Milley restores Army recruiting standards
USAToday reports that Army Chief of Staff General Mark Milley says that he wasn’t aware that recruiters were told to apply for waivers for recruits with mental problems until he read the USAToday article on Sunday and that he has rescinded the memo.
Milley, appearing before reporters, said the Army rescinded the memo because of an article published Sunday by USA TODAY.
He maintained that the policy on considering such waivers had not changed but had been delegated to a lower level for approval.
Milley said the Army had done a “terrible” job explaining the policy. He credited USA TODAY for bringing the issue to his attention.
“There wasn’t a change in policy,” Milley said. “There cannot be a change in policy by someone who doesn’t have the authority to change policy. I know it sounds circular.”
General Milley met with Senator John McCain on Tuesday and guaranteed him that Milley would write a letter explaining the policy. McCain had expressed his displeasure with the policy shift;
The change drew immediate fire on Capitol Hill, as Sen. John McCain, an Arizona Republican and chairman of the Senate Armed Services Committee, upbraided the nominee for the Army’s general counsel Tuesday.
“If you took a poll of this committee right now I doubt if you’d find a single one who would be approving of this practice, which we now find out about reading the daily newspaper,” McCain said.
Sen. Jack Reed, the ranking Democrat on the committee from Rhode Island, said he agreed with McCain’s concerns.

Gen Miley seems like he lurches from one “oh crap” event to another lately, what the heck is going on at HQDA?
When the previous renters have left the house all torn up, it takes a while to repair the damage, fumigate the place for fleas and roaches, replace the carpet, and get the water damage treated.
I’m hoping that this is just a case where a cockroach made an appearance and a flyswatter needed to be retrieved and put to good use.

Long ago in a galaxy far, far away, John at Castle Aaarrrgh used to give away laser engraved cluebats for fundraising.
From my personal experience with then Lt. Col. Milley, he was one squared away Brigade Commander 10th Mnt. 2 BCT, 4 Batt 31st Inf. He was mission first troops always kinda leader. However time has a way of changing people.
At the same time Gen. Lloyd Austin(3) was 10 Mnt 1 star. Gen. Steven Townsend was our company(A) commander. One helluva command blew through our training budget in 6 months.
Are you sure on that timeframe?
To the best of my memory, General Austin was never a 1 star at Drum. He came in at the CG while I was there as an MP, and that was August 2003.
We may have run into each other when 4/31 said that the 4/31 Bn area was a no go zone for the MPs.

