The President promised no “boots on the ground” in Libya, meaning no troops, but in the meantime, he was authorizing the CIA to conduct operations in conjunction with the Libyan rebels;
Obama signed the order, known as a presidential “finding”, within the last two or three weeks, according to four U.S. government sources familiar with the matter.
Such findings are a principal form of presidential directive used to authorize secret operations by the Central Intelligence Agency. The CIA and the White House declined immediate comment.
Yeah, to what political benefit is a tough-guy “finding” if no one knows about it, so someone “leaked” it for the president.
The article, by VOA intelligence correspondent Gary Thomas, said covert action “can encompass many things, including propaganda, covert funding, electoral manipulation, arming and training insurgents, and even encouraging a coup.”
See, Obama can’t be tough on Gaddafi in the public if it’s all secret. So “no boots on the ground” is for the Code Pink crowd and the finding is for patriots -with plausible deniablility…voting “present”.
