DOD: Climate Change ‘Essential Element’ of Foreign Policy, National Security

The U.S. Department of Defense announced Wednesday it is assembling a “climate working group” following President Joe Biden’s executive order.

“Yesterday the secretary established the Department of Defense climate working group to support Executive Order 14008, which identified climate considerations as an essential element of U.S. foreign policy and national security,” Pentagon Press Secretary Mike Kirby said at a briefing.

“Mr. Joe Bryan, special assistant to the secretary for climate, will be the working group chair,” Kirby said. “The climate working group will be the primary form to do a couple of things. One, to coordinate department responses to the executive order and subsequent climate- and energy-related directives.”

“And two, track the implementation of actions and progress against future goals,” Kirby said. “We’re going to post the establishment memo on defense.gov.”

Tech Crunch reported more details about the new working group:

Bryan, who previously served as deputy assistant to the Secretary of the Navy for Energy under the Obama administration, will oversee a group intended to coordinate the Department’s responses to Biden’s recent executive order and subsequent climate and energy-related directives and track implementation of climate and energy-related actions and progress, according to a statement.

The Department of Defense controls the purse strings for hundreds of billions of dollars in government spending and is a huge consumer of electricity, oil and gas, and industrial materials. Any steps it takes to improve the efficiency of its supply chain, reduce the emissions profile of its fleet of vehicles, and use renewable energy to power operations could make a huge contribution to the commercialization of renewable and sustainable technologies and a reduction in greenhouse gas emissions.

The Pentagon is already including security implications of climate change in its risk analyses, strategy development and planning guidance, according to the statement, and is including those risk analyses in its installation planning, modeling, simulation and war gaming, and the National Defense Strategy.

“Whether it is increasing platform efficiency to improve freedom of action in contested logistics environments, or deploying new energy solutions to strengthen resilience of key capabilities at installations, our mission objectives are well-aligned with our climate goals,” Defense Secretary Lloyd Austin said in a statement. “The department will leverage that alignment to modernize the force, strengthen our supply chains, identify opportunities to work closely with allies and partners, and compete with China for the energy technologies that are essential to our future success.”

This is all in accordance with the “Uniter-In-Chief” unilateral royal edicts executive orders. On that topic, since Jan 20, 2021 Biden has issued 37 executive orders. This doesn’t count other forms of administrative directives. It’s been seven weeks since he took office, so that means he’s issued on average five a week. If he keeps this pace, which he shows absolutely no sign of slowing down, he’ll issue 137 in his first year alone.

For context, Biden’s already written as many EOs as Trump did in all of 2019 and more than Obama did in 2010, 2011, 2013, 2014, 2015, and 2017.

Trump wrote 55 in 2017, 37 in 2018, 45 in 2019, 69 in 2020, and 14 during the waning days of his term in 2021. Obama wrote 38 in 2009, 36 in 2010, 34 in 2011, 39 in 2012, 20 in 2013, 31 in 2014, 29 in 2015, 42 in 2016 (10 of those after the election), and just 7 in 2017. Biden’s on pace to, in the first two months of his presidency issue more executive orders than any single year of Obama. By the end of summer he’ll very likely have surpassed Trump’s high water mark. Biden’s also doing this while he has both houses of the legislative branch. “Unifier” indeed.

So, the only way I can imagine *any* of this applies is anything affected by climate stuff like fuel and food, which is to say, the same shit that happens every year except the concerns about EOs already signed by Joe Blowme, that have directly affected our gas/oil energy dependence on others that affects national security, when, not too long ago, we were completely energy independent and would be for many many years to come. That’s in the shitter now.

OK, so it let’s say it gets warmer by a degree or two. Back in my time in the Navy there were days in the Caribbean that were hotter than heck and a couple of days in the northern reaches of the Med in winter with when there was some ice on the flight deck. Best I can recall, neither the ships nor the aircraft had any problem with either temperature. Sailors might have gotten sweaty or cold, but they still functioned. Well, most of them did, but those that didn’t really didn’t function much of the time anyway.

If the sea level goes up then that’s a benefit, right, since you don’t run aground as much?

The War Zone website has a very interesting article up today about how expeditionary forces may utilize solar power generated by mobile units that are carried and unfold from standard type shipping containers. There are several videos contained in the article by a developer called MOVEit that are quite intriguing.

The main snag that ol’ Poe sees is that these mobile solar plants are significantly larger than conventional gasoline-powered generators and on a pound-for-pound basis, in terms of transport and delivery, will require several individual units to produce the same number of kilowatts as a single gas generator. Also, when fully deployed, they present very juicy (and non-camouflageable) targets for enemy mortar/rocket attacks.

Solar may be useful for large fixed installations like those in A’stan, but I doubt they would be of much use in a smaller or more mobile environment. Looks like they are going to need a cleared, level, stable, and dry area to set up the panel system and the distribution system. That means time and engineering troops & equipment. It also increases the area to be secured; a larger perimeter to defend. And of little use in the wet season and no use during a hurricane/typhoon.

Have to be COL/O6 or below to earn a CIB. Brigade commander gets a CIB for being in command of a brigade in combat, but the division commander (too far removed from the action) doesn’t.
