Navy Sailor detained in Venezuela
Venezuelan law enforcement detained a U.S. Navy Sailor. According to the Pentagon, the Sailor was not authorized to be in Venezuela, neither through leave nor through official travel. This Sailor apparently traveled to Venezuela for personal purposes.

WASHINGTON (AP) — A U.S. Navy sailor has been detained in Venezuela after traveling there unauthorized on personal business, the Pentagon said Wednesday. The enlisted sailor was detained last week by Venezuelan law enforcement, two defense officials said.
One of the officials said the sailor has been in Venezuelan custody since on or about Aug. 30.
“The U.S. Navy is looking into this and working closely with the State Department,” the Pentagon said in a statement.
The officials, who spoke on the condition of anonymity to provide details not made public, referred to the State Department for an update on the sailors’ status.
One of the officials said the service member was neither on official travel nor did they have authorized leave to visit Venezuela.
On Wednesday spokesman Matt Miller said the State Department was monitoring the situation, but did not comment further.

So curious, is this a matter of semantics or am I missing something? Was the Sailor on approved leave, but not for Venezuela? The don’t seem to be charging them with AWOL.
Agreed, the wording there is a bit confusing. Was he on leave or not? If not, why not UA (Unauthorized Absence…the Navy term for AWOL)?
My guess is he was on leave but didn’t get approval for foreign travel. On the leave chit, you’re supposed to list how many miles away from your duty station you plan to be and what your address will be while on leave (so you can be recalled if leave is canceled for some reason). Basically, the CO has to sign off on any leave outside the US. I’m guessing his leave address didn’t end in “Venezuela”

You answered your own question. If he was on leave, he only would’ve been authorized to be at the leave destination. So, if someone requests leave for an address in Nevada, but fly to Canada instead, that would go down as not having authorization, either through leave or official orders, to go to Canada.
On a side note, the Army calls a leave chit “DA Form 31”. The Army calls counseling chits “counseling statements”.

If he was on leave, he more than likely would not have had approved leave for Venezuela. So, if this individual put in for leave to go to one of the US states, or territories, but then hopped onto a flight to Venezuela, he effectively would’ve gone to a location he was not approved for. He would have gone down as not having authorized leave for Venezuela.
The above article mentions that he was not approved, via leave or official travel, to be in Venezuela.

You’re not a real Soldier until you’re the cause of a safety briefing. Bonus points if you’re giving the safety briefing and use yourself as an example of what not to do.
Definitely seen a few of those for DUIs. I really liked the one by the E6 who got one right before our deployment and was told by the BDE CDR that if he over performed on the deployment all would be forgiven. He did a great job on the deployment for a year and then on the first night back drove through the gate drunk. They kept their word and didn’t punish him for the first one but he ended up an E5 for the second one. I hated to see it because he was a great guy down range, just had a shitty alcohol problem and poor personal judgement.
Since he was on the ADVON, they gave him the honor and privilege of giving every redeployer the safety brief of how not to be like him.
If you can’t be safe, be the reason for the safety briefing.
Of course they don’t ID the sailor by name. I’m wondering if he might be from Venezuela and decided to either visit family or possibly bring them back with him. It’s not like a lot of those folks haven’t walked across the border in the last 3 years.

Every major command has restrictions on travel to level IV countries. It’s normally not allowed unless mission essential. That way some asshole doesn’t go down there and get in trouble. Now it COULD be that he is on a legit covert mission down there and the Navy is not giving him top cover and he would have known that up front. But it is more likely FAFO.
