Billy Webb; phony SEAL

Once again, our partners at Military Phonies send us their work on another SEAL, Billy Webb. Of course, in addition to being a SEAL, he was also a sniper, he says;

He also convinced a local news source that he was a SEAL in an article about picking mushrooms, for some reason.

Yeah, but no. The folks at Military Phonies summarize his records;

Billy’s DD-214 lists him as a Special Operations Officer – An Unrestricted Line Officer who is a Special Operations officer by virtue of training in the EOD, DIV/ SAL, and EOM functional areas and he was NOT listed as Naval Special Warfare Officer (FYI – it would say SEAL not NSW).

Billy served in the reserves from in 1978 and 79 and received his commission on August 8, 1981. A review of his records shows that he was NOT a SEAL, he was NOT a sniper, he never attended BUD/S and had no type of wings (jump or pilot). He did retire as a LCDR (O-4)….

We don’t send Officers to be snipers, I once sent a JO to a Marine sniper course (Hawaii circa 2008 or 09) because we had an open billet. After the course I would be surprised if he ever saw a sniper rifle again. We justified it as a chance for an O to understand employment of snipers. Everyone knew it was a boondoggle.
For what ever reason this cat thinks that a diving officer is same as a SEAL, shame on him.

That’s interesting. US Army Sniper School doesn’t even take E6, let alone officers.

There is a course called Sniper Employment Officer Course or something like that. It used to be mandatory for Recon platoon leaders, but I don’t know if that’s the case.

I once heard a fellow firefighter/EMT give a talk in church, during which he identified himself as a “Firefighter/Paramedic”.

Afterwards, I asked him about it, as we both worked for the same Fire Department and Ambulance Service.

He said that he was not a Paramedic, but simply told folks that he was, because it was easier than having to explain what the difference is between a Paramedic and an Emergency Medical Technician, since the average person only knows what they see on the television series, “EMERGENCY!”.

I’m just playing Devil’s Advocate here, but I wonder if this isn’t a similar situation.

Maybe, when speaking to a layman, it was easier to say, “Navy SEAL”, than it was to have to stop and explain what a, “Naval Special Operations Officer”, does, and the difference between that and a Navy SEAL.

Yeah, he does need to explain.

Every SEAL is a diver…but a Navy Diving Officer doesn’t have to actually even be a diver. A Special Operations Officer at that time didn’t have to have the qualifications as a Diver, EOD, Airborne, or SEAL.

It was really just an administrative qualification. Especially on the Guam for example since they have no dive locker.

I don’t see where this guy went to NDSTC or anywhere to obtain anything beyond the administrative qualification he held.

My nephew serves as a Company commander in a Striker unit. He spent two tours in the stan, a long tour with the 101st, and a short one with the 75th Ragers. He has been in a couple of sniper duels both as a shooter and a spotter. He does not claim to be a sniper, even though at age 16 he shot at and hit targets at 1000 meter distances using a gun he built himself. He is Airborne, Ranger, and earned the CIB, his sacred honor would never allow him to claim he was a sniper.

Back then a 1140 was an officer in a community that was comprised of EOD, Diving, and Explosives Management. Its obvious he was not EOD but a Diving Officer and Explosives Manager hence the being stationed at Weapons Station Crane. He may have seen a SEAL once or twice :). Going from enlisted to officer was an accomplishment itself. Way to shit on an otherwise good career.

So question for the O-Gangers here:

He has 18 years of service. Not 20. IIRC, there were no early outs or retirements offered in 1998.

One would expect him to be a full CDR by 20, so was he actually allowed to retire, or was he passed over 3 times and shown the door?

Of course, she was enlisted and I have no familiarity about what was available to officers.

TERA was authorized by DoD from 1993-2001. Believe it was at the inividual services’ discretion regarding how it was implemented, who was authorized, etc . . . .

His departure at 18 years and change is consistent with his having contacted his career manager at BUPERS (or whatever the Navy calls them) and being told that his file wasn’t competitive for promotion, so he took advantage of TERA.

It’s also consistent with his being selected for involuntary early retirement, if that’s possible. I know during the 1990s a number of Army boards were conducted that selected quite a few Army officers for involuntary retirement – I knew a guy that got selected by one and was forced to retire earlier than he’d planned.
