Leroy Foley – Silver Star and Purple Heart Claims

The folks at Military Phony send us their work on Leroy Grant Foley.  This guy better come up with some documented evidence for the awards that are being associated with him.  I find it nearly impossible to believe that someone would run for public office of any kind without being able to document they have awards like a Silver Star or a Purple Heart.

Foley lives in May, Texas and is 48 years old at the time of this writing – February 2020.

Foley is currently a police detective with the Clyde Police Department in Texas.  He is running for Sheriff for Callahan County, Texas.

When speaking about the election and what it means for Callahan, some people are under the impression that Foley was an Army Ranger, Army Sniper, and was awarded the Silver Star and Purple Heart.

It’s entirely possible that they may have gotten this impression from Foley himself, as it seems these claims are part of his campaign posters. Foley has a personal Leroy Foley Facebook page and a Foley for Callahan County Sheriff page. Notice the Silver Star and the Purple Heart medals.

On the following campaign poster, there were more claims such as Army Sniper in addition to the Silver Star and Purple Heart. Notice at the bottom that it says it was “Approved by the elect Leroy Foley for Sheriff Campaign” and “Paid for by Foley for Sheriff Campaign.”

However, this post to Foley’s campaign page is stated in the first person “I” so one can reasonably assume that Foley wrote it.  He states that he served with the “75th Ranger Regiment for 11 years.”

In the following post, Foley claims that he met Carlos Hathcock – the famous US Marine Corps sniper.

After checking books, online archives, lists and databases it was discovered that there is NO record of “Leroy Grant Foley” being a recipient of the Silver Star.  Here are a few notable ones:

So, what does the NPRC have to say about Foley?

Then, the Department of Defense Manpower Data Center results to verify service dates.



At first glance, the military records that the National Personnel Records Center (NPRC) provided do not seem to show assignments from 1992 – 2000.

We believe there is a typo on the summary sheet in that it should be May 1990 vs. 1998 to reflect the time on the Delayed Entry Program. The assignment page supports this.

We believe that the dates of 12 June 1990 – 05 July 2000 on the DoD Manpower Data Center results accurately reflect service dates.


There were no claims of a particular rank so nothing significant here.


The reason it does not show assignments from 1992 – 2000 is somewhat of a mystery but his final rank of SGT (E-5) along with medals and awards point to the fact that the NPRC Summary Sheet was based off Foley’s last DD-214. Also, he could have been in the Army Reserve or a state level guard.


There was no Silver Star nor a Purple Heart listed. There were no medals listed that would indicate combat.


Nothing in Foley’s records reflect RANGER, Airborne or Sniper School. He went straight from OSUT to Fort Hood. If memory serves, OSUT was about 14-16 weeks in length back then. 16 weeks equals 4 months so that matches.


Nothing in Foley’s military records indicate that he was an Army sniper.

Foley’s assignments from 1990 – 1992 show no affiliation with the 75th Ranger Regiment. We have doubt that he was with the 75th RANGER Regiment for 11 years. He was trained as Mechanized Infantry. All of his addresses from 1992-2000 show Texas with the only recognizable one for Army being Belton and Killeen, Texas, right outside of Fort Hood.

The 75th Ranger Regiment was not at Fort Hood, TEXAS.

The 75th RANGER Regiment composes of Four Battalions. They are as follows:

  • (1) First Battalion is at Hunter Air Field, GA.
  • (2) Second Battalion is at Fort Lewis, WA.
  • (3) Third Battalion is at Fort Benning, GA. The Regimental Headquarters is also located at Fort Benning, GA.
  • (4) Regimental Special Troops Battalion, Fort Benning, GA.

We were able to trace Foley’s addresses from 1992-2000 in the off chance he was stationed in the Army Reserve but as stated above, most of the addresses were either California and Texas, mostly Texas. Nothing in Washington state or Georgia.

To repeat a point made previously – the only time he was at Fort Benning Georgia was when he went to Infantry OSUT and he was only there for about 4 months.

So the important question to ask Foley is this:

What RANGER Battalion was he with for 11 years?

In order for Foley to have served in the 75th RANGER Regiment for 11 years, he would have had to have been Airborne Qualified and RANGER Qualified.

In looking at his records, he only carries the MOS of 11M10. We do not see a Skill Qualifier of “P” which is Airborne. If he was Airborne, his MOS would have read 11MP10.

If he was with the 75th Ranger Regiment for 11 years as claimed, he would have had to been Ranger Qualified with a “V” Specialty Code.

We don’t see any Ranger School Training or Airborne Training on his Summary Records.

