Major General Ryan Gonsalves called her “sweetheart”

In November, we read that Major General Ryan Gonsalves’ promotion was being held up because he had mistreated a Congressional aide. Bobo sends us a link to Stars & Stripes which reports that the general had called the aide “sweetheart” according to an Inspector General’s report on the incident.

The complaint cited accusations that Gonsalves took issue with the female congressional staffer’s youth, and that the general said she should take detailed notes on why the military needed funding “since she was a Democrat and did not believe in funding the military,” the IG report stated.

Multiple members of the congressional delegation described Gonsalves’ remarks during the meeting as “sarcastic and unprofessional,” the report states. Another male staffer described the remarks as “sexist, inappropriate and unprofessional,” according to the report.

At one point during the meeting, the female staffer passed a note to a colleague that read: “Did this guy really just call me sweetheart?,” the report states.

Accounts of the meeting differed, however. Some people in attendance defended Gonsalves, saying he acted professionally, though their names and positions were redacted from the report.

The IG report cites another allegation that Gonsalves asked the staffer her age. When she responded, Gonsalves spoke about his time as a young Army officer serving along the Fulda Gap during the Cold War. Gonsalves is then accused of telling the staffer to take notes so her “Democratic boss” would understand the military’s needs, according to the report.

The general denies the allegations, but the IG report doesn’t believe him. Either way, it doesn’t constitute “mistreatment” like the initial reportage charged. Again, I have to say “So f’n what?” Who cares about a 20-something congressional staffer’s feelings? Also, I have to think that the staffer was poking the bear and antagonized the general, the article doesn’t explain what prompted the general to ask her age.

Having had to deal with staffers a lot, it is easy to understand. Most are young straight out of school and get on a power trip that is hard to deal with especially depending on who they work for and in many cases worse to deal with than the representative. More than once I had to bit my tongue. I had one who was working national security and acting like they knew all and even accusatory on issues when inquiring what their background was I was told just graduated and had served coffee during the election campaign. Yep perfectly qualified and especially to tell DoD people how things should be. Like in all places there are exceptions and I dealt with a few that were prior service and great to work with.

3. I haven’t seen the report where she says her feelings were hurt. I did see the report an IG findings that said the general acted inappropriately and counter to Army policy.

Let’s see who they nominate to take his place. If we have run out of qualified two stars, then maybe we did sacrifice readiness here. My guess is that out of the 100 or so 2stars not already nominated for 3star billets there is at least one other guy that can take USAEUR.

On the Weinstein-Franken Scale, calling a woman sweetheart and implying that she is too young to understand what the grownups are talking about rates about a .1 on a 100 point scale.

However, on the McChrystal-Scaramucci Scale of not saying stupid shit in front of the wrong people, this rates about an 85.

Think of it this way: How would you treat the CGs Chief of Staff if they showed up asking questions- do you have to kiss their ass? No, but you better make sure you answer their questions, and insulting them would be a bad idea because they will definitely report back to their boss. Remember the old stories about the CG sending their driver through CIF to see how they are treated? Same basic idea, but instead of a Secret Shopper kind of thing this one don’t take no GED to figure out because you know who you are dealing with.

Langevin is a member of the House Armed Services Committee. He has a major say in how and where the defense budget is spent. If one of his staff shows up you treat them right, answer their questions, and make sure they leave happy. Doing otherwise is stupid, and invites all sorts of scrutiny.

The jump from 2 to 3 stars is huge in many ways. Most 1 stars make it to 2, but only about a third of 2 stars become 3 stars. That’s because a 3 Star becomes a senior executive for their Service and DoD, which is also why the total number is governed by law and why Congress confirms all appointments individually. There are literally dozens of highly qualified 2 stars standing by to take this job.

In other words, this was a rookie mistake from a guy who should be playing at an all pro level. He’ll probably retire, start a consulting firm, and appear on Fox News as a guest on “Outnumbered” or Tucker’s new show.

But, there are about 120 active duty two stars. Only 40 or so make 3 Star. Of those, a bunch are not really USAEUR CG material. You have aviators, MI, Signal, etc.etc., etc., that aren’t really in the running.

Also, not all of them are the same year group. Some are fast tracked, some are not. Few go from division command straight to a 3star billet. Gonsalves himself hung out as a Corps DCG for a while, then got to be a special assistant to the Corps commander while the IG sorted this mess out.

Regardless, they will have to fill the job with someone highly qualified. They may do it quickly, or they may wait for the next round of promotions. Most likely, that general will be an Armor or Infnantry guy with division or equivalent command.

