Marine honor guard scrutinized by Capitol Police

Our buddy, Kristina Wong at The Hill writes about how Capitol Police made a show of delaying a Marine Corps color guard from their duties while the police verified whether the rifles the color guards were bringing into the Capitol were actually inert training aids or not;

A handful of Capitol Police were at the scene on Monday, which took place at the south entrance of the Cannon Building. Three Marines had entered and were waiting inside the building, while one Marine stayed at the entrance just inside the building with the rifles in their carrying case.

The Marines had arrived to the building in full dress uniforms to “present the colors,” a military ceremony to display the American flag, among other national symbols.

At one point, one of the Marines was on his cellphone outside of the building and could be overheard trying to explain the situation to someone.

First of all, if the rifles were functional, they were bolt-action M1903A3s – World War One technology, who would create a mass-shooting situation with those? Secondly, they were Marines with ID cards, why would they be threat? Thirdly, how long does it take to work the action, look down the barrel and determine that the rifles were indeed inoperable? Fourth, how many times have the Capitol Police been through this drill? I guess the Capitol Police, like the TSA, feel a need to justify their jobs by harrassing the least-likely threats.

They have to harass the most least likely threats. If they did their jobs correctly and stopped and checked certain types who met historical terror threat benchmarks; well…that would be profiling/racist and that would be wrong.

Don’t give the fools any ideas, 2/17. Buttons on military dress uniforms are metal; ditto belt buckles and medals. They’ll set off a metal detector. They just might decide to start strip-searching anyone in a military dress uniform because the metal detector doesn’t work.

About that, true story, R&R via Global Air international terminal at Hartsfield-Jackson. Anyone that’s been there during the construction knows that you had to leave the security bubble of the international terminal, get trans to the domestic side then go thru security again. Hundred-plus men and women in uniform coming from a combat zone, doffing blouses and boots in full view of the public. Great planning, TSA, H-J admin, DoD, etc.

All of this could have been avoided if the Marine Corps Color Guard would have just painted the tips of the rifles with fluorescent orange paint. Or, they could have consulted Drew Barrymore and replaced the rifles with walkie talkies.

Simple solution: withdraw, report back to their command, and let the bosses sort it out. No flag ceremony for a few days? Let the Capitol police explain why the Marines aren’t there.

I think some here are missing the real issue. There are FORMS to be filled out, in triplicate, and submitted up the CoC. Also, emails must be forwarded up the CoC. I served at 8th and I in DC for over 2 years. The issue is that the Police are expecting inert rifles you find at any JROTC. Meaning the weapon cannot be disassembled and the barrel is filled in. The only thing done with those rifles (8th and I) is that the firing pin in removed. Other than that they function just fine. It shouldn’t have been a big deal but sometimes you get somebody with a wild hair of their backside.

If you remove the firing pin (item 9 on the drawing) then it would not be obvious to casual inspection – the firing pin rod (item 1) is still there. I recognize that this could be a training issue and I suppose that something could be worked out but how about this instead?

Homeland keeps bolts where they weld up the firing pin hole. Homeland can buy bolts from Numrich for $35 – same as you and me – and weld them up. When the Marines show up, they swap bolts with Homeland, perform their honor guard duties, and swap back when they leave.

Easier and better than wrecking a perfectly good rifle by welding up the barrel. Better than performing Honor Guard with brooms. Better than letting Homeland keep deactivated arms.

I have been around this in years past.

Two observations based on experience: 1) The firing pins are out and it is a very simple check and 2) I have always been less than impressed with he Capitol police.

They behave in ways that must justify their existence.

I have been on busses of soldiers who have been held up at gates and security checkpoints.

It all feels a little absurd.

Especially to be traveling on orders, with military ID, and taking off your boots and emptying your pockets to get on a plane.

But it is how our country works now.

As a rule, if a person enters a government building in order to do harm, he doesn’t declare his weapons or surrender the bag or case containing them. It just doesn’t work that way. I always get a kick out of that in court entrances where a few retired LEOs mill around the metal detector in a tight group. If a bad guy ever entered with a weapon to do harm, they wouldn’t stand a chance.

Charles Whitman (Marine) was able to shoot 49 people (killed 16) with just a bolt action rifle…(Full Metal Jacket, Stanley Kubrick). I am sure if the marines wanted to, they could have just put the real bolts in their pockets and carried the ammo in another bag.
I would not be surprised if the Capital Police did not know how to disassemble an M-1 bolt.
