David Cicilline introduces “Assault Weapon Ban of 2018”

The Left says that they are not out to ban guns or take your guns from you, but Rhode Island Democrat David Cicilline has introduced the Assault Weapons Ban of 2018 and 150 Democrats have signed on with him, according to the Washington Examiner;

The bill prohibits the “sale, transfer, production, and importation” of semi-automatic rifles and pistols that can hold a detachable magazine, as well as semi-automatic rifles with a magazine that can hold more than 10 rounds. Additionally, the legislation bans the sale, transfer, production, and importation of semi-automatic shotguns with features such as a pistol grip or detachable stock, and ammunition feeding devices that can hold more than 10 rounds.

Cicilline’s legislation names 205 specific firearms that are prohibited, including the AK-47 and AR-15.

“Assault weapons were made for one purpose,” Cicilline said in a statement. “They are designed to kill as many people as possible in a short amount of time. They do not belong in our communities.”

I guess Democrats were upset that firearms sales were sluggish last year, so they’re scare-mongering to get folks to make those purchases now.

This won’t pass, not because of NRA money, but because Americans largely oppose bans on weapons. Besides, who do these fascists think they are to tell me I can’t sell my legal firearms? What kind of unAmerican crap is that?

In the language of the bill;

‘‘(A) A semiautomatic rifle that has the capacity to accept a detachable magazine and any 1 of the following:

‘‘(i) A pistol grip.

‘‘(ii) A forward grip.

‘‘(iii) A folding, telescoping, or detachable stock.

‘‘(iv) A grenade launcher or rocket launcher.

‘‘(v) A barrel shroud.

‘‘(vi) A threaded barrel.

‘‘(B) A semiautomatic rifle that has a fixed magazine with the capacity to accept more than 10 rounds, except for an attached tubular device designed to accept, and capable of operating only with, .22 caliber rimfire ammunition.

Everything in kitchen drawers is an assault weapon. Every pot and pan in my cupboards is an assault weapon, especially that 9-inch cast iron skillet of mine. My red Swingline stapler is an assault weapon, as are the plastic container of 409 kitchen cleaner under the sink and the plastic bags I use to hold used cat litter.

An argument can be made that the BoR is a restriction on the Federal government, not the states.

Until 1865 none of the bill of rights applied to the states. States were free to regulate speech, religion, search and seizure, etc (see Barron v. Baltimore, 32 U.S. 243 (1833.)

The BoR was not applied to the states until after the Civil War, through the 14th Amendment, a process called “incorporation.” The 2nd Amendment wasn’t “incorporated” to the states until the McDonald decision in 2010.

Semi-autos load the next round automatically into the chamber as part of the firing cycle on the same trigger pull. Revolvers roll another chamber up into rotation, either by cocking the hammer or by a separate trigger pull – not automatic.

The Steyr 1912 and most examples of the old Mauser C96 Broomhandle have charger-loaded fixed magazines. I’m actually keen on acquiring both for my Old Guns collection. Both are quite cool in their own way, and both are available in 9×19 as well as obscure Euro calibers, though you probably shouldn’t try to run them with +P+ ammo.

The Mauser C96 ‘Red 9’ and especially the P08 Luger require loads on the hot side to cycle reliably.
Original 9×19 loads were surprisingly stiff for 1900ish.
Most US target loads will short stroke P08’s that have good springs.

MOST do. There are a few exceptions – mostly loaded in clips. In American arms you have the M1 Garand. The other most common clip fed semi-auto is the SKS. They were not affected by the Brady Bill, for instance, because they did not have a pistol grip (at least with the original stock) and had no detachable magazine (at least until you put on the 30 round non-detachable magazine that was completely detachable). You were also supposed to remove the bayonet (easily done by knocking out the retaining pin and pulling the knifey looking part out). Of course, at one gun store I visited during that time, they sold SKSes without the bayonet right next to a box of “tent stakes” that looked suspiciously like they could be mounted quite easily in the empty spot were a bayonet goes. 😀

The Winchester 73 (modern copy w/20″ barrel) has a 10-round tube magazine chambered in .357 magnum/.38 special.

24” versoons of the ‘73 that hold 13 are common, and 30” ones have been sold occasionally.

Did you know it is possible to modify a .45 Colt ‘73 to feed .45ACP? Basically a modification of the carrier, and a new barrel with an ACP chamber.

Handy to match up with a 1911 for that “Wild Bunch” look. Also, they hold -lots- more rounds of ACP than Colt.

There is a compromise cartridge, the “Cowboy .45 Special” (C45S) that has the ACP dimensions with a Colt rim, and is loaded using ACP recipies, that can be used in the ‘73 with just a replacement of the carrier.

Kinda cool, either way.

And also points out how dumb magazine restrictions are, from an enforcement point of view.

Have to check, but at most an extractor with a slightly longer hook would work for ACP. The bolt face is flat, with the extractor up top and the “tab” at the bottom (case guide)

The C45S mod is a one part swap. ACP is a bit more. But it has been done.

There is no advantage of that over .45Autorim. The .45ACP/AR was designed to do everything thing the large, BP .45 Colt could do, but in a smaller case with smokeless powder.
.45AR is more versatile however. It can be handloaded to suit the desired purpose,without the issue of proper cycling in a self loader.

RCAF – small correction, .45ACP is much more limited. Loaded with black powder a .45 Colt launches a 250 grain bullet at 950-1000 fps, a substantial upgrade.

True David. BP .45 Colt has an extra 80-85 ft/lbs of ME. However, the 1911/.45acp combo has a barrel 2.5 inches shorter. Target 1911’s with longer barrels make up the ME difference.

