Jaycee Collier sentenced for defrauding Army

Chief Tango sends us a link to an Army Times article about Jaycee Collier who defrauded the Army’s recruiting bonus program out of $125,000 while he was a civilian working at the Military Entrance Processing Station in Denver.

Prosecutors say Collier, a civilian who worked for the Department of Defense in Denver, processed enlistment packets and was ineligible for recruitment bonuses. He was accused of having current reserve soldiers fraudulently fill out forms indicating they had referred the recruits.

Prosecutors say reserve officers received the wired bonuses and paid Collier a $500 kickback. Collier allegedly received $28,000 in kickbacks between March 2009 and July 2012.

Yeah, he got a whopping six months of home detention, five months of probation and must perform 30 hours of community service. I’ll bet that slap on the wrist still stings.

My recruiter had me fill out a paper saying I referred the next guy he recruited, but there was no kick-back involved. If this guy was getting kick-backs, then he should have gotten far worse than the wrist slap.

I recall a Dispersing Clerk in my old squadron who would cut a per diem check for himself every time a crew was sent on detachment ops. Saw all those cool (and not-so-cool) places and never left Sigonella! Made a pile of cash, too.

It might not be a harsh term, but a federal felony conviction will basically relegate him to being a fry cook for the rest of his working life. He certainly won’t be making that sweet GS-7 pay plus retirement or whatever that he was used to.

When this program was instituted I remember thinking that it was wide open for gaming. I’ve heard of several people getting caught, but I’ll bet a whole lot of fraud has gone undetected.
