Jack Pratt; another phony Vietnam veteran mayor
MrBill sends us a link to the San Antonio Express News that tells the story of Jack Pratt, Junior, the mayor of Kerrville who won his office proclaiming that he was 4-tour Vietnam Special Forces veteran. He started telling that tale more than three years ago. Folks started wondering about it recently, and so they got a FOIA:
His military records indicate he spent nearly eight years in the Army but just seven weeks in Vietnam as a personnel supervisor before leaving the service as a staff sergeant in 1971.

Pratt, 73, denied that he embellished his resume but declined to provide documents to substantiate his claimed achievements.
“I’m not going to help you with any of this because you’re trying to crucify me,” he said last week. “I don’t need to confirm my personal history.”

National Personnel Records Center documents say Pratt was a radio operator in Germany in 1964, a personnel sergeant in Thailand from 1967 to 1969 and in Vietnam from May 25 to July 15, 1971.
Pratt blames politics for the sudden scrutiny – but you know, if I was running for office and one of the reasons I was telling voters that they should vote for me is because of my military service, I’d have documentation in my pocket – and I’d make sure the NPRC has everything correct. The last thing I’d do is drag this thing out.
But, Jack Pratt appears to be nothing more than another Flemron Dickey – it looks like he has also embellished his education credentials and his work experience, as well as his career as a personal clerk that morphed into a Special Forces killer dude and seven weeks became four years. By the way, Kerrville, speaking from experience, the first thing the phonies do is blame the military’s record-keeping. The second thing they do is blame politics (or some other haters) for the sudden scrutiny. They never provide documentation to exonerate themselves (so you look like you’re on a witch hunt). They always keep digging hoping you’ll get tired of beating a dead horse before they get tired of digging.

A real veteran whose records had been screwed up would show you the documents right now to exonerate him – a phony will tell you that an ex-wife burned them, or that a flood a few years back washed them away. An honorable phony (there are a few) would admit that they lied and apologize right now.

Did he retype his 2-1? Seems he went to basic, then OCS a year later and then because a personnel specialist a year later and at a higher pay grade. Two years four months and he’s in a SFC position. Back in the 60’s, didn’t you have to go to Fort Benjamin Harrison to become a personnel specialist. He has enroute to other locations on the 2-1. Something just seems wrong on the form. 214 says he was discharged as an E6 and even back then there was an obligation of 365 days upon assignment to Vietnam. Why would he be sent only for seven weeks? He wouldn’t have 1 silver star and 2 bronze stars on his Vietnam service medal either, that means he participated in seven campaigns.
I am not in anyway shape or form defending this guy,but:
71F, 71L, and 71H are all MOS’s than can be awarded based on OJT (On the Job Training).
The 365 days (12 month tour) requirement went out the window during the massive forces drawdown time in RVN. Not saying there was something kind of goofy in relation to only seven weeks in country, but he was a personnel/admin guy, so he may have typed up his own Hardship Discharge and played the system.(smile)
The Siver and Bronze Service Stars for the Vietnam Service Medal take into account the two years he spent in Thailand. Although he was not physically boots on ground in Vietnam, campaigns that occurred count toward service stars for overall theater operations.
Yeah, he’s quite the embellisher when it comes to touting “four tours” with Special Forces.
Based on his time in Thailand and the seven weeks in Vietnam, he was there during seven campaigns then.
That’s about right. His Thailand tour covers most of my first two RVN tours (six month break) and I got credit for six campaigns. Post Tet, it seemed like there was a new campaign every couple of months (Tet Counter Offensive pick a number).
I think he’s eligible for 9 campaign stars, actually.
This guy served in Thailand from 27 Sep 1967 – 15 Oct 1969 (inclusive). He then served in Vietnam from 25 May – 15 Jul 1971. Here are the recognized Vietnam campaigns during those periods; one day’s service during a qualifying period is all that’s required to qualify for the campaign star for that campaign.

By my count, he served in the VSM area of eligibility during 9 recognized Vietnam campaigns – not 7. Looks to me like the individual preparing his FOIA reply at NPRC only counted the 7 from his time in Thailand and missed the two from his “short tour” in Vietnam in 1971.
He’s still a LSoS. None of those assignments were to an SF unit.
You are correct, as I was promoted to 71L20 on the job.
Like CLAW131 says you used to be able to get awarded MOS’s through OJT. Because I could type I was made the unit clerk of my unit at Polk in 85. After 90 days they cut me orders awarding me the 71L10 as a secondary.
Why would the Army send him to Vietnam from Ft. Sam Houston for a 6 week tour? I can’t imagine that there was such a shortage of 71Hs that they had to go all the way back to BAMC to get one.
Also, I see that he managed to spend about 6 months at OCS and come right back as a 71H. Any idea how tough it was to get commissioned through OCS in 1964?
My first thought was, “Wouldn’t it already take a few DAYS just to get there?!”
Shoot, leave the U.S and it’s be a week before you were in country and situated and have a bunk and been inprocessed and then a few weeks later yo0u’re outprocessing and then it takes days to get back?
“Odd” just doesn’t cut it.
It’s possible he may have been med evaced for non combat related reasons. We had an NCO that didn’t last a week because he fell off the duck boards and broke his ankle so badly they couldn’t mend it in country. No PH but he would have qualified for the campaign medal and one star.

