Foley and Jowers – Tex, Lies and Videotape
By now, you’ve all had your fill of the candidates in the Callahan County Texas election. But wait… there’s more.
Rick Jowers applied for the position of Jailer back in 2007. The following were obtained by an Open Records Request to Taylor County Texas and provided to us by a concerned citizen of Callahan County. Jowers detailed his U.S. Army experience on one of the pages.
Here, Jowers states that he was a Specialist 4 (E-4) and an Airborne Ranger, neither of which are supported by his official military records. Also, he lists 1986 as the start of his military service, but his records say 1988. That could have been Delayed Entry Program but his end date that he lists is strange. It is either ’91’ or ‘4/’ and left off the ending year.
Also, Jowers said that the reason he left the military is that his “Dad was sick” but when he called one of our investigators – namely, me – and asked that we not post his military records, Jowers said that his sister committed suicide. We later found out that the story of the sister committing suicide was not true. His sister died in 2009.

A lot of people have been asking how it is that Jowers got employed in Law Enforcement in the state of Texas in the first place since it appears there is a Texas state policy that states that an applicant is ineligible if the discharge was DISHONORABLE or OTHER THAN HONORABLE. People are also asking if the Callahan Sheriff’s Department knew about his OTHER THAN HONORABLE DISCHARGE when he was hired there? Or did Jowers submit other information?
Jowers seemed quick to forgive himself when he put out a public statement saying that the election was not about his military service anyway. Seemingly putting forth the reasoning that it doesn’t matter and it is much ado about nothing.
A few others have declared that Jowers has suffered enough and it is time to move on.
Well, he claimed he was wounded in combat. He made this claim to leverage something of value. This appears to be a federal crime in violation of the Stolen Valor Act. It wasn’t like he burped or farted in a room full of people and said excuse me. He claimed valor that was stolen from those that can no longer speak for themselves – the men and women that never returned home from the battlefield.

The M106 is a diesel powered version of the M113 APC. The weapons platoon I commanded in the 509th Inf had three of them. The line company version carried 81 mm mortars. They were also used to carry 4.2 inch mortars.

The later versions of the M113 were also diesel powered, but the earlier versions we had in Germany in the 1960’s and early ’70’s ran on “mogas.” They were not as reliable as the diesels. As a mech platoon leader I would know as well; I had to sign a hand receipt for three of them and logged more than a few miles in them.
During the Vietnam War period, units in Viet of the Nam had priority for issuance of the diesel-powered M113 series vehicles, while USAREUR units in Germany were stuck with the early model mo-gas engined M113 series vehicles. As the Viet of the Nam drawddown began in 1969-70, the units in Germany finally began to receive the diesel powered M113s…
You are correct, (that hurt a little) the “One Oh Six” was/is a recoilless rifle and the “Oh Five” is a howitzer. The One Oh Six use a single shot .50 Cal as a spotter round, the Oh Five used anyone with a working radio. One of them you got behind to fire, the other … not so much.

It was a highly motivated Howitzer, it showed a lot of initiative and was a real go getter.
I got to run the giant voice once or twice and used a megaphone to address large classes, so I’m totally using “airhorne ranger.”
I sure would like to see a 106 or a 105mm “Howitzer” that was self-propelled and part of an Airborne Ranger outfit. The SP 105mm howitzer is a tracked vehicle that weighs around 30 to 40 tons. I don’t think one has ever been airdropped.
Maybe Jowers is a time travelin’ warrior and operated a secret upgunned 106mm version of the M56 Scorpion 90mm SP AT Gun used by the 82d Abn Div in the late 1950s… 😉
Actually, the M108 105mm self-propelled howitzer was not as useful as the M109 155mm gun; it was discontinued from service in 1963 (per Wikipedia). The M109 has been the mainstay of mech artillery right to the present. The M109 weighs about 29 tons.

I got out (of the Army – went ANG afterwards) in ’81 so can’t be 100% certain, but the SP4 was still there for certain fields. What I do believe went away is anything above that – SP5 and above went away and there was only one rank structure left (Sgt, SSgt, SFC).
You have to admit – he’s a poster child for “Hooked on Phonics”.
SP5, SP6, SP7 all were converted to hard stripes (SGT, SSG, SFC) in the mid-late ’70s. E-4s were all SP4 unless in a specific set of MOSs, usually combat arms, wherein some got Corporal stripes. Forty+ year memories, could be wrong and could have changed since.
Not so much a conversion, but promoted into the hard stripe ranks. I was promoted from SP5 to SSG in October of 1980 (Supply MOS) and there were still lots of SP5/SP6 and a very few SP7s in other MOSs’ (mostly Medical/Food Service/Bandsmen) that were waiting their promotions or retirement or ETS. Actually, I think the last of those didn’t get turned into hard stripes until the 1984 or 1985 timeframe, and then Big Army stopped listing the rank of SP4 and officially started calling them SPC.
Just my memories from that timeframe.
They eliminated Spec/7 in 1978. They later eliminated Spec/5 and Spec/6 and renamed Spec/4 to SPC in 1985.

SP4 remained SP4 at least through 1992 because we were still advancing SP4s until then…
An E-6 SSGT in my section (long timer, NG unit)
brought his SPC6 brass pins and OD green cap to Saudi Arabia.

Protecting the fallen Soldier, Private Sanford returned fire and killed an insurgent while receiving two more potentially fatal gunshot wounds. He continued to return devastating fire on the enemy while helping his wounded comrade until he was incapacitated by his own loss of blood.
