Joe Biden’s $106 billion supplemental request to increase munitions production capacity

| November 1, 2023

Team Biden wants to increase the munitions production capacity so that the U.S. could continue to supply both Ukraine and Israel. Both countries are burning through rounds at a rapid rate. If the US is to continue to keep up with the burn rate, capacity needs to be increased to increase production. Companies involved with making the munitions have been subjecting their workers to more than one shift to keep up.

From Military Times:

The Senate is formulating its supplemental spending bill encompassing both Ukraine and Israel aid, while the House is set to vote on a stand-alone Israel aid bill later this week.

“There are some limitations in terms of how quickly they can do certain things,” said Austin. “There will continue to be workforce challenges. And when you expand capacity, there’s this issue of the time it takes to build the capacity and make sure the lines are running smoothly.”

Austin noted some defense contractors have required workers to take on additional shifts to keep up with production rates.

“What they’ve done in a lot of cases to meet urgent needs is double and triple shifts so that they can in some cases crank out munitions and weapons at a much greater speed,” he said.

Austin’s comments come as Israel rapidly burns through munitions as it continues to bomb the 2.2 million Palestinians in the Gaza Strip, killing more than 8,500 people and wounding more than 21,500, per the Gaza Health Ministry. Shortly before the hearing, Israel bombed the Jabalia refugee camp, which the Health Ministry lambasted as a “horrific massacre” that killed at least 50 people and wounded hundreds.

Military Times has additional information here.

The author just had to get in their digs at Israel, didn’t they? Couldn’t let an opportunity to paint Israel as the bad guy get away.

Every dollar spent puts Americans back to work, and kills Russians or Hamas. As long as we don’t commit American forces, I’m good with it. It would sweeten the pot greatly if we could also kill Iranian armed forces by proxy with US-built ordnance, but we can’t have everything we want….

ChipNASA

Yes, yes we can. Simple…(sarc, kinda)

I always thought that glass was kinda greenish tint when you nuked it. At least it was out at Trinity site.

USMC Steve

We can certainly sink every offshore oil platform they have though. Wait, we already did that once…

5JC

You left out the good part. The speaker is not going to approve the money unless they take it out of the Inflation Creation Act. I’m 100% in favor of that, although I would prefer they not give any more money away, but we’re crazy to think that’s possible.

BSmitty56

Or, how about Ukraine and Israel borrow direct from China and skip the middle- man (us).

5JC

More like Japan. They own almost 5% of US debt or 3% depending upon where you hold the ruler. China owns about 4% or around 2% depending upon where you hold the ruler. Still both together hold less than 10%.

Team Biden wants to increase the munitions production capacity so that the U.S. could continue to supply both Ukraine and Israel.” Welp, that’s all well and good (for The ‘Kraine & Israel), should give some warm and fuzzies (along with profits) to the MIC and American Workers that want a job in a munitions plant. What I find telling AND quite discerning, is there is no provision in this give away for the munitions needed to defend these States United. Where does that fall in the grand scheme of things? Here lately, all we’ve been hearing about is the depletion of ordnance stores that were earmarked to defend places where we actually had American Troops.

“…expand capacity…” Bwaaahahahahahahahahahaha. Give me a break. Just because you tell a manufacturer to make more of a product doesn’t mean he can do it overnight. We have also recently seen charts showing how long it would take to just replace certain items that we’ve already given away. Where is the extry capability going to come from? How long to build a plant? How long to add production lines to existing plants? How long to find and train qualified production workers? Gender Studies and Underwater Basket Weaving Degrees don’t transfer to being a skilled production worker. And somehow, I don’t see any of the other factories converting their lines to munitions production. Not quickly anyway. This IS NOT the pre WWII America with excess, idle manufacturing capability. Maybe we could sub it out to China or Mexico like we did everything else? What about the raw materials? Power to run the plants?

Who had “war in the ME” as the next Big Thing?

5JC

You don’t really understand how things actually work.

They don’t need to build any new plants or switch over any production lines from other industries. The plants are already built. The Ammunition plants that the Army has are huge, covering thousands of acres each with hundreds of buildings, many of them vacant. When they reduce production they simply mothball a building and place it in ready reserve status. Then can then reactivate for situations exactly like this one.

