Navy Shooter Identified

Authorities have released the name of the shooter at the Maryland tech park Tuesday morning.

He was identified as Fantahun Girma Woldensenbet, 38 y/o, a Navy Hospital Corpsman.

Here are his service dates from DoD Manpower Data Center.

We are currently trying to obtain his official Navy records.  We may have them later today if they are deemed releasable.  When we get them we will upload them.

He was about 29-30 years old when he enlisted in 2012.

Looks as if he never was deployed in a Combat AO…some of his awards include the Good Conduct Medal, the National Defense Service Medal, the Global War on Terrorism Service Medal and Pistol (Marksman).

Depends on several factors.
How full was the slot above him (PO2/E5) for that MOS? (not knowing squid language, the “PO2” may be incorrect. If it is incorrect, please inform and correct this Army Commo)
If the next-up slot was full (MOS and Grade), then promotion would be slow, people would be stalled at the E4 Hospital Corpse Man position for awhile.
Each service makes its own policy for Time in Grade (TIG)/Up or Out. Aaaaand depending on the perceived “needs of the military”, that policy can be changed.
Soooo, not surprising that this miscreant sat at Hospital Corpse Man PO3 for four years.
Much longer then that, and I’d be asking the same question as Ninja, “what’s wrong with that boy?”

Or (pure conjecture) maybe he had just had a sit-down counseling session with his Leading CPO about the requirements of HYT (High Year Tenure) and his letter was in the mail.

High year tenure for E4 is now 10 years. Time in grade requirements for E-4 to E-5 is one year. He is coming up on being “released” from active duty due to HYT. Sounds like his NEC (Navy Enlisted Classification, or for you land lubbers MOS) was HM-8404, or Field Med Corpsman (Corpsman trained to go with the Marines), based on his time at Camp Lejeune (thats where I went to Field Med School). I think at least half of all Corpsman have this NEC. I would say he was a below average Corpsman who did just enough to get by.

Yes. HYT for E4 is 8 years and it’s not uncommon for folks to get put out for failing to pick up E5. HM is the largest rate in the Navy, so promotion can be difficult.

Apparently, the shooting occurred miles away from the based at a commercial park.

He then drove to Fort Detrick where he was flagged for a vehicle search but sped off before they could search him. He was pursued by MPs that stopped the vehicle a half mile away. When he exited the vehicle armed and refused commands he was shot.

They (the federal security police on the gate) didn’t let him on post. He likely pulled up to the gate to show his ID and then gunned the car and blew through. Two officers chased him in a patrol car and ultimately shot and killed him. So, they were not able to activate any barriers. Also, he likely had n access sticker on his car.

Don’t really care who he is, his background, who he’s mad at and why. While all of that stuff might be interesting, in an intellectually curious sort of way, it just does matter to most of us. He posed a serous threat to folks and the threat was neutralized.

Difficult to answer – even among prior Hospital Corpsmen.

The reason is that rate openings (quotas) change every single year. In the late 1970s and early to mid-1980s it was not uncommon to make HM2 (E-5) in the Hospital Corpsman rating in your first four year enlistment, provided you kept your nose clean, studied for the tests, and advanced at the normal rate. At that time, one could make HM2 (E-5) in three years if you never skipped a beat and hit all the milestones. I made HM2 (E-5) in 3.5 years.

At that time – if one graduated from Hospital Corpsman “A” School and studied reasonably well, or even picked up a lot through on-the-job training in your rate, you would literally only have to put your name on the test to pass and become a rated HM3 (E-4). Higher ranks were more difficult due to quotas but sometimes it would open up. If you passed the test, you would be put in an eligible pool and there could be a couple of hundred test-passing eligible people for 75 Navy-wide eligible billets. It depends on if the rating was full at a particular rank. Some ratings in the Navy were clogged up causing some sailors to switch ratings.

Once someone leaves the Navy it is hard to have their finger on the pulse of advancement opportunities.

Years later, I would see an HM3 (E-4) with six years in but was told that advancement was getting tougher. Maybe he told me that because it excused his situation.

Over the years, I’ve lost the ability to pontificate whether someone was advancing at a normal and acceptable rate. Depends on the time and circumstances.

Shooting from the hip – I’d say it was odd to be an E-4 at 8 years. Either lack of study skills, disciplinary issues or a closed down rating field (quotas) can contribute to this.

Sir, just a guess on my part, but I would think that anything Nuclear related/ Special Warfare or Submarine Service would put one on the fast track to Master Chief.

As an example, I have a son who was a Mess/Culinary Specialist in Submarines his entire career, he made Senior Chief E-8 right at the 22 year mark, but just couldn’t quite squeeze out making Chief of the Boat by 26, so he chose to retire.

I’m guessing the Navy has numbers authorized per MOS like the Army does. If not enough above you move up, the lowers can’t either. It was really a problem in ADA in the late 80s when it seemed no one was getting promoted to E5. I assume the same holds for the Navy especially since fewer of them aren’t needed as much now days?

Further reading article below says base police force. Assume that means DOD police. I have not seen MPs on base security for decades. When I was at Ft Gordon for MP AIT (1967) our instructor told us , if we went to a security post- Sandia Base, Edgewood Arsenal, nuke or Nike sites- we would be bored. If we went to a post with Infantry, Engineers, or Airborne, we would have plenty of action. Back then MPs handled security on most army posts.

I feel another episode of cognitive dissonance coming on. For awhile now I have read that the military was having difficulty recruiting adequate numbers of qualified recruits and retaining already enlisted personnel. Now I hear there are so many people competing for slots that spending 4 or 5 years as an E3 and another 4 years (so far) as E4 is not abnormal.

So, problems hiring and retaining, yet no open slots in JUNIOR ranks. Oh, and the personnel in this new, all-volunteer organization are of a higher quality than the personnel in the bad old draftee military.
