Dozens of Fort Knox soldiers unvaccinated for COVID-19 will face punishment for entering base facilities maskless, according to Army spox.

General Officer Memoranda of Reprimand (GOMORs) are being issued to the military personnel for violating General Order Number 1, dated 17 May 2021.

GOMORs are a form of administrative punishment, and are a “career-killer” when included in a soldier’s permanent personnel file.

Leaders at Fort Knox, Kentucky, will punish dozens of soldiers unvaccinated against COVID-19 who were caught entering on-post facilities without wearing a face mask last week, Army officials confirmed.

“The Fort Knox senior commander [Maj. Gen. John Evans] and other commanding generals across Fort Knox are preparing to issue approximately 40 General Officer Memoranda of Reprimand to individuals found to have violated General Order Number 1, dated 17 May 2021,” said Fort Knox spokesperson Kyle Hodges in a statement emailed to Army Times.

GOMORs are a dreaded form of administrative punishment considered to be a “career-killer” when included in a soldier’s permanent personnel file, though the Army has faced criticism in the past for utilizing them and other administrative punishments in lieu of court-martial proceedings for more serious infractions of discipline.

The reprimands are among the first publicly-acknowledged punishments for U.S. troops who have declined the COVID-19 vaccine but failed to wear masks.

A GOMOR would look great, framed and displayed right next to my DD-214 on my “I love me” wall.

    The mask thing: Most of the ones I see people wearing wouldn’t protect them from anything. If they really want to protect people, make a standard mask mandatory. Other than that, piss off.

    Scariest part of that article is we have “Senior Officers” at a major Military Post with nothing better to do than hang out at the PX and Shoppettes busting folks for not wearing a useless mask.

    During my time I followed a lot of stupid orders and/or company directives, not because I believed in them but because they were lawful orders or company directives, violations there of could mean an effect to my paycheck. Play the game girls and boys, teh stoopid ones outnumber and/or outrank the ones of us with some common sense. Everyday that passes I Love my DD-214 and retirement life more and more. And every Yuengling I drink helps shore up that North Wall with another foo gas container.

      Probably garrison commander and CSM pushed this spot check.

      If they did utilize senior leaders I applaud it; if it was mid level NCOs the majority of soldiers likely to be spot checked are junior soldiers.

      Yes, it would be better if they didn’t have to waste time doing this…

      But so many fools refuse to wear masks even when ordered to…it was clear the order needed to be enforced.

      I sort of agree with LARS…sort of! (Using my best intelligence wishy washiness) It is highly possible that Senior Leadership probably would not likely stoop to actually see what their Soldiers were doing. It is highly probable that incentives were provided to anyone with evidence (say a smart phone photo sent to the base commander) of people not wearing masks…or they had the MPs guarding the door and asking for papers!

        Fort Huachuca commissary and PX had a “Courtesy Patrol” strolling around checking for compliance. Usually SGT/SSG. Not sure what penalties (if any) were handed down for non-compliance. HOWEVER… in my work related travels around the post, I did happen to hear a couple of my Drill Sergeant buddies discussing how they deal with a non complying trainee. Commander was discussing it with JAG.

          We had a similar “Military Appearance Surveillance Team” back in ’70’s at Mtn Home AFB. Usually TSgt’s hiding in the bushes by the only barber shop on base. One TSgt kept a ruler which he used to measure the women’s skirts. Turns out the CMSgt who ran the show was seen out of compliance many times by Airmen who had been reprimanded for being out of compliance. That, and for other reasons, the program was cancelled by authorities higher than Wing.

    I was a Legal Clerk in the 82nd Airborne Division JAG Office in the late 70’s and processed lots of Article 15’s.
    When did this GOMAR thing start?

      Since at least WWII?

      They are administrative so they may not have been processed though the division legal office.

      It is basically a non-judicial executive action. At the discretion of the commander.

      He can chose to put it in your local or permanent records. You have an administrative appeal process. Usually this is unsuccessful unless there was exculpatory information the commander was not aware of or unless you can convince the next higher command that the commander is acting in a capricious and arbitrary manner.

        An “administrative action” is decidedly not a “non-judicial action”. Punishment under Article 15 is non-judicial. Administrative action would include revocation of off post-privileges, bar to re-enlistment, flag for favorable actions, and GOMAR. Apples and oranges. One would think a field grade officer would know such things.

    If you don’t wear the mask despite the requirement you violated the order.

    GOMAR sets an equal standard across ranks. UCMJ does not since the UCMJ does not treat ranks equally.

    As a still-serving NCO, it’s too easy: play the game or risk winning a stupid prize. I’m vaccinated and was glad when I could finally walk around post without a mask. If I weren’t vaccinated, though, I’d think long and hard about entering an on-post facility without a mask, and would likely avoid places like the PX and Commissary altogether. I did wear a mask to a dental appointment recently, though, because it’s required regardless of vaccination status.

    This is a bit heavy-handed, IMO, but it doesn’t surprise me, especially if it’s being used against Soldiers who’ve actively declined the vaccination while also disregarding the mask requirements. The military is about conforming, but currently we are given a choice–get vaccinated or mask-up. Failure to do one or the other is a blatant disregard of a general order, like it or not. What does worry me is the quote in the article, “These unmasked individuals failed to provide proof of vaccination.” Do I risk being reprimanded if I am unaware of a new post policy? My card’s been at home since I got the second shot a few months ago.

You’re free to take as many versions as you want, as often as you want. That’s your choice. You don’t get to make the choice for the military or anyone else.

    It sent a message and kept those among the troops who were knuckleheads from being too knuckleheaded without discouraging them from remaining in the military.

    Instead let’s fuck them over and wonder why retention and recruiting is falling below desired parameters…

      In 24 years of active federal service, I received not a single article-15. However… I earned and deserved a few. I had creative, smart NCO’s that were very talented when it came to “Corrective Training”. Infractions by Soldiers don’t always have to reach the officer level, let alone General officers. You get caught without a mask? Great. You get to spend your saturday in Class A’s at the PX checking vaccination cards. If you fail that, you’re back sunday. Fail that, we move on to UCMJ.