There is a cost and a time cost with placing it back in service but it likely isn’t nearly as long as you might think. Certainly not building from scratch type time lines.

Employees are going to be the long pole in the tent due to low unemployment. On the upside most of the plants are located in areas that have relatively high unemployment and the jobs tend to pay well. Passing the drug tests OTOH…

I’ll just stick this study, with chart on production rates, from folks that are actually smarter and more on top of things than even what you think you are here. And yes, it is a little dated, but it is showing lead times for replenishment in years…at current rate of expenditure. You can stick your arrogant attitude up your ass.

I have some experience in opening mothballed plants and/or expanding production lines that made things that didn’t go ‘splodey and things that did go ‘splodey. It is highly technical and can become complicated. Would be more so with today’s “work force”, many that can’t even operate simple hand tools, much less precision machine work. Plus finding some that actually want to work.

You may notice I phrased a lot of my comment in the form of a question. Where are all of these thousands of acres of buildings ready to start producing bombs and bullets?

I do understand that we are $33 TRILLION in debt and should quit giving away the taxpayers’ $ and concentrate on defending America The Barbarians are not just at the gates, they are inside the wire and NOBODY is coming to save us.

“Americans can’t operate hand tools….” unhunh, speaking in weird generalities.

Right.. nobody in the whole country knows how to operate a drill and they are completely untrainable. It’s IMPOSSSIBLE!!!! WE ARE GOING TO DIE!!!! I mean yes, eventually. You really can be the queen of melodrama.

“I’ll just stick this study, with chart on production rates, from folks that are actually smarter and more on top of things than even what you think you are here. And yes, it is a little dated, but it is showing lead times for replenishment in years”

Not sure there was a question there. But if there was, you answered it when you said the chart was dated.

“Where are all of these thousands of acres of buildings ready to start producing bombs and bullets?”

Well gosh, you just said you were the expert. If you don’t know where the ammo plants are then there is no way I can direct you that you would understand. Especially if you are going to misquote me. That is ridiculous enough as it is.

5JC

Wait, you mean they want to kill all the Jews? Why didn’t they just so at the beginning? How were we supposed to know? Need the info people.

The queer’s for Palestine should go there with their pink/blue/ green hair, dressed in all their finery while holding hands with their significant others to show solidarity with the down trodden Palestinians.

Live stream the results of the meeting to show the world how accepting and appreciative the Palestinians are for the show of support.

Don’t forget to take faculty and staff that have been teaching this stuff to our youth.

Also, don’t forget to ask for a refund of any unused tuition if the trip is less than successful.

Yeah, they can go to Gaza and get their free flying lesson.

USMC Steve
  1. No such thing as Palestinians. Their claim to that area is also bogus.
  2. Hamas is their so called elected government, and Hamas is a designated terror organization. Thus the fake Palestinians are a terrorist entity as well. They continue to state a goal for their existence is to kill every Jew in Israel. Thus they can cease to exist any time now.
Hate_me

To be fair, there are Palestinians in their mid-30s who never had the opportunity to vote for/against Hamas.

Still, “… whenever any Form of Government becomes destructive of [the rights and consent of the governed], it is the Right of the People to alter or to abolish it….”

Hamas speaks for the people of Gaza as long as the people of Gaza allow it to do so. The ultimate price of poor leadership is that the led suffer for the flaws of their leaders.

Skivvy Stacker

I learned not long ago that the best way to stymie a leftist Ham-ass supporter as regards Palestine and how the Palestinians actually lived there before the Jews, is to ask them a simple question; “what was their monetary unit?” Along with that; “what was their economic model?”
These days; “what is their main export?” Are they a technical or agrarian society?
Chances are that leftard will start yelling; “White Supremacist! Homophobia, racist, Islamophobe, Climate Change, HELP! I’M BEING OPPRESSED!” And will promptly explode into thousands of little ice particles.

QMC

Austin’s comments come as Israel rapidly burns through munitions as it continues to bomb the 2.2 million Palestinians in the Gaza Strip, killing more than 8,500 people and wounding more than 21,500, per the Gaza Health Ministry.”

And I’m sure Pravda said the Proletariats were only one year removed from a total overthrow of the last remaining Capitalist countries in 1991.