I know promotions were faster during Vietnam… seems to me about ’77 they changed TIS for secondary zone for E5 from 2 years to 3 and for E-6 from 3 years to 5 – so being in an E-7 slot as fast as he was is possible. What I am noticing is that it shows OCS as 7 months between changes? Back then it was a 3 month course, aka 90 day wonders/shake ‘n bakes, wasn’t it? And how does he show a GCM with two ‘loops’ at 8 years and change? I think that is a hard and fast 3 years per. Just little things but coupled with the other inconsistencies, makes this look a little dicey. Someone better at admin, help!
I think OCS cadre ran a 90-day shake and bake school for the NCOs in those days. You graduated as an E-6 regardless of the rank you held when you entered the course.

What a waste
Looking at the guy’s records, it appears he didn’t make it thru OCS (after spending a looong time there), then spent much of the rest of his career as a personnel type in Army medical units. (Edited to add: I guess it’s also possible he declined to accept or was denied a commission for some reason after successfully completing OCS.)
His time in Thailand was at the 5th Field Hospital – which was in Bangkok. Yeah, I can see why he might have decided to extend for a year. That was “real hardship duty”. And nothing says “SF material” like being a Personnel NCO in a Field Hospital located in Bangkok, right?
I do have to wonder what happened to get him sent home from Vietnam that quickly – and discharged so soon after returning. I doubt the Army would have sent him with less than 90 days remaining until ETS, so I’m guessing either had enough time left on his enlistment to finish his anticipated tour or extended. But he was discharged 2 weeks and change after leaving Vietnam – after spending only about 7 weeks in country. That combination seems . . . rather odd.

HONDO…….my older brother served in the Air Force in Thailand 67-68 as a crew chief on a Huey. After we were both discharged, I gave him all kinds of grief about his “hardship” tour” he served four years, me one year five months, him E-4, me E-5. I could really piss him off when I told him to get on down and give 30 push-ups. Then laugh my ass off!

I was in Bangkok from 1968-1970 and LET ME TELL YOU it was TOUGH! That “field hospital” might have been the one way down on Sukumvit Road (US hospital) that I visited a few times. Nothing “field” about it at all — concrete building, running hot & cold water. Even had High School “Candy-Stripers” volunteering there; one of my friends was one. Poor girl was distraught because the GIs would propose marriage. (She grew up and became a well-known pediatrician in Alaska). But I digress…..
BANGKOK! Tough tour. In town, regular haircuts were 5 Baht (25¢); SPECIAL haircuts (behind closed doors in a nice chair) cost 100B (5$). Though in high school …. (do I rate any service stars for being incountry?) — I used to wonder why on earth anyone would pay $5 for a haircut!!!!! [Yes, I was pretty naïve then.]
OOH! OOH! How we’d laugh at the GIs on R&R at Pattaya Beach with bar-girls on their arms. We’d say to each other: “Geeze! Doesn’t he know she’s a WHORE????” Then laugh at him. How little we knew … A friend said, “He works for the Railroad …. laying Thais.”
Saw a GI with the “100-yard stare” sitting in the Pattaya rec center … just staring. And staring. My friends and I got a laugh out of it for a full year. How little we knew …..

Bangkok was a rough tour. Never mind that we had two maids, a cook, and a regimental sergeant as my dad’s driver. Never mind that $5 would last all week for bus, taxi, samlor rides, noodles, fried rice, and a movie date.
Why was it tough? Because my allowance was $5 and my girlfriend’s was $25.
Still …. it was a tough tour.

Phu Loi, Vietnam 1971……..our flight line was just across the street from the “Steam and Cream! You could slide out of the operation shack, cross the road, get a real haircut. Then slide into the steam and cream for a steam bath followed by a massage! Then slide back over to the flight line for the next mission. Gotta tell you, thank god my 60 was on a mount. I don’t think I could have lifted it free hand!
I’ve grew up knowing that all and I mean all of my uncles, Dad, and step Dad, served over in Vietnam some of the story’s I did not quite understand, when I enlisted my uncle Gary and Skip at a welcome home event unloaded a lot of experience to me the just blew me away !!!!! The bad, and most of all the Good…. I’m so damn thankful that I did not have to get a shot for swimming in rouge Pools Lol…. And the Damn issues you joes had with that damn jungle rot… My uncle Gary would talk about the tunnels he had to crawl down. I would have blown the fuckers up… But I’m rambling.ill shut my trap.

Every politician who gets caught at one thing or another points to that, as if it were a schoolyard tussle and “It’s just kids being kids.” Or how about this beauty–“I will not dignify that with a response.” I love it when I hear that one. It’s taking the 5th without sounding like you have something to hide–such as the truth. Lastly, there’s the up-against-wall-flat-out denial and “I look forward to having my day in court!” Yep, that works right up until the foreman turns in the jury’s verdict.
