Navy misses active duty, reserve recruiting goals for 2023

The Navy missed its recruitment goals for active duty enlisted sailors by more than 7,450 accessions in fiscal year 2023, according to Navy Recruiting Command.

The Navy is one of the service branches that struggled with recruiting, which military leaders attribute to more thorough medical screenings, fewer Americans eligible to serve and low civilian unemployment.

The Navy announced Tuesday it recruited 30,236 new active duty sailors in fiscal 2023, falling short of the 37,700 target number accessions for the year.

Officer and enlisted reserve recruiting goals also were unmet. Last fiscal year the Navy met its active duty enlisted recruitment goals by depleting its Delayed Entry Program pool.

During her confirmation hearing before the Senate Armed Service committee Admiral Franchetti cautioned the service expected to miss its target numbers by some 7,000 recruits, which she further stated is much improved over the original estimate of ~13,000. So there’s that.

To turn the tide Big Navy has increased the maximum enlistment bonus and started initiative programs. These include The Future Sailor Preparatory Course to help potential recruits meet physical standards, and a pilot program that allows candidates who score between the 10th and 30th percentile on the Armed Forces Qualification Test to still join the Navy.

Franchetti insists these do not mean standards are dropping.

My son ran into nothing but lazy unconcerned recruiters cause they have no reason to try. Before you did your time and got back to the fleet and did good you got awards and possibly a promotion. The attitude now is put in 1 or 100 there are no bennies. So Navy recruiting has gone full Office Space. LOL, is it the AF or Army going to the same method? Just pile on the fail. Funny the only branch that did good was the only one we met that gave a fuck. If anyone got a POC for someone in NRC that might give a shit, I’d love to name names and offices.

I’m a Marine who served aboard the USS Inchon and the USS Nausau during my visits to Beirut and I gotta say, you squids ate fairly well as compared to Marine chow at Camp Geiger. I especially appreciated Mid-rats and breakfast as ordered on occasion. Yeah, try asking for eggs the way you wanted them at the Geiger chow hall…..LOL

The JBM-HH Garrison Commander, back before I left in ’08. We TOG Soldiers were definitely “glad” to have her in command. Honestly, despite her being paraded along with another First, I’ve not heard anything too much about her recently. That’s a good thing in this day and age, especially for a 4-Star. For better or worse, though, she’s married to a now-retired 3-Star, so definitely off the market. 😊

Exactly how is that NOT lowering the standard? I went through the whole enlistment thing in 2020 with my son, and your overall ASVAB score is the percentile based on all the sections of the test.
I know kids aren’t learning how to read, write and do arithmetic in school, and it doesn’t mean that can’t. Is the Navy going to invest in uneducated kids and bring them up to acceptable levels? That will take time, but what other choices do they have? Enlistment bonuses is nice, but if you can’t finish A-School, you don’t get the bonus.

Cat IV is scraping the bottom of the barrel. Applicants in this category qualify for zero technical billets. Hack understands that the Navy has “non-strikers”, which essentially means they do not have an MOS and spend their time scraping barnacles of of the ship hulls and toilets, but they Navy does need 35% of their manpower dedicated to accomplishing “look busy” work.

Just look back on your military career and think of the stupidest guys (and gals) that you had to deal with in your respective service. Now imagine tens of thousands of new recruits that are dumber than what you had to deal with. And these are the morons who will knock up their home town girlfriend, pump out a dozen kids, and finance their entire life through Devon Home Furniture. The E-7’s will be spending 95% of their time trying to unfuck this clown show. Zero return on investment.

I saw a guy in basic at Benning back in Aug, 2001 score a 12 on an APFT. A 12! Like 2 push-ups, 3 sit-ups, and a 2 mile run time of 22 mins. At the end he was up to the min to pass basic.

What was amazing was that he had a Ranger contract and was in JROC in high school, like he’d never heard that Rangers do a lot of PT.

We had a baby huey. Reception station was supposed to make sure everyone could do 10 push-ups before assignment to training. Else one went to a PT “fitness training” unit.