Foley *MAY* have been with the Army Reserve Unit, the 75th Division (Exercise) out of Houston, Texas but if this is true it would be misleading to say he was with 75th Ranger Regiment for 11 years.


We refiled for Foley’s military records asking to confirm assignments from 1992-2000. At this point we suspect he went Reserve but we’ll keep an open mind. Since the records often take 3-6 weeks to come back, even with a refile, so it would have been after the Sheriff’s election in Callahan County on March 3, 2020.

We have no vested interest in how the election turns out, but we did feel it was important that the residents of Callahan County get clarification on Foley’s military records.

Perhaps there is a perfectly good explanation for the discrepancies, but at this point we are confident that we could find no reference for a Silver Star in any of the listed databases or Foley’s military records. That claim is highly in doubt. If he was in the Reserve, what conflict would he have been activated for to be wounded in combat and receive the Silver Star, if in fact they were the same conflict?

So, we feel it is incumbent upon Mr. Foley to produce a DD-214 that proves he has both a Silver Star and a Purple Heart.

The claim of both the Silver Star and the Purple Heart may put Foley in direct conflict with the federal Stolen Valor Act of 2013.

If the claims by Leroy Foley were used to leverage work, military or civilian promotions, or anything else of value, he may have been in violation of Stolen Valor laws. State laws may also apply.

It should be easy enough for Foley to prove those awards are his.  Maybe this is all some big misunderstanding,  I bet he has a perfectly reasonable explanation.

This was provided to MP with saying it was posted to a Callahan city webpage on Facebook.

        Either way the word is out that LEROY GRANT FOLEY is an embellishing POS that probably WILL NOT be elected. I, too, would like to see the out come to this election. Maybe we should google foo the local news media to see if they’re carrying anything on this.

    Hmmmm…His Police Background is in “Investigation” and he is a “Born Protector” and “OverWatcher”.

    Guess he failed to investigate himself.

    And he wants to show “TRUE Leadership”?


    P.S. Hope he does not change his story and say “You All got it wrong. I was a Texas Ranger for 11 years and I have a Silver Star BADGE. I own a Purple Heart that I found at a Gun Show and yes, I was an Army Sniper, because I fired EXPERT at OSUT”.

      ^THIS^ I get an email from MP when they drop a new post on a phony. I like to be the FIRST to comment on the dirt bags that are exposed. Just like the TAH Coveted Friday WOT FIRST. Don’t always make it, but I always try. Sometimes the MP site takes a little longer to be approved.         I was given the following with emphasis that one cannot draw conclusions from DoD Manpower / SCRA alone. This database does not often reflect time spent in the Reserve or National Guard even if the member was recalled to active duty.

        The FOIA ninja said that Jowers’ military records can be ordered to confirm Airborne Ranger but these records won’t come in before the election. The good people in the town of Callahan Texas may have to make a judgment in the election without having all the information they want.

        To the people here – please do not draw conclusions based on incomplete information.

    (6) What Conflict he was involved with to include the Dates, Location and Circumstance for his Silver Star and what Unit he was with in that Conflict.

    (7) The General Orders Number for the Silver Star to include who signed the Orders with the date with the Citation.

    (8) The Dates and Location for his Purple Heart with explanation how he received the Purple Heart and what unit he was with.

    (9) Explain what his MOS and job was at Fort Hood, Texas to include the Unit he was with, his Chain of Command, the explanation behind his ARCOM and AAM, the dates he was assigned there.

    (10) Share what Overseas Tours he did while in the Army.

    If he is telling the truth, then he should have NOTHING to hide from the Folks at Callahan County, Texas. He should make his Military Service Transparent to those Folks.

      I am looking at my own Gulf War / Desert Storm DD-214.
      Serious discrepancies in the listing of the medals.
      1 – NO Southwest Asia Service Medal (or Campaign Medal).
      2 – That’s NOT the correct name for the Saudi Arabia medal,
      and even if it was,
      medals issued by foreign countries (Saudi, Kuwait)
      do NOT appear on a DD-214.

      So, I already see 3 things wrong, just in the medals box.

        Block 15a: In regards to the Post-Vietnam VEAP, the form uses a spelling of “VIETAM”

        8b: “Place where separated” – “Separated” is spelled as “seperated” Same misspelling as in 12b.

        Block 15b: The military writes “high school” as two words, not one.

        Top right of form: “Areas render form void” the word Void is misspelled “VIOD.”

        Block 6: Reserve obligation term date has a 1997 year but the form was purportedly filled out in 1999 so that should be blank.

