William Rich, remarkably upright for a paraplegic man

Jeff LPH 3 sends in word on one William Rich, who allegedly used false claims to score a million bucks from old Uncle Sugar. Military Times reports;

An Army veteran from Maryland faces up to 30 years in federal prison after prosecutors say he falsely claimed to the Department of Veterans Affairs that he is a paraplegic.

The Justice Department said that William Rich, 41, of Windsor Mill, Maryland, was granted 100 percent disability from the VA in 2007 based on falsely claiming paralysis in his “lower extremities,” resulting in more than $1 million in benefits and compensation being paid out.

Rich also received grants from the VA for “Automobile and Adaptive Equipment” and “Specially Adapted Housing.” Rich is accused of using the funds intended to purchase a specially adapted vehicle to buy a BMW 645ci luxury sports coupe.

Rich served in the Army from Sept. 22, 1998, to Feb. 27, 2007, and was injured on Aug. 23, 2005, while serving in Baqubah, Iraq, according to a Justice Department release.

However, according the release, approximately six weeks after Rich’s injuries, he had begun to recover and was no longer paralyzed. Specifically, a report from Rich’s Oct. 7, 2005, annual physical examination stated that an MRI on Aug. 24, 2005, revealed “no [spinal] cord impingement” or “[spinal] cord abnormalities.” Further, it noted that Rich’s “…paralysis has resolved somewhat, and at present, he is able to move his lower extremities.”

A subsequent report from Dec. 5, 2006, indicated Rich was able to perform certain essential daily activities with “complete independence” or “modified independence” such as using the bathroom and “locomotion.”

However, during a VA pension and compensation exam conducted on Oct. 11, 2007, the examining physician stated, “Since his accident, he has been paralyzed in both lower extremities; has been confined to a wheelchair….”

The examining physician also that he did not have access to Rich’s complete medical records at the time of his VA examination. Additionally, the physician stated he did not review Rich’s medical history, nor did he order an x-ray because he “did not feel that it was worth the trauma to him of manipulating him around.”

And they say VA doctors are shitty… Perhaps the doctor needs to use the Ricky Bobby paralysis test;

But wait! Like a Ron Popeil infomercial, there’s more!

In 2018 the VA inspector general learned of conduct by Rich that was inconsistent with his purported paralysis and launched an audit, according to the release. Over the next two years, special agents followed and surveilled Rich and observed him walking, going up and down stairs, entering and exiting vehicles, lifting, bending, and carrying items — all without a wheelchair or “visible limitation.”

Additionally, VA special agents only observed Rich use a wheelchair in only connection with his VA appointments.

According to the release, a further review of Rich’s public social media accounts showed multiple images of Rich standing, with nothing to indicate he was wheelchair-bound. Agents also found videos of Rich lifting weights, along with an image Rich took of himself standing in front of a gym mirror.

Rich was charged with one count of wire fraud and one count of theft of government property. On Oct. 13, he had an initial appearance in United States District Court in Baltimore and was ordered to be released pending trial.

Rich has been assigned a federal public defender to represent him in this case. That office did not immediately respond to a request for comment.

If convicted, Rich faces a maximum of 20 years in federal prison for wire fraud and a maximum sentence of 10 years in federal prison for theft of government property.

My cousin was a private detective in the NYC area. He primarily worked insurance fraud cases. He told me that caused him to lose all faith in humanity.

We had a classic Workers Comp insurance fraud case in my office. A prison guard was shot on a during the night on a city street. The bullet hit his spine, resulting in his paralysis from the waist down. He claimed it was work related because the person who shot him was a former inmate with whom he had a beef years earlier in his prison unit. At a recess in his deposition, the defense attorney went back to his office and discovered a copy of the subpoenaed police report of the shooting in his inbox. It read that the shooting was the result of the guard’s confrontation with a man who was extremely irate over the fact that the guard’s condom broke when the guard was having sex with the dude’s wife at a partner swapping club. So, the sidewalk shooting had nothing to do with his employment.

My favorite part is when the prison guard continued to lie in his depo until confronted with the police report where he told the truth about the wife swapping, the condom breaking, and the resulting argument at the sex club. The depo transcript was a real hit in the office.

Needless to say, he didn’t get his massive seven figure payout of comp benefits. (The defense attorney was planning to settle his case right after the depos were completed.) Instead he and his wife, who helped perpetrate the fraud, got a fully government paid trip to the graybar hotel for several years.

A couple of possibilities may come into play for the length of the investigation:

The government may not have placed a priority on the case. Coffee breaks, vacations, and chasing down Jan 6 insurrectionists may have slowed down the investigation.

The government may have waited on more severe or additional infractions by William Rich to stack the charges against him. His adaptive house may have pushed them into action.

