Phillip Dale Monkress; The continuing saga
So if you missed the drama last night in the post about Phillip Dale Monkress, you didn’t miss much. A couple of us got phone calls last night threatening that we were about to be served with summons. Someone who got my wife’s phone records called one of her friends to ask about my guns, ostensibly to protect the process server. I was told that I should remove my guns from house in preparation for that visit, even though the caller was unable to determine if I owned guns, and then later posted in the comments of this blog that I don’t have a permit to own guns (even though no such permit is required, or available in West Virginia).
Well, why would someone run off the rails like that? I’m just a blogger who has never hid my location in the event that one of these phonies feels froggy and wants to leap. I post publicly available information about people who are deceiving the public, and I always do my best to eliminate Personally Identifiable Information, but all that numbnuts did last night was post PII about me and the others. If you want to know if I own guns, come to the house, chickenshit. You’re in Bethesda, MD and I’m a couple of miles away. Drive on up and find out for yourself.
As I mentioned before, Monkress’ lawyer tried to put pressure on us and some of our commenters, to no available, so they’re trying intimidation, poorly. I’ve done nothing illegal, so there’s no summons coming. His lawyer might be an idiot, but she doesn’t want to look like an idiot in a courtroom. So Monkress has hired a PI in Bethesda to harass and try to intimate us. What they don’t realize is that we have lawyers and PIs, too.
So why would he do all of that intimidation? Well, maybe because he’s feeling the heat beyond his phony veterans stories. For example, this is a cached copy of his company’s About page from last week;

They got millions of dollars in government contracts based on their status as a Native American-owned business. Now suddenly, they’re not Native Americans? While we’re looking at their website, how about the front page;
See that Department of Veterans’ Affairs seal? Well, that’s not legal to display there according to 18 U.S.C. §506;
(a) Whoever –
(1) falsely makes, forges, counterfeits, mutilates, or alters
the seal of any department or agency of the United States, or any
facsimile thereof;
(2) knowingly uses, affixes, or impresses any such fraudulently
made, forged, counterfeited, mutilated, or altered seal or
facsimile thereof to or upon any certificate, instrument,
commission, document, or paper of any description; or
(3) with fraudulent intent, possesses, sells, offers for sale,
furnishes, offers to furnish, gives away, offers to give away,
transports, offers to transport, imports, or offers to import any
such seal or facsimile thereof, knowing the same to have been so
falsely made, forged, counterfeited, mutilated, or altered,
shall be fined under this title, or imprisoned not more than 5
years, or both.
(b) Notwithstanding subsection (a) or any other provision of law,
if a forged, counterfeited, mutilated, or altered seal of a
department or agency of the United States, or any facsimile
thereof, is –
(1) so forged, counterfeited, mutilated, or altered;
(2) used, affixed, or impressed to or upon any certificate,
instrument, commission, document, or paper of any description; or
(3) with fraudulent intent, possessed, sold, offered for sale,
furnished, offered to furnish, given away, offered to give away,
transported, offered to transport, imported, or offered to
import, with the intent or effect of facilitating an alien’s application
for, or receipt of, a Federal benefit to which the alien is not
entitled, the penalties which may be imposed for each offense under
subsection (a) shall be two times the maximum fine, and 3 times the
maximum term of imprisonment, or both, that would otherwise be
imposed for an offense under subsection (a).
(c) For purposes of this section –
(1) the term “Federal benefit” means –
(A) the issuance of any grant, contract, loan, professional
license, or commercial license provided by any agency of the
United States or by appropriated funds of the United States;
and
(B) any retirement, welfare, Social Security, health
(including treatment of an emergency medical condition in
accordance with section 1903(v) of the Social Security Act (19
(!1) U.S.C. 1396b(v))), disability, veterans, public housing,
education, food stamps, or unemployment benefit, or any similar
benefit for which payments or assistance are provided by an
agency of the United States or by appropriated funds of the
United States; and
(2) each instance of forgery, counterfeiting, mutilation, or
alteration shall constitute a separate offense under this
section.
Like I said the other day, we have someone wandering the halls of Congress trying to get various Congress people interested in Monkress and his company. I’ve also said in the past that I didn’t want to put innocent people out of work at All Points – but that stunt last night pushed me beyond that sentiment. Initially, we only wanted Monkress to admit that he had done all of us veterans wrong by pretending to be something he wasn’t, but he had to double down on the stupid.
He may have threatened my wife and family, but my resolve in this matter has dissipated their fears. So you cowards come out from behind your screens to face me and admit that you have been wrong all along and all of this will stop. By the way, I have more information if you want to keep up this silly game.
By the way, I didn’t post any links to All Points Logistics to protect you from any data they might gather from your visit.

And I agree w/ an earlier comment that VSU is accredited. It is a fourth tier school, but serves students regionally. No issue with VSU on my end.

But the degree options (and they could have changed over the years) look generic. What was the specific degree Phildo claimed?

GT: not necessarily. Many government contracts disburse (pay the vendor) monthly – but only after receipt of the contractor’s bill for services rendered or goods received. Advance payments are possible, but my impression is that they’re not very common – particularly on contracts for professional services.
There’s typically a lag of a few days to a few weeks, depending on (1) how prompt the contractor is in billing the govt, (2) how prompt the govt office managing the contract is on approving the bill, and (3) how long it takes the disbursing office to cut a check after it receives the approved bill. For a services contract, payment almost always occurs after the government official managing the contract certifies the contractor’s invoice.
If a contractor bills for services not rendered, and if it’s not a mistake (and corrected promptly), that’s written evidence of potential fraud. I’m guessing APL probably won’t “go there”.