        Block 17: Again the word “Separation” is spelled “Seperation”

        Block 11: Claims to be airborne ranger, MOS should be 11B2V if he was a buck sergeant (E5.) 11B – Infantryman 2 – skill level for an E-5 Sergeant V – Ranger Parachutist. If not Ranger qualified but airborne qualified it would be 11B2P.

        Block 13: That’s not how awards are written on a DD-214. They all run together and fill up the white space. Also there’s no such thing as a “sniper badge” or an “airborne badge.” The correct term for airborne wings is “Parachutist Badge.” I believe the Ranger award is called a “Ranger Tab” not a badge but I don’t have one so I may be wrong on that. There’s no such thing as a “Saudi Arabian Liberation Medal” either.

        BTW I have a DD-214 from 1998 and it doesn’t look anything like that one. By 1998 the Army was using digital, fillable forms that you did on computer and then printed out. That’s not what that form is.

        Bottom line, that DD-214 is a forgery.

      Wow, if this was taken to the County courthouse and registered as a true copy then someone is in deep trouble.

      Filing a forged copy of a government document is frowned upon.

      That is NOT how a DD214 is properly done. The errors on that thing are easily verified by anyone with some experience in the field.

      This form does NOT match the official records on file at the NPRC.

      This is easy, anyone can file a Freedom of information request and get his records. Or, if he wanted to clear this up himself he need only fill out a SF-180 and authorize the release of his records.

      That document appears to be an obvious fraud.

        “10” is E1-E3 or E4, “20” is E5, “30” is E6.

        “P” equals Airborne Qualified.

          Minor quibble: Ranger qualified is “R” . V is the code for “Ranger Parachutist.” Obviously MOST rangers are airborne qualified and rate the V code but every now and then you run into a “leg Ranger.” I’ve met a few.

            Almost half my Ranger class was leg. In the company there were two leg platoons and two airborne platoons. Many NCOC graduates were offered Ranger school as an option before they were shipped to the RVN. Most of them were NAPs. Also, we had leg officers in our class. Weather permitting, the airborne platoons jumped into the field for operations; the legs were trucked in.

      Some of the readers have spotted some flakey stuff on Leroy Foley’s DD 214. Here are a few things I caught:

      I have the same version DD-214; NOV 88, MEMBER 4. I got it out and looked at it.

      My Army DD214 has light tan blocks for some of the sections. (e.g. name, SSAN, and etc. Other blocks are white, e.g. Primary Speciality, Decorations and etc.

      You would think that the copy of Leroy Folly’s DD 214 would at least have a darker shade, even after running through a copy machine, the tan blocks.

      Other observations:

      My DD 214 lists my schools by the name of the course, e.g BASIC ABN; not Airborne Certification. The names come right off of the Officer or Enlisted record briefs. I am sure the course names are standardized.

      Blocks 13, 14, and 18 of my DD 214 are filled from the left edge to the right edge and single spaced. My blocks 13 & 14 are completely used up and the last entry in block 18 is the issue date//NOTHING FOLLOWS. This is done to avoid typing in bogus info after the DD 214 is issued. Blocks 13, 14, 18 of Leroy Foley’s DD 214 have plenty of space. (All of the Army types reading this, take a look at their DD 214 and see how the format on yours compares to Leroy Foley’s DD 214.)

      Ft. Benning’s sniper school is seven weeks long. Leroy Foley shows his Course as lasting three weeks. Ranger school is eight weeks, not fifteen. The list continues…..

      A lot of things smell about this DD 214. But step back and think about a few things. Leroy Foley joins the Army in the summer of ’89, goes through basic training, however long that is, then goes to airborne school, sniper school, pathfinder, and ranger school? Right…

      Going to Airborne after basic is common. Pathfinder school would never happen for a private. Too many “badge collectors” at Ft. Brag and Ft. Benning, and the SF units with more rank are in from of a private for those school slots.

      Block 12 c. Is bogus on Leroy Foley’s DD 214. As an enlisted soldier, his prior enlisted service would be shown. Another words, the time before his current enlistment would be here. Something like 4 yrs, 3, months, 7 days. His is blank. Are we to assume he enlisted for 10 plus years right off of the bat? Right…

      And finally, how does an Abn Rgr, Pathfinder, Silver Star soldier with a CIB serving in a Ranger unit leave the service as an E-5? No way. Should have been a very senior E-6 or SFC. No way would an under achiever be allowed to stay in one of the ranger battalions.

      If this DD 214 was submitted as an official record, Leroy Foley is in a jam, especially in Texas as pointed out earlier.