Well I watched huey try his heart out, bouncing lard for two minutes doing maybe one real one and lots of thrashing. He lasted two weeks with us. Was humiliated to be sent back to FTU.

Kid had heart.

Shortly before we graduated, he came to visit us. Had done well enough to drop like 50+ pounds, and could rip out 20 good ones,. Was recycled in a regular training unit and swore he was going to graduate. Wanted us to know it, not a quitter and no longer a slug.

Kid probably went far. He had heart.

Damn it, you met me! Just kidding, I went through Sand Hill a few months later. Before enlisting, I laughed at the APFT standards. I’d run 5-minute miles in boots in high school and had been a mechanic for a few years with no small amount of strength. Problem was, I’d dropped out of high school over five years earlier, and strength doesn’t equate to endurance. I did something like 18 pushups, 13 sit-ups, and a 19:25 run. A few months later, I was at around 55 each for pushups and sit-ups and running low-13-minute two-milers. A few months after that I got over the mental block (I’d get to the minimum and gas out shortly after knowing I’d passed) and increased pushups and sit-ups to the low 80s, though my run time never got much faster.

The Option 40 (Ranger) kids, by and large, don’t know what they’re getting into. I’ve always had respect for young Soldiers wearing tan berets, and the “qualified vs. Regiment” argument, to me, is ridiculous. Ranger School is a tough course designed to hone leadership skills, but there are plenty of people who earn the Tab and go on to rear-echelon jobs where they’re treated like royalty. 75th Ranger Regiment admits only the most dedicated junior Soldiers and officers, and as an Infantry Regiment, naturally has some degree of attrition. A young SPC might have deployed with 75th two or three times, earning a CIB and Combat Scroll but never completing Ranger School and moving out to the regular force.

That is the average of folks taking the test.

Lots of the top folks go elsewhere, bending the curve greatly. For example, college and ROTC get high-score folks who would otherwise enlist.

Lots of the bottom folks get dead or institutionalized or prison, thus shifting the curve a bit back up.

So on net, that looks about what I expect.

Average does not necessarily mean qualified. In this instance, academic standards have been lowered to such substandard levels that here in Maryland you have entire graduating High School classes where not one student has met the minimum (note the word minimum) level for reading and math skills. So the average graduate is functionally illiterate. They can thank the Democrat Party and the Teachers Union for passing them along without the ability to support themselves.

At my local community college (Howard County) there are always something like 30 sections of remedial English (and about the same number of ESL) and a similar number of remedial math sections every semester. Don’t know how it happened but when I was a young Buck Sergeant in the Air Force stationed in Germany, I had a “Wonder” Troop. Wondered how he got in.

This happened around mid to late 1991. He was prior Army (Don’t recall if it was AD, Guard or Reserves) and changed into the AF.

I was doing a Task Evaluation on him for the 30 day inspection of a BA-18 Backstyle Parachute. He was reading the steps from the Technical Order out loud, and couldn’t pronounce half the words. I thought he was joking, but after awhile I became concerned. Talked to our QA NCO, she sat in and listened, and she ended the Task Eval a few minutes later.

We had him tested and he could barely read. They put him in a reading comprehension course, but in the end he failed his 5 level Career Development Course End Of Course test twice and received a discharge.

So how the hell did this kid pass, or score high enough on the ASVAB, let alone pass Aircrew Life Support Technical School? I seem to recall his reading and comprehension was tested at a middle school level.

I had a kid with raging Aspergers in 2010. Never should’ve made it past the recruiters, but somehow he got through MEPS, Basic, AIT, and deployed. He was back in 30 days for mental evaluations, command thought he was crazy. I was rear D 1SG, he became my little shadow. Troops started calling him Woodstock.

That reminded me of a guy in my platoon in Germany. I swear he was “retarded”—talked like it, even walked and moved like it, and of course acted like it. Originally National Guard but went active duty. He was SP4 and had absolutely no chance of making E5, although he thought he would. Not a bad guy, though, aside from his absolutely horrible taste in music. He pre-dated “McNamara’s Morons”, but he would have qualified. So I just Googled his name, not really expecting to find anything. It seems he might have made E5 after all, at least according to one site; probably a “tombstone” promotion— KIA 1 Oct., 1968.