GT: that’s always possible on a contract with the government. But from what I’ve seen, it’s usually really blatant stuff that’s discovered – for obvious reasons (absent a tip, it takes one helluva lot of auditing and/or cross-checking to find well-hidden fraud.
I’d guess that rather blatant contract fraud constitutes the bulk of such cases that you read about in press releases by the local US Attorney’s Office. The well-hidden fraud, not so much. (smile)
I’m giving APL credit for being smart enough to avoid the obvious stuff. Whether they’ve tried any less obvious stuff, I have no idea. I’d guess no, but it’s always possible so I could well be wrong.
Having said that: if they’ve claimed any Native American set-aside business based on Monkress’ ancestry, they might well have some serious “‘splainin’ to do”. Word is that Monkress has neither the requisite tribal affiliation nor the requisite amount of verifiable NA ancestry to qualify. Dunno for sure either way on the last, but it’s what I’ve heard or read somewhere.
Disabled Vet set-asides, I’d guess to be not an issue. Monkress may well have the requisite level of disability through the VA to qualify. Again, dunno either way for sure, but that should be pretty easy for the Govt to check against the VA’s records.

Three concepts lost upon Phildo.
I cannot believe that the American taxpayer would knowingly support a business (government contracted) that bases its viability and business plan upon false military service, false native American heritage (Phildo could have provided proof by now) and false LEO employment.
Furthermore, I cannot believe that a client of APL would continue to associate with this type of business unless they were “looking” the other way.
I would ask his opinion, but he cannot be reached.
Hondo…at this point, I wouldn’t trust the VA to tell me water is wet. And given Phildo’s historical propensity for bullshit, I would want to see his long-form 214 AND his medical records (neither of which are likely) to see why he was at Bethesda for 28 days and then shitcanned off the tender well prior to EAOS.

Getting back to Monkress I have another theory that could cover his stay at Bethesda. They also had a Substance abuse treatment center there. When I was in Quantico we sent a few wayward lads up that way. As I recall it was about a month long. That Monkress checked in on the third of January which is about when things pick up after the holidays would lean towards it being a scheduled visit, not an emergency type one.
Another thought,,, Why would he go all the way to Bethesda for a 30 day stay for a regular health issue when there were clinics and naval hospitals at King’s Bay and nearby in Jacksonville Fla. Scores of Naval hospitals much closer.
The only thing that Bethesda had in the mid 80s that was really unique was a rather large treatment center for substance abuse.
It wasn’t the run of the mill meetings after work once or twice a week. The guys that went there had to stay in a barracks, had no liberty off the grounds and had day-long classes and meetings. There were only two places that had treatment available like that foe the Navy and Marines. One was in Bethesda and one was either in Balboa or Miramar.
@474–it was in fact Balboa. And then spending a year at TTF fetching coffee for Chiefs before going back to the Canopus, then TPU before being discharged? In my experience during that time there are only two possible explanations for that: reinjury of a service-related injury resulting in his being unfit to remain on AD, or a second ARI resulting in him getting shitcanned.
I leave it you to speculate as to which one. I’ll just guess this much: were it the former, Monkress would likely have himself set the record straight long ago.
During the mid-1990’s, there was a Joint Services treatment facility at Miramar. I know, as one of my wayward was TAD for seven weeks down there. It wasn’t just alcohol, it included drug abusers and those with eating disorders. My Maintenance Officer refused to go see his Marine graduate, so Hack got sent as the command representative.

Frankly – I was guessing that he lumped all the “girls” here in together that he’s had trouble with, but he could have been talking about Chip you and me. I just doubt he’d call you guys out. They mention that he was possibly dodging wartime deployment but his time In Bethesda was Jan-Feb 90, while the Gulf War Build-up didn’t start until August 90.
He did a pretty long stint on Shore after that in King’s Bay (didn’t go back to his ship until Feb 91) on “limited duty”.
He could have had a legit physical problem where he had to do some kind of therapy etc.
On the flip side he could have been sent to the Alcohol Abuse Treatment program, then used the follow up weekly meetings as an excuse not to deploy for a year. That he was a DS2 in a pretty high speed rating and was able to get out early shows he probably was able to “work the system” then.
With Phildoe’s propensity for being a bullshitter and being pretty sharp I’m sure he played any injury or condition to the Max.
He reminds me of a real POS MAA that was on The Siapan (LHA-2) during our 1981-92 Med cruise. He had a habit of talking down to everyone, since he supposedly was going to go to OCS. He was monitoring the line to get into the Ship’s Store and just being a real dick about it. Long story short, the power went out for about 30 seconds in the passage-way. When the lights came back on he was laid out with a black eye and boot marks all over his ass. Somebody helped him to sick bay ,,,, nobody ever knew who did it, but I’m pretty sure there were at least 5 guys, at least 2 of them ship’s crew that put the boots to him.

Given Phildo’s known propensity for hitting the sauce early and often, a scheduled stay in a dry-out tank makes a lot of sense.
OldDog, it could also be that Phildo fell down and hit his face on the handrail on the ladder and people didn’t see him in the dark and walked on him, thinking that he was a lifejacket or something. 🙂

That happens a lot to obnoxious drunks. We had a shit-head that got tossed out of the back of the Camp Wilson to Mainside 5-ton Libo. Lucky for him it was only going about 5 miles an hour. He had gotten soused at the E-club and caught the last ride back to camp about 2300. Apparently he had been talking trash on the 15 minute ride back. When the truck was about 1/4 mile from the motor pool a couple guys chucked his ass over the tailgate. He came limping into the platoon tent about midnight, all scratched up and whimpering like a little bitch. I can see someone like Phildo having this happen, or just getting a “blanket party”.