C45S is a .45 colt sized case, except ACP length. It will fit anything chambered for .45 Colt, although it probably won’t cycle without mods.

Winchester never produced an original ‘73 in .45 colt. He original tiny rim,and weak brass of the era was totally unsuitable for a lever gun. BP fouling is sticky, and blows back from the fired case into the chamber.

The solution was tapered cases like the .44-40 (.44 WCF) the tapered/bottleneck case would seal to the chamber, keeping fouling out of the action and chamber.

Modern propellants are much cleaner, and the ammo makers added a groove at the base of the rim for better extractor grip. Modern cartridge brass is very durable, thus we can usually reload them repeatedly.

Uberti of Italy has been making very nice replicas for decades, including in .45 Colt. (All ‘73s sold are rebranded Uberti, except one.) Winchester recently restarted production of the ‘73 (by Miroku of Japan).

Great gun, but totally unsuited to modern high-pressure (magnum) loads due to the slick but weak toggle link action.

IIRC, Saint John Moses Browning was hired by Winchester specifically to develop a lever gun that would handle smokeless propellants. This is why the Winchester ‘86, ‘92, and ‘94 were such a departure mechanically from the ‘73 and ‘76, with big steel lugs locking the breech shut.

11B-Mailclerk, Back when I was a kid in the 50’s, My friends dad, who was also a WW2 Combat Veteran worked for the Post Office and used to pick up the mail from the corner mail boxes and they carried Army 45 revolvers with the half moon clips to hold the rimless cartridges. He stopped by his house for lunch and showed us kids the wheel gun. I do not know what year this practice stopped.

Standard .45 ACP works just fine without the moon clips. You just need a pencil to punch out the cases. .45AR is just more convenient without the clips. I use both in my converted Webley.

One of the guys I used to shoot SASS matches with shot Colt SAA’s modified to shoot .45 Auto Rim; had him modify a cylinder for one of mine to shoot it. .45 Auto Rim is a rimmed case; .45 ACP is rimless and head spaces off the case mouth rather than the case rim.

That is a fairly common and effective mod with proper bullet selection. Post-WW2 the groove diameter of the .45 Colt was decreased from .454 to .452 of the ACP. Not a big difference, but is a consideration if shooting for points.

The rim in AR rounds is thick to fit the old military “moon clip” guns. You can mil the cylinder face to them in a Colt, but it makes using the original rounds a bit less than ideal.

There is a gunsmith mod for the Smith and Wesson 625, that allows it to use .45 Colt, .45ACP on moon clips, or .45 AR. With a six round moon clip, it is the fastest reload for a revolver, thus is popular in “action” gun sports. There are now other moon clip guns for such games, but the modded 625 is a real game changer.

Shades of the NYS ban on all semi handgun mags that held over 10 rds., which happened a number of years ago. We were issued and carried the S&W 4046 .40Cal. right after 9/11 when I was working for Brink’s on the trucks. The mags held 12 rds of Smith .40 and we were only allowed to load 10 rds into the mags under threat of arrest if we had the 12 rds and had to use the weapon in a hold up situation. So, according to this bill, once the owner of “grandfathered semi-auto rifles & pistols” dies or no longer has a need for them & wishes to pass them on to a friend or relative or chooses to sell them, this will no longer be possible because “the bill prohibits the “sale, transfer” of said such grandfathered firearms.

All gun laws are unconstitutional. The ownership of firearms does not make one negligent or for that matter turn them into a killer. Literally nothing would change if all gun laws were repealed tomorrow. Criminals would still be criminals and law abiding people would still be law abiding. The only difference would be there would be far more armed non criminals than criminals. Plenty of NFA restricted firearm owners today and none of them have turned into monsters because they own a inanimate object. Most of the NFA gun laws are incredibly illogical such as restricting barrel length of rifles, which only reduces the effectiveness of rifle caliber anyway. If government was truly trying to protect people from the evil of firearms they’d be regulating maximum length of barrel not the other way around as though removing 4 inches from a barrel makes it more dangerous. I could write a book regarding how illogical and retarded our current unconstitutional gun control laws are, but I don’t have the time.

This morning on the Rich Stevens WFTL 850 AM radio show had a Viet Vet caller saying that AR-15 rifles should not be used for hunting and some of his hunting friends agree with him and a number of hunters do not agree with the NRA. Now WTF that pisses me off is that these pro 2A radio hosts do not explain that the 2A has nothing to do with hunting and they do not explain, or they are very ignorant about why the 2A was written and the caller is left without the right answer. WTF.

The AR15 and later M16 series weapons are hunting weapons. Originally intended for hunting VC and NVA, and they are both legal and in some cases very good for Varmint hunting, two or four legged. If everyone knew the Air Force was the driving force behind the AR, I bet they would be well and truly confused about it all.

I think it answers a lot of questions regarding why inflicting new/more laws on the public won’t work. During Prohibition, the crime rate went up by 78%, compared to the rate before Prohibition. Those are statistics, not suppositions. This was partly due to the rise of organized crime under Al Capone. And we still have these issues now.

You can’t convince any howling politician that people kill other people, not guns, because guns don’t vote. People vote. If you start putting the blame where it belongs – in this case, on Cruz – then you lose a vote by placing the blame where it belongs.

You can also observe this process in restricting legal opioid access – increased market for illicit substitutes such as heroin, fentanyl and a family of synthetic analogues.
Doesn’t this “Law of Prohibition” apply to firearms also? Look at some of the creative alternatives being marketed today. Beware the unintended consequences of poorly conceived law.

Also to play stupid(er) here for a moment –
were the above proposed bill become law as is, not only could I not sell my “assault weapon”, I could not turn it in either (also a transfer).