I expect this nonsense from MSNBC, CNN, NY Times and the Washington Post, but good grief is it bad reading this crap on the Military Times.

I’ve noticed the same thing on Military.com lately. I guess journalism majors are all cut from the same cloth no matter where they work.

That is a little bit odd. Michael Reinstein is one of the rare Republicans in media. But he has a lot of interests and might not be minding the store. He isn’t really a true conservative He’s more of a Marco Rubio neoconservative.

Is a corruption impeachment coming?
Some in the GOP led Congress are making some strong claims
that they have the goods on the entire Biden family.

Likely little chance getting through the Senate.
(NO impeachment has ever passed the Senate for conviction,
although Nixon was surely to be the 1st,
which prompted the 1st and only Presidential resignation.)

If this proceeds fairly soon,
it would surely add more dimension to the 2024 election,
since it’s fairly apparent
that the Dems have NO ONE (else) on board to run.

I doubt an ineffectual impeachment will send the message it’s intended to.

Impeaching Slick Willy, no matter how badly he deserved to be impeached, was strategic folly.

Hate_me

FWIW, that downvote wasn’t me.

USMC Steve

Particularly when he was clearly guilty of the offenses charged. That didn’t matter to the socialist democrats of that time, who simply claimed that Slick Willy’s crimes didn’t rise to the level of “high crimes and misdemeanors”. Multiple felonies no less.

Forest Bondurant

Is an impeachment hearing coming?

No. The GOP lacks the balls to do anything.

Fm2176

Sounds about right. When hurting for numbers, throw numbers at the problem. I like the bit about SSGs who volunteer and get 24 enlistments in their first 12 months getting promoted to SFC. I wonder what the caveat is. Will time in grade be waived? Do they have to convert to 79R (Career Recruiter)? Or can newly-promoted SSG Fresh-face volunteer, kick ass as a Detailed Recruiter, and go back to the Motor Pool or the Cavalry in three years as a SFC with a couple of years in grade and maybe seven years in service? No key developmental time, just a broadening assignment and a free rocker.

5JC

This could only mean that October was completely catastrophic. October is normally bad anyway because they try to push everything through at the end of the year. I’m guessing they took a lot of DEP losses and then the war in Israel kicked up, with a bunch of US deployments. Hear they’re sending the third Brigade from the 101st now as well. That raises a notch the likelihood of combat operations with US forces.

Johnny and Susie and them are not going to want to get involved in that noise. They are going to sit their ass on the couch and play call of duty and maybe on the weekend run down and play paintball.

fm2176

It’s always 3rd BDE, 101st. I wonder why? Oh, RAKKASAN!

From what I recall, May/June are the highest months in terms of DEP losses, due to recent graduates changing their minds. That feeds into the 4th Quarter push for last-minute contracts to meet FY goals.

That last paragraph hits me in the feels. My children are probably going to be the first in my family to not serve. I’m sure as hell not going to put my Recruiter Badge back on to convince them to, either. My son has exponentially more combat experience than I do, being a veteran of Call of Duty, World of Tanks, Roblox, and other nasty conflicts fought with some prototype weapon called an XBOX. One day, he’ll look at my CIB and think of how foolish I was to go sweat and risk death, subsisting on MREs and water when his generation fought the good fight while their parents paid for the heat and AC and they had endless Cheetos and Mountain Dew.

5JC

More often they hold their manhood cheap. I have met many people that regretted not serving, and very few who were eligible to serve and yet 100% comfortable not serving. Those that were comfortable with it, more often than not had a lot of mistaken ideas about how the military works.

NHSparky

October is worse for accession goal only because they’re raiding that and Nov/Dec to make previous FY accession goal.
Maybe this year they realized they’d never make it regardless and just said fuck it.

Sad, but true.

The munitions crunch for Israel would not be so severe IF Team Joey had not raided the stockpiles in Israel to supply Ukraine.

And we have known of this munitions shortfall for more than a year. Yet only now are they doing anything?

Is there some way to indict Trump for this? I’m sure there is. If not, can we impeach him for his candidacy? Will The Ugandan Giant ascend to become Leader of the Free World in the next few months/years? Stay tuned, same batshit time, same batshit channel.
