point and the win for Trump, the US and Israel. Any arguments about cost and time to retrofit need to be referred to point one above.

Sounds like a pig in a poke kinda deal to me. Damn shame that Boeing went to hell in a handbasket. They built somewhere near 4K B29s in just a coupla years in the ’40s. Now, granted, a 747 is way yonder more complicated than a B29 was, but for it’s day, the B29 was highly technical…and complicated. And the doors stayed on unless they got shot off. Boeing better get it’s defecation in some sort of sequence or they’re going to find out that Air Bus will be building the next gen AF1 birds.

If’n I recall correctly, Airbus beat the hell out of Boeing when the USAF was looking for new tankers. Boeing offered a plan to reconfigure existing aircraft, while Airbus designed a new aircraft that checked every box the USAF wanted and was cheaper and quicker to deliver than Boeing’s proposal. Congress said no because Airbus ain’t American.

I am sure there are plenty of Aviation specialty build companies that could take on the task of inspecting, modifying, and rebuilding “newer” aircraft. Boeing, who already seems to be over tasked, would not have to do it for the government.

Well, it is a “gift.” That makes it free. If you give me an old Ferrari that needs some work, it is still a gift. It will still, or should be, a lot cheaper than building a new 747 from scratch, and it will take less time to modify.

When the original E-4A based on 747-200s from Boeing were upgraded to E-4B the work was done at E-Systems at Greenville TX. These NEACP aircraft (now NAOC) are still around and someone besides Boeing can do the work on 747 aircraft. I believe this part of E-Systems is now part of Raytheon

While Boeing has the current Air Force One replacement contract, based on the 747-8 aircraft. The USAF awarded a E-4B replacement aircraft contract to SNC and Rolls Royce a couple years ago called the Survivable Airborne Operations Center (SAOC). So there may be another potential player to turn this “gift” into a suitable for the Preident’s use platform.

I believe that Sierra Nevada corporation won the contract to refit the next 4 Dooms Day planes over Boeing would be a contender for the refit work on this aircraft.

This is really just poking Boeing in the eye with the intent of them getting off their asses and finishing the other aircraft.

The new plane needs much less work if it is restricted to CONUS flights. This frees up the existing two for more maintenance time, thus extending their practical lifespan.

It can also serve as the “additional hauler” of stuff and people, that accompanies AF1 on international flights.

Watch for Trump to negotiate with several firms, to “deliver mods by date N /for cost x” with hard limits and failure penalties.

Boeing should be told to deliver on schedule and cost, or watch an Airbus trio get AF1 paint. Also, DoD stop adding shit to the contract, so Boeing can’t claim new costs. And yes, that shit is by mutual graft.

How cool would it be for a supersonic passenger jet to become an AF1? Then the gear and hangers-on could go via C-17.

Me, personally? Some lucky F-15E pilots would be driving my AF1 Uber. “Go real fast.”