A Windsor Mill (Baltimore suburb), current and prior residence become apparent if you Google his name. A Google maps street view shows the current home, with a handicap mobility service van parked in the driveway. One of the charges against Rich involves fraud concerning “Special Adapted Housing.” I doubt if the “special agents” knew about the adaptive house deal in advance, but they knew they had a lock when they uncovered the house.

Three thoughts on William Rich:

1. If William “I can’t feel my toes” Rich held on to the BMW once the warranty passed, the BMW dealership ended up with a lot of the VA’s money.

2. He more than likely had a handicap parking tag. Bad enough, but if he took a flight out of BWI, he had a great, but undeserved, parking spot.

3. Judging by the photo, William Rich skipped a lot of leg days. He could tell the judge his paralysis prevented a decent leg workout.

I think the fellow you are mentioning worked as a radio wrencher and spent most of is time in the Viet of the Nam at a test bench. I was actually in defoliated jungle for a couple of weeks, and possibly have a little PTS of D from picking up pieces of a couple of my people killed by a booby trapped 105mm arty round. But I have only received my GI bill benefits from the VA. Fortunately for those of us that pay taxes, most veterans don’t make fraudulent VA claims, but the VA’s failure to investigate and prosecute the many that do is shameful.

Yes, I did order that food from Domino’s, but no, it’s not to be eaten at one sitting, but is stored in my refrigerator until later on, as “Meals on Wheels” doesn’t deliver on weekends and holidays. At the “Week of the Eagles”, the 101st Airborne began issuing an Honorary Air Assault Badge to every veteran who completed the SERTS course in Viet Nam. It is documented that every veteran who served in Northern I Corps was exposed to Agent Orange, and the VA determined that I’m 60% Service Connected for the effects. They also awarded me a 50% Service Connection for PTSD. My total Service Connection is 90%. No, I actually spent very little time in the Electronics Maintenance Shop, being assigned numerous other duties, including participation in Lam Son 719 and Lam Son 720. I received the Infantry Branch blue shoulder cord for successfully completing an OJT Infantry MOS 11D20 while assigned to a Mechanized Infantry unit, the 2/12th Cavalry, 1st Cavalry Division. I thought I was in the Army 9 years, but because I was employed by the Army as a civilian, they gave me another medal for having served at least 10 years. I was awarded the green Team Leader shoulder tabs because I was the leader of a Scout Team. I was injured while on duty at Fort Hood, which I thought was minor, but now has me totally disabled. I have a diploma from the United States Army Institute For Professional Development identifying me as a First Sergeant, plus a Letter of Commendation from the Utah State Guard identifying me as a First Sergeant. Yes, I was busted from Sergeant to Corporal for Insubordination. Yes, I was kicked out of the Armed Forces Retirement Home in Gulfport, Mississippi. I was never kicked out of the Armed Forces Retirement Home in Washington, D.C. I was employed until Social Security gave me a Disability Pension, which forbid me to work, and in fact, I got in trouble for continuing to work, forfeiting the pension for several months until the issue was resolved. JRM- You seem to be confused about a few things.

First Sergeant rank is based upon assigned position not some piece of paper you get from some course. Green Leader Tabs also are worn based upon being assigned as a Leader and are worn when you are working in an assigned leadership position. These are not permanent awards. Military awards are generally not awarded for civilian employees and in fact are mostly not allowed at all.

Agent Orange “exposure” is presumed by the VA for pretty much everyone who served in Vietnam from 62-75, not any special unit. Exposure doesn’t really mean a whole lot.

Honorary awards and skill badges are not military awards and are not worn on military uniforms.

Lots of other idiocy in your post this just a primer.

Well I served in I corps and spent a significant amount of my fifteen months in the boonies. The entire country of the RVN was not contaminated with Agent Orange. The VA likely created that presumption because it was easier than trying to sort out all the fraudulent claims of exposure to defoliants, including Agent Orange. One could easily see the areas that were defoliated in any helicopter ride to an insertion. So, I’ll rely on my own lyin’ eyes instead of some presumption made up by some bureaucrats stateside years after we exited Vietnam. I also logged quite a few hours in the back seat of an OV-10 so, I saw a goodly portion of I Corps from that vantage point, as well.

Yes, these types of fraud are very expensive to investigate. On several of my defense cases where I thought it was warranted, I had to get special approval for surveillance from three levels above the claims adjuster to whom, I was reporting. It usually requires a van, two investigators and surveillance all day long for more than a week.

On one of my cases, I had the investigator surveil the plaintiff and his wife in the parking lot of the medical office where he had an exam. Unfortunately, there was a national news TV show about these insurance fraudsters and how they are caught by surveillance that aired the weekend before my fakers went to the medical appointment. The dude and his wife obviously suspected they were being watched and possibly filmed by their behavior in the parking lot that day. He hobbled around very convincingly with his walker and his wife’s assistance. A few month later, I received rather convincing video taken at his home when he took out the garbage and loaded heavy items into the back of his pickup.

