Marana, AZ police stop crime spree

Several people have sent us this link to a story about how Marana police officer Michael Rapiejko took it upon himself to stop Mario Valencia, who was on a crime spree that began at the local WalMart where he stole a rifle and some ammunition.

According to police, the crime spree began with a theft at a convenience store at Columbus Avenue and 29th Street, then the Tucson Baptist Temple at 1525 S. Columbus Avenue was broken into and was damaged by a small fire. Finally, there was a home invasion and car theft reported on the 3900 block of East Paseo Dorado, near 22nd Street and Alvernon Way.

While other officers tried to talk Valencia into surrendering, he pointed the gun at his own face, the police officers and he even fired a shot in the air. Then police officer Michael Rapiejko used his police vehicle to incapacitate Valencia, striking him and tossing the criminal several feet in the air. He was treated and released from his injuries a few days later.

I’d like to compliment officer Rapiejko for defusing a situation that would normally end with someone’s death. He had a tough decision to make and chose the safety of the community.

Tuscon is not far to the right of SF, politically. It’s not surprising that commenters there are jumping on the “poor mistreated, misunderstood guy held down by ‘the Man’ ” bandwagon. In Tucson, it’s about the only one they know.

Full disclosure: I used to be a resident of Marana (back when it was just cotton fields, no new-fangled Walmarts!) and am familiar of the political chasm of Mormonite Marana and the ultra-Left city of Tucson that would make Lenin well up with pride. 😀
I’m just shocked Clarence Dipshit hasn’t chimed in yet… maybe he’s still not too busy SWAT-ting Vets.

I dont recall where use of a vehicle sits in any Use of Force continuum I ever taught or was taught, nor do I recall being taught to pit pedestrians in driving class, but in a pinch, whatever works.

It falls under use of “Lethal Force”. In other words if you can justify using deadly force against a suspect, then you can justify using your vehicle.
And yes, we were taught this.

I don’t know what UoF continuum you were trained under, but in 26 in both military and civilian LE I have never been taught “As a last resort, run his ass over…”

We used to talk about this very scenario in training. The consensus was that if deadly force was justified, then the method was not as important as stopping the threat as quickly as possible.

Exactly. The use of force continuum’s end point is lethal force, not a specific tool to deliver that force. This officer’s choice was unconventional but it worked. Instead of a “good shoot” conclusion, it will be a “good hit” I guess.

We had a local teenager that accidentally got tagged on a local off-ramp, the driver tried to avoid hitting her, and they scraped that poor kid up with a spatula. Road kill.

I was taught that sometimes you must use a saw to drive a nail…not recommended, not as effective, not necessarily the prettiest finish, but in the end the task is still considered complete.

It’s funny that the NYPD was mentioned up above. I just read that the officer is a former officer with the NYPD. I guess he had good reason to use his car. Seriously, it’s a cream to google this story and see what the news outlets are doing with it. The lefties (CNN, Huff Post…) headlines are all about a COP intentionally running over a suspect. The more responsible news outlets are calling the guy “an armed suspewct” or “an armed, robbery suspect.”

And you are right the national media is going to blow this up the guy had two pockets of ammo and had been firing the rifle on the way to this area from the wal mart. I know the manager of the storage place spoke to him a while a go. And he said it’s been non stop media interviews he may jump on here to tell his side. But I have a feeling that your are tracking on what is going to end up happening here

From what I’ve read, no grand jury will indict him. The suspect was definitely a threat to the officers and the community at large.

Look at what happened in Ferguson. The media was out to crucify the officer, but those annoying things called facts saved him.

That will be the case here.

And to your point that the suspect was armed, of course you’re right. If he had been unarmed in this particular situation, it would have been excessive force. But with the gun, and what the suspect was doing with it, it’s not.

From Tucson, actually a native and was in PD there. The Chief of Police in Marana, where the this ended, is fully backing his Officer. BTW that same Chief is retired TPD. While the Tucson city clowncil is only slightly to the right of san Francisco (about .00001 mm) the PD is not and never has been. Marana is pretty conservative and annually remembers the fallen Marines in the Osprey crash several years ago.