Another “Blast from the Past”. Does anyone remember “McNamara’s 100,000”? The Cat III and IV’s brought into the Army to “teach them a trade” The poor dummies were placed in the Tech Schools with the expected results. Wasted money and years but the “good” intentions are all that counted to the elites. If only McNamara could have produced the “New Soviet Man”? But he did try.
1974 stationed in Berlin…Had one of “McNamara’s 100,000” as a SP5 medic attached to our Infantry company when we went to Grafenwoehr for 30 days. Memorable to watch him try to heat water for coffee in a canteen cup over a can of sterno in the back of a M561 “Gamma Goat” as it was moving cross country. The spilling water kept putting out the flame.
Had one as a PSG in 1988. Dumbest sumbitch I ever saw wearing E7 stripes. SPC D was not impressed.
But, but, it was a wonderful experiment for finding “meaningful work” for retards who like to wear uniforms and play soldier. Luckily, I never had to deal with any of them, but I heard stories. They were a rarity, apparently, in SF and airborne units.
Had a Platoon Sgt who fit that back in 1980. He had been a part of Operation Eagle Pull and had a pretty big stack. He pretty much struggled with any type of English or writing past the Alphabet.
The sad thing was he looked like Einstien compared to our Battery Gunny.
Had one E5 not long after 1980 that flat couldn’t read. Strong as an ox but number than a bag of rocks
Hell, in 1994 while I was AD I had an E5 Squad Leader who was about as literate as I was in second or third grade. He was also a Champion Profile Rider who was of a protected Ethnicity, thus it was more difficult to throw that waste of flesh and oxygen out during the Clinton Curse.
It WAS a success…..they all made GENERAL! lol
this has been going on, at least in the National Guard since i was recruiting back in 03-04′. it was one of the reasons i volunteered to deploy with the 42nd ID rather then stay in recruiting and place some of these kids in the service.
i remember a GT waiver, a moral turpitude waiver and a physical fitness waiver… as well as the normal waivers for prior service, tank and the likes.
it was pretty hard to find bodies that would meet the actual requirements w/o waiver then.
the smartest thing i ever did was get out of recruiting for the guard….
When I signed my life away in 2005 big army gave no mercy to fat bodies then in late 2006 early 2007 the door was swung wide open and you could see it at the unit level in a big way
Not just that, I remember going through WLC in 2007 after making E5 and saw Students graduating DESPITE being PT, Height & Weight Failures or BOTH, I remember during my AD Days when failing either guaranteed one a set of orders sending them back to their unit, BUT NOOOOO, the US Army was too starved for warm bodies with stripes at the time, thus they graduated with a “Marginal” rating, IMHO ESPECIALLY because the vast majority of said failures were of protected gender or ethnicity.
A few Moons ago while the Army was in the process of retiring SSG Skippy they threw me in recruiting
In Las Vegas, Nv… not so long ago they wanted us to find any reason what so ever to DQ anybody who had any head issues what so ever because mental health issues then, and one of the top issues effecting readiness, in fact they hired two head shrinks for our brigade and if I remember right every one going to MEPS up at salt lake had to personally do a one on one with one.. as a station to pass through
It was amazing how many people were DQ’d because of issues
So who ever come up with this idea may they be placed in a area we’re they can’t do anymore damage

Milley has always struck me as a political hack.
And he really dis not know? Not knocking his service or commitment to our country, just his “stances”.
To include a lot of the SJW changes he made/instituted that ultimate will effect/affect unit cohesion.
Not a fan of this guy or his “honesty”.

I’ve worked at the ACOM level for 11 or so years and seen a few CSA’s come through. By far Miley is the least sensitive to the political environment

I appreciate General Milley coming out and saying what he said but I question how he wasn’t aware of such a monumentally important thing. Not saying the General is personally responsible as he may have just been put into seat (didn’t check) and has yet to be caught up on everything but this is information that is pretty damn crucial and for someone in a high end leadership position to not know concerns me about what else has been slipped into play. I hope Mattis does a full review on every single change, bar none, from 2008-2016.

Miley wasn’t aware because he didn’t pay close enough attention to what happens in recruiting when you increase end strength without investing in recruiting bonuses or expanding the Training Base. He’s an infantry guy focused on unit readiness and busily blasting division and brigade commanders that aren’t because in his mind readiness is measured in BCTs, which is a short sighted view. This is simple math. The Army has trouble making mission as it is- we recruit and train (conservative estimate 65,000 active duty Soldiers a year, over 130,000 if you count the Guard and Reserve 16,000 or so 11Bs alone. The Marines do about 30,000 total, and a lot of them actually go to Army schools. The navy does about 45,000 total force, and the Air Force does about the same. In other words, the Army recruits and trains just about as many people as the other services combined, most of them to do low tech entry level jobes in tough conditions. Oh, and you will be separated from your families for longer periods than the other services that offer the same jobs, and you could get killed. And there’s no money for bonuses. The only edge the Army has is that we will guarantee the MOS you want if it is available and you qualify. That and a new uniform every few years. On top of that you have throughput. Benning trains 16,000 11X each year. To do that you have to have the school running at near max capacity all the time. If you have two or three cycles that aren’t at capacity you are behind he mission and don’t have the capacity to make it up later. So, you don’t just need the total number by the end of the year, you need to make mission each quarter or you will never catch up.