Bullwinkle Boy is nothing compared to the frauds of CSM Cayton. Although, I wasn’t aware of his claims of VA disability. There is no way he could have acquired the dreaded PTS of D in that Division base camp. No one even carried weapons inside division base camps, unless you were on the bunker line just inside the perimeter wire and fencing. They were so secure, it was almost like being on a base stateside.

This guy is a fraudster, period. I would like to see a FOIA response for his service records. I bet he is sporting some ribbons and badges he didn’t earn. But he does know how to wear a period beret (one that wasn’t made in China with the diameter of a large pizza) properly, so he has that going for him.

Also, how did he manage to serve for fifteen years as a police officer after 1991 when he left the service if he had all these service connected ailments? I note his attorney pulled the standard excuse when the client is caught on video doing physically demanding activities the client claims he can’t do because of his “disabilities.” That is: “Well, your honor, the investigators just happened to video him when he was having an extremely good day. You should see how impaired he is when he is having a bad day.”

One of the best firearm instructors I knew did it from a wheelchair. But I never saw him dance or play basketball. It would have been tough without any legs.

I’ll bet his orthopedic problems have more to do with wrestling with suspects as a cop than with his claimed parachute jumps. Many of the ex-cops I know have ortho problems that are result of people who would like to fight rather than get arrested.

Ditto on the green leadership tabs. The only time I wore them was when I was a platoon leader, company commander, or SF ODA commander. When I was a battalion S-2, I did not wear them. Nor did I wear them when I was the asst S-3 for air ops of the 19th SFG(A). I also stopped wearing the Blue Rope of Doom when I was in SF, even though I was still branched an infantry officer, and that was the reg back when Bullwinkle Boi departed active duty in 1976.

Although I am totally disabled, I think my health is improving, little by little.

I’m trying to get my drivers license, but so far, there’s still concern over the present status of my health.

But, I haven’t taken any Oxycodone for several days, and I can now stand up and walk for short distances without using my walker.

I have cataracts in both eyes which require surgery, but I don’t know if the VA will approve it.

Because of all the nerve damage, it’s tedious and difficult to type this message.

Thus far, I have not contracted COVID-19, and I refuse to subject myself to the “vaccination”.

The powered mobility cart issued by the VA seems to be failing, maybe because of the battery (i.e., it drains way too quickly)?

The lift for that powered mobility cart that the VA had installed on the back of my pickup truck no longer works, and I don’t know why.

But, the VA has been VERY good to me!

CNAs visit me each week to assist with personal hygiene and light housekeeping, and a nurse visits each week to set out my medication, so I don’t accidentally overdose.

The VA gave me enough income that I was able to buy furniture for my apartment, purchase gifts, and make charitable donations.

I also have the support of members of my local ward in The Church of JESUS CHRIST of Latter-day Saints (i.e., the “Mormon” church).

I wish I had a dog, but everybody says I wouldn’t be able to care of one.

All-in-all, I am VERY blessed, with so many blessings, I can’t even list them all (and I’ve actually tried to do that).

I wish everybody, especially you guys, could be as well off as I am.

If JRM is entitled to a Bullwinkle Badge, I am entitled to two or three. In addition to being trained on how to conduct airmobile operations at Ranger school and again at the Inf. Officer Vietnam Orientation Course, I must have run several dozen airmobile operations in the RVN as a rifle company commander. I also planned and conducted about a dozen LRRP insertions and extractions as a Ranger company commander. So, if I don’t warrant a Bullwinkle, he certainly doesn’t.

Our hero here likely only rode a Huey on an admin flight, perhaps to some firebase or brigade base camp to wrench on some commo equipment. He certainly never made it to a rifle company in the bush. When one our radios or the KY-38 malfunctioned the supply bird brought another one and the failed one was sent to rear, likely to end up on JRM’s test bench.

You were DEMOTED from a SP5 to a SP4….in 1976.

You were being discharged from the Army in 1976. Your Chain of Command put you in a slot until you were gone…most likely for Admin purposes.

You were put into an 11D20 slot as an “Assistant Squad Leader” in August 1976 and was discharged in November 1976 as a SP4 (About 3 months).

The Army did away with the rank of SP5 around 1985…almost 10 years AFTER you were discharged.

I personally know 2 POG’s collecting 100% fraudulently. There’s a subculture of guys that know all the “angles” (Sleep Apnea, PTSD, ways to increase BP etc.) and they communicate these to each other before submitting VA disability claims. Another angle is to persist and keep re-submitting claims until the VA grants them. One phony down, about 300,000 to go.
