NYPD Officer (also USAR civil affairs SSG) arrested for spying for Communist Chinese

ninja has forwarded the news that an NYPD police officer has been arrested for spying for the Chinese. The officer is also a serving member of the US Army Reserve where he’s a civil affairs staff sergeant. He may have spent time as a US Marine as well.

Baimadajie Angwang, 33, who was born in China’s Tibet region and serves in the U.S. Army Reserve, allegedly reported on the activity of ethnic Tibetans in the New York area to the Chinese consulate and was tasked with recruiting potential intelligence assets among the city’s Tibetan community, prosecutors said.

As an agent, he “spotted and assessed potential ethnic Tibetan intelligence sources in the New York metropolitan area and beyond,” the complaint said. Tibetans have long been oppressed by the Chinese government and many are believed to have been killed since China occupied the region decades ago.

As for Angwang’s background;

He initially traveled to the U.S. on a cultural exchange visa, which he overstayed, prosecutors said. He sought alyssum, claiming he’d been arrested and tortured in China because of his Tibetan ethnicity. Though he is Tibetan, his ties to China run deep, the Justice Department said.

His father is retired from China People’s Liberation Army and is a member of the Chinese Communist Party, prosecutors allege. His mother is a retired government official and also a member of the Communist Party and his brother serves as a reservist in the PLA.

All three live in China.

Investigators found that in 2016, Angwang wired $100,000 from a U.S. bank to his brother’s account and subsequently wired an additional $50,000 to someone else in China. He also received multiple wire transfers from China, officials said.

Since June 2018, he had been communicating with a Chinese official he referred to as “Boss,” prosecutors said. In October of that year, Angwang advised the official about a new Tibetan community center in Queens that they should visit together.

The story is even worse than I thought. Apparently he served in the USMC and Army Reserves. And as a SSG he has been around a day or two.

It’s possible that he straight out lied on his eqip, and at the sekret level no investigator is going to check.

A possible 2fer here…

I’m waiting for the feds to come in and save him from public trial under the “sekrets have to be protekted” line.

A Secret Security Clearance is required to be considered MOS qualified as a 38B (Civil Affairs), regardless of rank.

In his case, if he came in as prior service, they probably did an ENTNAC (Entrance National Agency Check) investigation on him, which is pretty simple and quick. As long as they don’t find anything extreme in your criminal history and you say all the right things on your SF-86, you’ll be a “GO” at this station. Even back in 1993, mine was submit before I left for Basic and I had my Secret Clearance before I got to AIT.

Along with that, Civil Affairs units are ALWAYS recruiting and accepting personnel, especially if they speak another CAT 1 language fluently. (Mandarin)

The CA Battalion at Ft Dix is on Jump status and the reason he’s there is because of the language he brings (Even though their AOR is Africa).

As a 38B, especially with prior service he could probably make it from E4 to E6 in 4-5 years Time in Service (Army and Marine combined), as long as there are slots for him to get promoted into. E6 positions are usually available pretty quickly.

By his duty description, he’s a Civil Affairs Team Sergeant, whether that’s on a line company CA team, or on one of the specialty teams in the headquarters.

Army is the only one to use that acronym.

SSgt could be Air Force Staff Sergeant (E5) or Marine Staff Sergeant (E6).

Scratching my head about his service…numerous articles identified him as an Army Reservist, SSG/E6, with duty at Fort Dix, NJ with a Civil Affairs unit.

It is entirely possible for him to have one tour in the Marines and two in a CA unit in a few years worth of time.

Two of the CA units I was assigned to had elements deployed 3 of the 4 years I was assigned to each. Plus, other CA units were always looking for volunteers from other units (even other Reserve units) to fill slots for deployments.

The battalion I went to Afghanistan with had about 20 LT/CPT types begging to join us from other Army Reserve units so they could get a combat patch out of it. And that was only the ones I talked to about wanting to come to our unit.

If you all only knew how many Army Troops came into Theater for “TDY” trips during OEF and OIF, showing up without a “Combat Patch” on the right side of their BDUs and mysteriously, less than 2 weeks in Theater, left WITH a “Combat Patch” on their sleeve.

And Heaven Forbid if those Soldiers wore their Unit patch. Somehow, they ended up being an 82nd ABN Trooper or a 101st Screaming Eagle Trooper or a 10th Mountain Trooper, etc. etc.

It was disgusting. Some of them had the audacity to ask the Army to pay for those patches.

Sadly, the Army created that Self-Inflicted Monster because of Peacetime service.

My last unit had an E-9 AGR assigned as the CSM for the battalion, “coincidentally” right before the battalion deployed. That E-9 came from Army Human Resources Command (The Army’s “swamp”) THEN, after the deployment that same E-9 was gone after only 22 months of being assigned to the unit. Wasn’t fired, just PCS’d right back to the same HQ they came from.

When a friend of mine asked for a compassionate reassignment to his Home of Record, the very same Army HRC told him “no, you haven’t been at your current location long enough. you can’t do that!” He was at his current assignment for about the same amount of time.

I didn’t mind those that joined, went downrange and actually did the job and worked for it. But we had a couple who didn’t even make it through the deployment platform before we sent them home. “Hey I realize you’re a Captain and that might be a bigger deal in a conventional unit, but this is a CA unit. Your company commander is a Major (O-4) and you as an O-3 are in charge of these three Soldiers. That’s. It.”

I still have copies of my SF-86s, starting from the day I enlisted in the US Army (all locked in a safe).

If anyone was a Military Brat, try remembering all the places one lived, starting with their birthplace.

Had an Army Brat friend whose Mother was born in Germany and became a US Citizen years after his parents married. He told me that he had to provide extensive background info on his Mom when he applied for a Security Clearance.

I had an asshole investigator try to play games with me on the location of my high school. Kept quizzing me on the address. I knew exactly what he was trying to do. Eventually he says “MR D, the address you gave me for your high school checks out to be a junior high” and sits back with a smug look. I replied “yessir, it is now a junior high, but when I graduated, it was not. The high school is now 6 blocks away. If I had used that address, I would have been lying on my form. Would you like to play more games?” I got further revenge when he went to interview 2 of my references who happened to work in a secure area. They refused him access and made him wait 20 minutes, then had him do the interviews outside in the smoking area.

A Secret clearance isn’t really that sensitive. It is about two steps above what you read in the paper.

Granted, it still allows access to way more than this piece of garbage should have, but even when units to deploy to Iraq or Afghanistan everyone gets an interim secret regardless.

All true, but the question remains: why are USG, DOD, NYPD, etc. not extending extra scrutiny when initially enlisting/hiring alien emigres from hostile countries? Extra scrutiny would have uncovered that this traitor’s parents were in the PLA/PRC govt. Would this traitor then still have been granted SECRET clearance in the military and allowed access to NYPD intelligence in his LEO position? I hope not…

Maybe the investigator there didn’t want to seem “racist” for asking about his family connections in China? Or, he was overloaded at work and just rubber-stamped investigations?
