A league member can sponsor in a civilian, with restrictions, as an Associate Member.
As long as he’s not telling people he was/is a Marine he should be good to go. (To me, wearing League stuff Implies “Marine-ness”. I dunno. DC crowd makes the rules.)
As far as the 30 year-old burglary convictions are concerned, he’d have to have been a super shiny star of a citizen for all the years since, with a sponsor who would account for it. However, if he left the felony convictions off his application, sorry, he has to go regardless of how long ago it was.
