It happened largely because of a Supreme Court decision which held that the mentally ill could no be involuntarily institutionalized absent a court determination that they are a threat to themselves or others. Thus, the lack of patients caused the closure of most state mental facilities.
That decision was not until 1975. And Carter pushed for local capacity to handle mental health patients. Including federal spending for local mental health clinics.
That was all done away with by Reagan.

One of the news stations say he has been arrested over 100 times in total.
I grew up near NYC in the 1970s, when it had a bad crime problem, and i moved with my family to Colorado in 1977. NYC got its act together in the 1990s. NYC is a cool city, and I wish I had gone back to visit a few years ago. There’s no way I’m I’d go back there now.

He had us all going for a few days just recently, almost presenting himself as one who had learned his lesson and was changing his M. O. It’s called “deflection”, jarhead. It’s how someone who is anti-something or other – doesn’t really matter what it is – does everything possible, including pointing the finger at “other”, to deflect attention away from his own prejudices and idiosyncrasies. Throwing a label at “other” is one way Taylor hides his own prejudices, e.g., people older than he is. Some day, he’ll be one of those “older people” that he despises so very, very much.

Before going further, may I ask when you mentioned “deflection” by any chance were you considering making it synonymous with the term “stack of defecation”? A couple of days ago our patient advised me he was going to “go number five”. When I asked him what he meant he replied, “Two two’s and a one.” Somehow that seems peculiar for a Berkeley fellow to say.
Back to the gist of this diagnosis. Patient “L” appears to be suffering from an overinflated bowel syndrome. In layman’s terms, he is full of s&*t. You have correctly identified him as always pointing the accusatory finger at someone else. He appears to feel totally inadequate of meaningful conversation with others, unless he has the green light to be the star of his personal magic show. We have attempted several medications, including simply bitch slapping the crap out of him, but he rarely responds in a manner consistent someone who knows the difference between right and wrong. In his mind, he is the ONLY one who is ALWAYS right. As a result of that inner psychopathic tendency we recommend keeping him away from farm animals, especially juvenile sheep. He might very well think “Bah” is the spoken word “Nah”, and take advantage of any juvenile sheep or small bovine.
We are currently administering 0.5MG of Phenyleph-Shark Oil-Glyc-Pet (common name..Preparation H) in his rectum daily which causes him to scream with glee thinking something else is obviously going to happen very soon. We will update you should his condition improve. Meanwhile, expect the same dodo to be spewed from his mouth daily.
