Although the State Department previously announced that evacuation flights out of Afghanistan will be free for Americans, the situation on the ground is different. American evacuees have stated that they were charged up to $2000 to board a flight. Each adult could expect to sign a promissory note to pay the full cost of the flight. Those who do not have money for the flights can sign up for a loan using their passport as a collateral.

The U.S. Embassy in Afghanistan has stated in multiple security advisories since Monday that any U.S. citizen seeking to evacuate the country must complete an online form in order to secure their repatriation flight. “This form is the only way to communicate interest in flight options,” the embassy said in a security advisory Wednesday.
State Department spokesman Ned Price told the Daily Caller News Foundation and other news outlets late Thursday afternoon that the Biden administration has “no intention of seeking any reimbursement from those fleeing Afghanistan.”
However, the online form American citizens are directed to fill out to secure their evacuation from Afghanistan continued to state well into Thursday evening that they (sic) travelers will have to pay their own way out of the country.
“Repatriation flights are not free,” Question 14 of the form stated when accessed by the DCNF around 10 p.m. Thursday, over two-and-a-half hours after Price issued his statement.

As difficult as it is to imagine being there for any reason other than being on military orders to be there, if such a thing could be imagined, I would expect to pay for my own passage out, just as I would were I transiting between maybe Paris and London.

Done this a couple of times…The Department of State always has U.S. evacuees sign promissory notes when they get their tickets…and they (almost) always forgive them on the other end (safe haven). It’s a book keeping thing that allows them to disperse the tickets, instead of contracting flights (less efficient)…or so I’m told. In order for DoD to do didly, an ExecSec memo has to come from State to Defense requesting specific help…It’s a money thing. Lots of crazy crap, but it’s the law. No one will pay a dime out of pocket for their ticket.
Correction…it’s federal law that makes DoS seek reimbursement from those being evacuated. They do this by having everyone sign the notes to get their tickets, then almost always forgive them. The law needs to be changed.