Shit. My nostalgia keeps getting screwed up by reality. Those comfortable youthful memories of the old neighborhood interrupted by “Oh, yeah, the kid down the street, he grew up, became a Captain in the Engineers, and got killed in ’70 by a mortar round”, etc. Kind of takes the bloom off the rose.

Way back in the day, circa 1983, Hack Stone had a new roommate at 3rd Amtracks who rotated back from Okinawa. The Comm Platoon Training NCO was rifling through everyone’s SRB, and put the word Hack’s new roommate had an GT score of 40. 40? Minimum for for the Marine Corps , if Hack recalls correctly, was 80. So one day Hack’s roommate was studying one of those Arco ASVAB study guides so he could retest and subsequently reenlist. Conversation went something like this:

Hack Stone’s Roommate: Stone, what is reaction when you heat up rote?

Hack Stone: What?

Hack Stone’s Roommate: What is reaction when you heat up rote?

Hack Stone: Let me see that. (Hack reads passage) That’s not rote, that is rod.

Hack Stone’s Roommate: What is rod?

Hack Stone: Rod, you know, a thin piece of metal. A rod. What’s your GT score?

Hack Stone’s Roommate: Below vegetable. (Said with thick Puerto Rican accent)

Station Recruiter in Charge (RINC) got taken to mast for putting the SAME PERSON on deck as a ringer for kids who couldn’t pass at least four times.

His plea to the Captain? “I did it for the District!”

Nowhere else but recruiting did I ever meet a bigger group of soulless automatons with zero morals or ethics. More CPOs went to mast/court-martial in the 2.5 years I was there than I ever saw in my 10 years previous at commands 10 times the size.

I had a troop who failed out of tech school, so, they assigned her to my tech school. She failed out of that one too. She had been in so long she got promoted to A1C; yet she still hadn’t graduated any tech school. I went to the training group commander and recommended she be discharged. Nothing personal but toe nail clippings could have outscored her on the block exams.

Guess what, the A1C shows up on time for the appointment with the Commander. I recommend discharge. The Colonel looks at the young troop and tears me a new one. The A1C had dazzled him with squared corners and a snappy salute. The Colonel told me to take the A1C to (what was then) CBPO and find her an assignment that didn’t require a tech school.

So she went to work for my neighbor and after about a week, he never spoke to me again.

I think my Wonder Troop left as an A1C. My dad also career Air Force would put CBPO on the daily sign out board.

Finally one of his troops asked why he was always at the Consolidated Base Personnel Office for lunch. My dad answered with what. Troop says the board always says you’re at CBPO for lunch. Dad goes it means Club, Bank, and Post Office. He was a smart ass.

During his annual records review, the admin girl asked his height. He said 5 foot 15, she goes wow I thought you’d be over 6 foot. Knowing he had a winner, when his birthday came up he said 32 February. She changed the 22 to 32 in his records. It stayed that way for 3 years before someone caught the errors.

We get some winners that is for sure.

The one loser that came to mind was the rocket surgeon who was told to enlist because you have your babies for free. This was about 1990. This guy claimed to have an Associate’s degree; but appeared to have the reading ability of a box of instant pudding. He also had a pregnant wife.

When he found out the base where the tech school was located didn’t have a maternity ward, he tried to get discharged by failing on purpose. (The average co-pay at the local hospital was around $1K for delivery and post partum care.) He argued that another troop had been discharged for failing and he thought it was unfair that he couldn’t get discharged for failing. The troop that got discharged failed out in less than one month – this guy had been in school for about 4 months. I told him the Air Force was going to get its moneys worth out of him.

I didn’t want to keep him but the JAG office would not support an Article 15 nor a courts-martial for failing on purpose. So off he went into the wild blue yonder, another box of rocks to be someone else’s problem.

Navy Nukes can get a $75k ENLISTMENT bonus PLUS a $65k student loan repayment program. That’s not including the multiple reenlistment opportunities to make an additional $100k a crack. And there might also be GI Bill money on top of all that.
And yet they still can’t make goal. Something tells me it ain’t the money.