You have no idea who the staffer is or what she’s done in her life, but it doesn’t really matter. Since we don’t have a video, all we have to go on is the IG report, which says he called her sweetheart. And, unlike the scenarios you describe, he wasn’t training her or leading her in combat, he was briefing her as part of a Staffdel. I’ve sat in on a few Staffdels and Codels. The term ‘dog and pony show’ comes to mind. In a Staffdel, you are told weeks in advance who is coming and what they want to talk about. You have plenty of time to research the people and the issues, and it is an awesome opportunity to get your issues in front of Congress. Need upgrades to the MPRC? Take them to the range and show them the problem. Having trouble with getting the latest gear? Bring in your force mod guy and lay out your case. In other words, this was a great opportunity to do good things for the Army and the 4th Infantry Division, and Gonsalves blew it. I doubt seriously that a staffer acted like a ‘condescending know it all bitch’, but if she was, keep in mind that she was there at the direction of a member of Congress and the House Armed Services Committee- the guys with the authority and responsibility to oversee the Armed Services. A member of the House Armed Services Committee sent a member of his staffto be briefed. Not a personal assistant, not an aide, not a page, but a staff member, who by protocol should be treated as a 2 Star equivalent.

This was no doubt preceded by a flurry of phone calls and emails from the OCLL, briefing the general and his staff on exactly who was coming, what they were interested in, and what Army equities are involved. There were probably staffers from both sides.

This carries the weight of a directive. The congressman is saying ‘explain your position to my staff’. ‘No’ is not one of the accepted responses. She isn’t giving the order, the House Armed Services zCommittee is. Did you ever blow off your CSM because he wasn’t the commander? I bet that’s a good story.

In fact, if the briefings don’t scratch the itch, they are often followed by GAO and CRS inquiries and directives to testify in front of committee.

Should the staffer have stopped the meeting and challenged the general? That would have been interesting and we would be having a different discussion. She did tell her boss, however, and he filed it away for future use.

Senate Pages (no more house pages) are high school kids that essentially act as runners on the Senate Floor.

Staffers are either professional or personal. Professional staffers work for the committees and are generally SMEs in that particular area. Personal staffers work for individual members and at SMEs in that members policy.

It sounds like this staffer was a personal staffer for a HASC member.

There are aspects to this story that go beyond the simple matter of did the general disrespect the aide, or is the aide playing snowflake.

At a fundamental level, what we’ve got is a General in the Army being held up for public ridicule, and getting his career potentially trashed, without any identification of his accusers. It seems to me that if you’re a congressional aide, you’re acting as a proxy for the member of congress. What that means is you are granted certain powers by extension but should also have the responsibility, like the member of congress, that goes with becoming a more-or-less accountable public figure.

What’s also curious is that the congressman in question, Jim Langevin of Rhode Island, has apparently managed to pull a Mr. Teflon and avoid going on the record in defense, or otherwise, about the actions of his aide.

Both things amount to errors of omission on the part of Stars and Stripes. A better editor might have told the reporter to contact the Army IG and politely ask for the name of the congressional aide. If the Army IG refused, the next question would be to politely ask why the aide’s identity was redacted. The reporter should have also contacted the congressman for a comment, and either gotten one, or reported on the reason a comment was declined.

I’m pointing this out because we’ve apparently reached a point now in American journalism where entire complex critical narratives are routinely woven from innuendo, third-party hearsay, and multiple anonymous sources. It does not bode well for the republic.

Not to split semantic hairs, but “potentially” means the General might, with some degree of certainty, be at the end of his career but it hasn’t happened yet.

I’m also having a hard time wrapping my head around the idea that the Army IG’s condemnation of the General apparently hinges on the seriousness of his use of the word “sweetheart” without any supporting context. We don’t know, for example, if the congressional aide on a day-to-day basis is normally an arrogant sociopath who routinely doesn’t get along with anybody. And yet we’re somehow supposed to accept without question that the General was being “sarcastic and unprofessional” in dealing with her?

Or are Generals supposed to roll over for all congressional aides, particularly young female ones, in any and all situations? And never mind if the situation amounts to a poster child for a bad double standard.

Without the report in front of us it’s impossible to say if she was being rude or abrasive, etc. let’s assume that she was, just for the sake of argument.

The whole argument against this woman is that she is thin skinned and immature. If she was being rude to the general, isn’t he a snowflake for getting his feelings hurt? Shouldn’t he have been able to maintain his composure?

Bottom line is that USAEUR is as much a political job dealing with allies as it is a tactical job. Gonsalves did not really highlight that skill set in this meeting

Our military merits the undivided attention of Congress, not a blank aide, carrying her interpretations and hurt feelings notes back to the ‘boss’.
