Colonel Robert Rice Sentenced
Fox News reports that 59-year-old Colonel Robert Rice was sentenced to 12 years for receipt and distribution of inappropriate pictures of children with his computer.
Rice, who has spent 37 years in the military, was most recently assigned to the U.S. Army War College’s Center for Strategic Leadership in Carlisle, Pennsylvania. He was arrested in 2013.
He said he took “full responsibility” and had brought discredit upon the Army. He apologized to the Army, his family members, his friends and investigators.
Conner said Rice’s criminal activity became known because of software that had been installed on one of his computers.
The article recounts his incessant yammering about how sorry he is that he got caught, how his wife suffered, not to mention the victims – the actual children whose images he traded. Scum-sucking pig. No one reaches that rank and that age without knowing how they contribute to a crime by taking any ancillary part in it. According to an earlier story, he was arrested for 120 counts of possessing those inappropriate pictures.

If I recall correctly, a Federal criminal conviction (other than under the UCMJ) has no effect on VA benefits or military retirement unless it’s for a handful of specified Federal crimes. On the other hand, any court-martial conviction including a DD comes with a statutory bar for VA benefits, along with forfeiture of retirement.
Since an officer’s dismissal is the equivalent of a dishonorable discharge, this guy’s court-martial conviction screwed him fairly well – no VA bennies and no retirement. I’m guessing he got a light sentence because he was pending sentencing in Federal criminal court for other charges.
Personally, I wish the court-martial panel had given him 20 years plus in Leavenworth. Even with 15% “good time”, he’d have been in his late 70s before he started any Federal prison term – and like Walker, possibly would never have seen the light of day as a free man again.

If I were his defense lawyer I would have simply explained the good colonel was only preparing a course for those to be deployed to the sand box where both the good and bad guys fuck little children and he wanted them to understand the situation and what to look for. I would have omitted the part about his suggesting they send back photos for future classes to study. Solid defense better than admitting he was a scumbag and ruining his families future.

Usually, I don’t wish anything on anyone, but this is not the first time I’ve run into something like this.
Since this conviction will follow him for the rest of his worthless life, and he will be required by law to register as a sex offender everywhere he goes… Ostracism and being completely shunned for life in every possible way are suitable punishments. Just make sure his picture and crime conviction goes everywhere he goes.

Something to consider. He was arrested in 2013 then spent several more years on active duty ( beyond his MRD). Due to his retention on active duty, multiple other officers couldn’t be promoted into his vacancy.

For every image there is a victim, an innocent child. These cases take awhile to prosecute as victim ID is very important and often a priority for many of the prosecuting attorneys.
